Strategies for Sustainable Urban Mobility: Analysis of Best Practices

The article is dedicated to the analysis of the approved strategies for sustainable mobility (sustainable transport) in the world’s leading cities. It is shown that most strategic documents contain similar principles and goals that determine the transformation vectors for cities. The fundamental principles include hierarchy of priorities (not only financial, but also in terms of equitable distribution of urban space, starting from pedestrian and bicycle mobility and public transport and ending with parking); increasing ecomobility, involving the “80:20” principle (fixing the goal of bringing the share of sustainable modes of mobility to 80% and decreasing the share of cars to 20% by 2030); “healthy streets, healthy people” and “complete streets” (reformatting car-oriented streets into bicycle and pedestrian spaces, administrative restrictions for cars, internalization of externalities); development of environmentally friendly high-speed rail public transport and the creation of preferential access rights for public transport; Vision Zero (zero tolerance for road accidents); compactness, polycentricity, and transit-oriented development; smart transport and multimodality; consideration of the transport system as one of the integral parts of the city’s stability (holistic view), etc. It is determined that the analyzed mobility strategies organically integrate into the general trajectory of sustainable long-term development and promotion of real human wellbeing. Most strategies focus on personal experience of their beneficiaries, which lies at the heart of any reform (people-centered approach). An additional benefit resulting from the implementation of sustainable mobility strategies is lower density and safer distancing within cities, which is highly relevant in the context of the COVID-19 pandemic, as well as reduced freight prices and development of a more just and secure city environment.

This article analyses the factors that determine the mode of transport (bus, taxi or private car) chosen by tourists for transfers from a peripherally located high-speed rail station to their final destination. The study is based on a survey completed by tourists who used high-speed rail services to travel to the Costa Daurada, a tourism area on the Mediterranean coast of Southern Catalonia, Spain. The results of this study show that variables associated with the characteristics of the stay had a more decisive influence upon the decisions made by the travellers than the socio-demographic profiles of the tourists surveyed. The availability of direct public transport services for transfers from the station to the final destinations was a much more relevant factor than the cost and duration of the resulting trip. This study provides empirical evidence of the importance of accessibility for peripheral stations. In these cases, good connections via public transport apparently play a key role in both improving tourism development and promoting more sustainable mobility within the region.

Some small- and medium-sized Global South cities have unsustainable transport systems and no information to plan interventions in addition to having limited resources for data collection. This study proposes a method to understand Public Transport (PT) ridership in cities of these characteristics, based on previous studies and by analysing available indicators related to Manheim’s macro-variables, to identify their influence on the PT ridership. The method was applied in the city of Mexicali, Mexico. The results help to understand the causes of the low PT ridership and have implications for achieving sustainable urban mobility in the city. Findings reveal that mobility planning in Mexicali has been occurring without properly considering activity system related variables, so it is necessary to integrate urban and transport administration. Moreover, to increase PT demand in Mexicali, mobility strategies to discourage the use of private cars are necessary. The proposed method can be applied in other cities of the Global South with characteristics similar to the case study to understand the causes of PT ridership, so these can be considered by the agencies responsible for the planning of the city’s transportation system to promote a sustainable urban mobility.

Abstract Introduction The COVID-19 emergency and the cities lockdown have had a strong impact on transport and mobility. In particular, travel demand has registered an unprecedented overall contraction, dramatically dropping down with peaks of - 90%-95% passengers for public transport (PT). During the re-opening phase, demand is gradually resuming the levels before the crisis, although some structural changes are observed in travel behaviour, and containment measures to reduce the risk of contagion are still being applied, affecting transport supply. Objective This paper aims at assessing to what extent keeping a one-meter interpersonal distancing on-board trains is sustainable for public transport companies. Method The analysis is based on travel demand forecasting models applied to two case-studies in Italy: a suburban railway line and a High-speed Rail (HSR) line, differentiated by demand characteristics (e.g. urban vs. ex-urban) and train access system (free access vs. reservation required). Results In the suburban case, the results show the need of new urban policies, not only limited to the transport domain, in order to manage the demand peaks at the stations and on-board vehicles. In the ex-urban case, the outputs suggest the need for public subsidies in order for the railways undertakings to cope with revenue losses and, at the same time, to maintain service quality levels.

For many years the South African government has put forward policies and strategies to improve and promote public transport. Despite this, very little has changed over the last 30 years, although projects such as the Gautrain high-speed rail service and a few bus rapid transit routes have been introduced recently. These projects, however, are not integrated in a logical manner into the broader public transport system and are often referred to as stand alone interventions because of a lack of managing public transport in terms of integrated transport plans. The traditional commuter rail, bus and 16-seat taxi industries therefore operate in policy silos and, in the case of the bus and rail industries, are planned and funded independently of each other, leading to a further lack of integration. Policy interventions have been implemented partially or not at all, leaving the public transport sector in a state of flux. The methodology followed in researching this paper was to briefly trace the historical public transport policy developments, with a focus on the commuter bus industry, in order to identify possible impediments to policy implementation and to identify policy interventions for addressing the currently stalled policy implementation programme. The main finding of the paper is that it would be advisable to establish provincial transport authorities between local and provincial governments. That should speed up the development and implementation of integrated transport plans, which ought to lead to integrated public transport systems and a more optimal spend of the available governmental funds aimed at subsidising public transport.

Sustainable Development Goals require holistic actions, including activity at the intersection of urban planning and environmental engineering. Turning our cities towards transit‑oriented development might help in reducing pollutant emissions caused by individual transportation modes that rely on crude oil. This research presents how the use of geospatial network analysis can support local decision makers in the evaluation of potential public transport accessibility by citizens in the case of a Central European city – Wrocław (Poland). The obtained results indicate differentiation in access to railway stations and stops, which results from pedestrian path networks and the number of entrances to railway stations. The visualization of serve area shows which parts of the city are excluded from comfortable access to public transport and in that way high‑ light where future actions should be taken.

The central element of the integrative traffic planning is Sustainable urban mobility plan (SUMP). It is based on EU documents and guidelines set by European commission. Integrated traffic planning does not reject, but upgrades current planning practices and it has a long-term and strategic vision striving towards sustainable mobility. SUMP of the Municipality of Veles is aiming towards an attractive public passenger transport, branched network of safe cycling routes and good conditions for pedestrians. It focuses on city center as a regulated, attractive, accessible and safe urban space. This paper summarized the sustainable measures and projects that are planned for implementation and have impact on the city and its inhabitants.

This article reviews the literature on current “best practice” principles for planning public transport (PT) networks within the context of planners seeking to transition their cities toward sustainable mobility. An overview is provided of the history of ideas about network development. The emerging frontiers for multimodal, demand-responsive PT and the potential implications of new transport technology on traditional PT are discussed. The future role of transit-oriented development within PT network structures is considered. The “moderators” to network design that may impede future best practice brings the article to conclusion.
