The following discussion focuses on dispositions connected with capitalism and socialism that have characterized Russian societal structures for decades. It points to the construction of both the economic and social system in Russia as predominantly achieved through repressive forms of ruling. Within the population this generated a disposition of extremely low trust in the system, based on the creation of networks through security measures. Since the category of trust is an important basis for anonymous trade and its legal framing in a functional market economy, the article argues that a fundamental difficulty exists for the economic progression of the Russian Federation. The paper lays out why and how professional development can support individuals to become competent and self-directed players, and how this could have a positive effect on the construction of an economically viable civil society in Russia. A reflective-transformative concept of professional development could be conceived and realized as a contribution to overall social development.

The article examines the problem of professional development of future officers of the penal system of the Russian Federation. The subject of the article is the personal and professional competence of penal system officers. The purpose of the article is to describe the pedagogical problems of the formation of personal and professional competence of the staff of the penal system at the stage of professional training. The methodological basis of the study was the analysis of psychological and pedagogical literature on the topic of the work, questionnaires, and generalization of pedagogical experience. As a result of the work carried out, the concept of personal and professional competence was analyzed, the role of subjective activity in its formation was shown, the necessity of targeted formation of pedagogical competence in future staff of the penal system was substantiated; approaches to the integrated assessment of the personal and professional competence of students were formulated. The solution of the above pedagogical problems will have a positive effect on the formation of the personal and professional competence of students, which ensures the effective further service activities of the FPS staff. Conclusions are drawn about the need for changes in the pedagogical process of training future staff of the penal system of the Russian Federation in the following areas: updating of the training technologies, enhancing the personal resources of students, organizing a system of independent work. Survey works on inland waterways can be contingently divided into two directions. The first ones are directed at maintaining the given dimensions of the waterway and are carried out with the use of technical fleet vessels, which includes the dredging fleet. At the same time the basis creation, the results verification and the control of the survey works implementation are carried out by the survey party. The main types of work here are surveying and trawling works, the implementation of which is carried out at the present time on the inland waterways of Russia using geo information technologies, which makes it possible to improve the quality and efficiency of their realization. Such an approach, firstly, has a positive effect on the implementation of the navigational hydrographic support system of navigators, including in the part of electronic cartography, and secondly, it allows to provide the survey works realization at the modern level. The most effective approaches and methods of modern geo information technologies application, implemented for the collection and processing of high-precision bathymetric information and positioning data to ensure the navigation safety on the inland waterways of the Russian Federation, are considered in the paper.

The aim of the work is to identify the functionality required by mobile messengers for convenient online communication between pupils and high school students. To achieve this aim, a survey of 116 questions was developed, which adjusted to the respondent’s answers and reduced its volume in order to avoid the respondents’ fatigue and to decrease the time spent on completing the survey. An online survey of students aged 16 to 24 living in different cities of the Russian Federation was carried out. Then the information obtained was processed, and possible relations between the analysis results were found. Based on the study results, recommendations were formed to improve messengers according to the students- users’ goals and objectives. Now messengers are created mainly for the widespread use. There are already more than a hundred of them, and therefore products need to stand out in order to be competitive. One of the ways to excel is to be narrowly focused, tailored to a specific audience. Since the functionality of the messenger directly affects its popularity, the introduction and refinement of the necessary functions will have a positive effect on the number of users. The analysis shows that developers of instant messengers can improve the efficiency of using messengers by the students and, possibly, reduce the number of installed mobile applications on their devices, and, consequently, decrease the number of competitors for their target audience.

The purpose of the research is to present how the carnival element in the regional policy is associated with the legitimating of power. Also made of the current state of the regional political process in some constituent entities of the Russian Federation, characterized by a high degree of carnivalization. As a result, the importance of the practices of the regional elite, resorting to game forms of their own positioning. The legitimacy of the regional power to depend on festive discourse. A routine political process in the constituent entities of the Russia does not evoke public emotions that have a positive effect on the legitimation of power. The demand for the politics of spectacle is also present in municipal political practices in a very dangerous epoch of COVID-19. A social organism that needs emotions, as well as control, does not experience serious transformations. In society penchant for spectacle, as well as the political class in the production of carnival events, there are deep historical roots, as well as the cultural specificity of a particular region. The points out that in the regional political process one can increasingly see accents on festivals. So, the government solves two important problems: the first one is a public request for a show, it is resolved in conditions of a rather unpleasant and unpromising accumulation of negative for the authorities due to the deterioration of the socio-economic situation in general, the second one is the production of the play solves the issues of legitimation regional and municipal authorities.

Subject. This article analyzes the effectiveness of public administration in the social sphere. Objectives. The article aims to standardize the decision-making process for managing the region's social development through statistical analysis techniques. Methods. For the study, we used correlation and cluster analyses. Results. The article highlights weaknesses in the development of the social sphere and assesses the relationship between the individual areas of its development, and the effectiveness of its financing. It offers algorithms that take into account the patterns of social development and the specifics of certain types of economic activity. Conclusions. The results obtained were used to develop algorithms to optimize the development of the social sphere at the regional level. The socio-economic differentiation of the Russian Federation subjects in a number of regions requires an analysis of the specifics of the development of the social sphere of the region under consideration and adjustments to the proposed algorithms.
