After the merger of two Germany States, the German economy has suffered from a lack of growth and social contradictions have appeared day by day. The Dual System of vocational education with German characteristics has also faced many difficulties and challenges. Many scholars even believe that the Dual System in Germany will soon disintegrate, but as a social system, the Dual System of vocational education also has the basic mechanism to change itself to meet the requirements of social development.

The quality of vocational education immediately after high school in Germany depends on cooperation between schools and companies as partners in the vocational education ‘Dual System’. If this system is to remain efficient in the future, current problems need to be solved. Therefore, a new concept of cooperation is introduced. This concept considers regional potential and opportunities for development and incorporates other local investors besides the traditional partners of the ‘Dual System’.

Integrated progress of S&T is the important factor in the Economic and Social System. Based on the analysis of the economic and social growth and integrated progress of S&T in Hubei Province during Eleventh Five-Year, with the concept of the system and in the perspective of input and output, this paper used the national statistics and the regional scientific and technological progress monitoring indicators, put forward to the deep comparative analysis among Hubei and Guangdong, Jiangsu, Shandong, Zhejiang and Fujian provinces in the eastern on socio-economic growth, integrated progress of S&T and promotion of S&T to economic and social development, then some countermeasures how Hubei to enhance the role of S&T were put forword.

The following discussion focuses on dispositions connected with capitalism and socialism that have characterized Russian societal structures for decades. It points to the construction of both the economic and social system in Russia as predominantly achieved through repressive forms of ruling. Within the population this generated a disposition of extremely low trust in the system, based on the creation of networks through security measures. Since the category of trust is an important basis for anonymous trade and its legal framing in a functional market economy, the article argues that a fundamental difficulty exists for the economic progression of the Russian Federation. The paper lays out why and how professional development can support individuals to become competent and self-directed players, and how this could have a positive effect on the construction of an economically viable civil society in Russia. A reflective-transformative concept of professional development could be conceived and realized as a contribution to overall social development.

Resumo: O artigo investiga o processo de criação dos Institutos Federais de Educação, Ciência e Tecnologia, por parte do governo Federal, através da lei nº 11.892 de 29 de dezembro de 2008, demonstrando o interesse recente pela educação profissionalizante como um segmento fundamental para o desenvolvimento econômico e social do país. Para tanto, são utilizados conceitos criados e empregados por Michel Foucault em suas obras da segunda metade dos anos de 1970, como biopolítica e governamentalidade neoliberal. A análise deve mostrar que a reformulação das instituições destinadas ao ensino profissionalizante em nosso país requer novas maneiras de pensar a educação técnica no que concerne aos diversos níveis de ensino destinados atualmente a essa instituição. O que se pretende é analisar criticamente a formação do profissional técnico, atualmente imerso nas regras da economia de mercado neoliberal, por meio dos conceitos de empreendedorismo e empregabilidade. Palavras-chave: governamentalidade neoliberal. biopolítica. políticas públicas. ensino profissionalizante. VOCATIONAL EDUCATION AND ITS ARTS OF GOVERNMENTS: THE FEDERAL INSTITUTES  OF EDUCATION, SCIENCE AND TECHNOLOGY Abstract: The text investigates the foundation of the Federal Institutes of Education, Science and Technology by the Brazilian Government through the law  11.802, publish on December 29th, 2008. It’s a recent movement concerning professionalizing education, understood as a fundamental dimension for the country’s economic and social development. The analysis employs Foucauldian concepts from the second half of the 1970’s, such as biopolitics and neoliberal governmentality. We point out that this reframing of Brazil’s professionalizing education calls for a new understanding of technical education in the different levels in which it is implemented in such Institutes. We shall also critically investigate the technical professional formation, nowadays immersed in the neoliberal market’s economy, thru the concepts of entrepreneurism and empregability. In Germany, the dual system of apprenticeship training has traditionally been very strong. The dominant position of the dual system, however, is being challenged by other training routes gaining significance, particularly tertiary education. This article investigates the extent to which this is leading to a restructuring of the dual system. Developments in school-based vocational programmes, trends of academisation and challenges deriving from qualifying low achievers are discussed. The growing significance of school-based programmes is linked to the gender impact of the vocational education and training (VET) system and the gender segmentation of the German labour market, while academisation reflects labour market demands for high skills. With dual study programmes and three and a half-year dual training, the dual system seeks to provide attractive training options for highly skilled young people. This, however, has made access to fully-qualifying vocational programmes very difficult for low-achieving young people, including migrants and refugees, thereby challenging the integration function of the German VET system.
