The unfolding fourth industrial revolution sets global goals for the world community, requiring the implementation of systemic transformations in all spheres of human activity. Preparations for securing Russia's technological leadership began a long time ago. However, the measures being taken are not enough to build an integral innovation ecosystem, which would make it possible to organize at a high level the building up of innovative potential, its effective use and increase the country's competitiveness in a dynamically changing environment. The key problems of the shortage of expected effects include the lack of formation of the competitive market, the low potential of domestic research in the field of improving strategic planning and methodological tools for making managerial decisions, poor management at all levels of the production hierarchy, the low degree of interest of economic entities in innovative transformation and investment in changing organizational and managerial structures. The paper analyzes the scenario conditions that determine the formation of an innovative economy and the improvement of the country's rating at the global level. The main factors that maximally affect the resulting indicators of innovative activity are investigated. Predictive models of innovative development have been constructed depending on the intensity of changes in factors sensitive to variations in world trends. The need for a systemic restructuring of the traditional economic order is argued. Scientific and practical recommendations on increasing innovative activity and improving the digital culture of the subjects of the Russian economy, taking into account the existing opportunities and potential of world leadership, are proposed.

The role of innovation in the economy development is extremely significant. Within the framework of this work, the innovative activity of enterprises and its relation to corporate social responsibility (CSR) is of particular interest. This study is aimed at modeling the project management of corporate innovation activity on the basis of CSR. The results obtained by the author for the Russian economy suggest that there is a positive relationship between the level of innovative development and CSR, both in general and in terms of investments in the transformation of human capital. In this regard, the model of project management of corporate innovation activity based on CSR is proposed. Author suggests, that this model's implementation for companies is promising, since transition to such a model should be resulted in an increase in the innovation activity of companies, regions and the whole country, as well as an increase in the economic, social and organizational effectiveness of innovative activity.

The article presents the results of research on innovation activity based on the analysis of the directions of innovative development of Kazakhstan and suggests a set of measures, the implementation of which will allow building a connected system of measures for the formation of an innovative ecosystem. The main focus is given to improving the efficiency of innovation activities based on an institutional approach, which is aimed at the formation of a stable system of relationships between participants in the innovation cycle, each of which is individually interested in improving competitiveness based on the use of innovations. The formation of an innovation ecosystem also includes the development of two innovation clusters as the basis for the formation of a knowledge-based economy. Based on the analysis provided, we concluded that the organization of innovative infrastructure did not provide the required pace of innovative development of Kazakhstan for a number of reasons. To date, the Republic has successfully implemented state programs that aim to create conditions for the transition to the fourth industrial revolution. The focus on innovative development remains important and mandatory for achieving the goals set out in the program documents.

In the modern conditions of economic development, the development of the industrial complex is being transformed with emphasis on digital technologies and high-tech production. The article considers new principles of the implementation of the state’s economic policy taking into account the challenges of the fourth industrial revolution, as well as the results of the analysis of the main indicators of industrial development, both in the world and in Russia in particular, including the assessment of the current state of innovation and technological activity of the industrial sector of the Russian economy. At the same time the authors pay special attention to the analysis of modern trends in the development of industry in countries with both a high level of high-tech production and a low level. The paper analyses the prospects of Russian industry development to justify the need for technological breakthrough strategies and technological modernization of industrial enterprises.

Introduction. One of the priority tasks for our country is to activate the innovative activity of domestic enterprises. The most important modern tool for increasing the activity of innovative development is digitalization. To achieve high efficiency of digital transformation processes in the context of innovation, it is necessary to determine the most promising option for implementing digitalization processes in order to activate and maintain a high level of efficiency in the development and implementation of innovations at domestic enterprises. Theoretical analysis. Existing theoretical approaches to the concept of digitalization define it as a driver of innovative development. The transition to digital technologies transforms the innovative activity of the enterprise, providing a wide range of opportunities, both by improving the efficiency of processes, and by developing and launching new products or services to the market. While there is a lack of scientific interest in issues complementing the digital transformation of the management system, whereas the concept of balanced digital transformation of production and management systems of the enterprise is not considered that determines the low performance of the initiated change processes of innovation. Empirical analysis. It has been revealed that currently the transition to “digital” is carried out mainly in the production sector. At the same time, there is no relationship between digital technologies used in the management system and the production system, which negatively affects both the effectiveness of current and innovative activities, while research by foreign authors shows an increase in profitability as a result of the synergistic effect of simultaneous digital transformation of the management system and production. Results. A conceptual approach to digitalization of innovative activities of domestic enterprises has been proposed, based on synchronous, dynamic, complementary digital transformation of the production and management spheres. It will ensure the achievement of the goals set.

Research background: Innovative development of industries and regions in Russia during the period 2005–2011 has not brought significant positive results. Innovative activity of regions and industries remained at a low level. After a relatively stable 2012–2013, the Russian economy faced the geopolitical crisis and economic sanctions in 2014–2015. Purpose of the article: The primary purpose of this study is to investigate the innovative development patterns of industrial sectors in selected Russian regions in the years 2012–2015, which include the period of negative external environment (2014–2015) for the national economy. Methods: The study enhances the analysis of statistical data and applies quantitative analysis methods (variance analysis). The research focuses on 14 regions of Russia, members of the Association of Innovative Regions of Russia (AIRR) and 2 specific industries: section D «Manufacturing» and subsection DL «Manufacture of electrical and optical equipment» which usually manifest high level of innovative economic activity. Findings & Value added: The research results show that the crisis period of 2014–2015 has not stimulated the increased innovative activities for both industries. The innovative sector (section D) grew faster than the non-innovative one in 2013, but this advantage became insignificant in 2014–2015. Some signs of revival for innovative enterprises in subsection DL were observed during the crises beginning in 2014, but this trend was not retained in 2015. The analysis of structural indicators (proportions) of the innovative sector shows that only a few AIRR regions have values comparable to the leading European countries. Most of the AIRR regions lag behind the leading foreign countries specifically on the «Share of enterprises engaged in technological innovation» and «Share of new or significantly improved products» Indicators. The study did not reveal the statistically significant positive dynamics of these indicators in the AIRR regions over the period 2013–2015.

The article is devoted to the study of the current stage of technological transformation in the aspect of the leading sectors of the Russian economy, which are crucial in the development and strengthening of the country's position in the global technological leadership. Based on a study of current trends in the technological transformation of industries and statistical data analysis, reflecting the main results of the level of technological transformation of leading industries, the assessment of their development in the use and implementation of digital technologies, the most technologically advanced industries were identified. The determining factors of sectoral specifics of technological transformation at the present stage are sectoral characteristics and provision of innovative solutions, the development of digital infrastructure, which forms the features of the technological transformation of industries, its directions and pace of development. It is noted that industries with a high level of concentration, dominated by large businesses with access to significant investment resources, show greater progress in digitalization, and small and medium-sized enterprises lag behind in the rate of implementation of new digital solutions. The main problems of differentiation of industries in the level of technological development, which acts as a barrier to the implementation and development of digital technology in the economic and social spheres, were identified. Effective solutions in this area must involve the formation of appropriate digital infrastructure, comprehensive measures of state support and regulation of the data market, which will increase the level of technological development of industries, including reducing the technological gap between them.

In the context of the Industrial Revolution 4.0 and the total digitalization of socio-economic processes in society, research related to the development and justification of effective mechanisms for managing the innovative development of modern infocommunication infrastructure and ensuring a high level of efficiency of the practical application of infocommunication technologies (ICT) is relevant. The most important feature of the evolution of such infrastructure and the ICTs themselves is their significant correlation with the totality of processes carried out in the global and national economies. In fact, ICTs play the role of a catalyst for the above-mentioned global and local processes, predetermine the pace of scientific and technological progress. An analysis of the achievements of a number of economically developed countries over the past few decades indicates that the state of a single national economy and the dynamics of its processes directly depend on the pace of introduction of modern means of communication and telecommunications, computer networks, data centers and other innovations into all spheres. In connection with the above, a number of global problems and local tasks arise regarding not only the adequate determination of the necessary level of development of the infocommunication infrastructure, due to the formation of new socio-economic realities, and forecasting the likely consequences of intensive use of ICT tools in various fields of activity, but also the formation of mechanisms for managing innovative development. These mechanisms should be effective and efficient in achieving the relevant management objectives. The article pays attention to a number of aspects and features of the mechanism proposed by the authors for managing the development of the infocommunication infrastructure for the formation of the digital economy and the information society as a whole. This mechanism is based on the practical application of specific methodological tools that allow monitoring the status and potential of the infocommunication infrastructure through a comprehensive assessment of the effectiveness of the introduction of ICT. The mechanism developed by the authors for managing the development of the infocommunication infrastructure will allow public authorities to specify the strategy and tactics of forming the foundations of the digital economy and the information society as a whole.

Innovation ecosystem is one of the tools to create conditions that increase the competitiveness of organizations in the national and regional economies. Based on the historical analysis of the formation of the management system in the scientific and technical sphere, carried out by the authors of the article, the elements of the ecosystem that make the main contribution to the overall potential of the Russian economy are considered. Since the main elements of the ecosystem are located in cities - in megalopolises and in specialized settlements - the problem of innovative development and territorial distribution are intertwined more closely than ever, creating both growth points and regions of stagnation. The article considers the types of innovation systems, analyzes the ecosystem approach in innovation policy and the necessary basic conditions for creating local innovation ecosystems.

The theoretical and methodological aspects of strategic management of innovative activity of the personnel are investigated. The classification of strategies of innovative activity of the personnel is offered. The characteristics and methodological approaches of substantiation of managerial decisions at the choice of strategy and its implementation are specified. Ways to motivate employees to participate in innovative development are identified. Integrated use of methods of stimulating innovative work is envisaged. The suggestions presented in the article can be the basis for solving the tasks of developing optimal actions to stimulate innovative activity of staff and increase the efficiency of the innovation process.
