This article analyzes certain provisions of the legislation of the Russian Empire, namely fire safety regulations governing fire safety prior to the adoption of the uniform act of systematization of the Fire Department of the Charter of 1832. The peak of development and adoption of normative-legal acts related to that particular fire safety measures, falls on 1737-1739 and 1749-1753. From the analysis, it is possible to classify the fire safety rules for the following types: 1. Special fire safety regulations for cities that are cities of Federal significance at the present — Moscow and Saint-Petersburg; 2. Fire rules specific to certain territories of the Russian Empire — in the forests and on ships; 3. Special rules for fire prevention.

The National Fire Safety Code (NFSC) sets forth the installation methods and technical standards of firefighting facilities. This information is stipulated in the attached Table 1 of the Enforcement Decree of the Act on Fire Prevention and Installation, Maintenance and Safety Control of Fire-Fighting Systems. The NFSC serves as a foundation for fire prevention and public safety. However, the current version of the NFSC has been under scrutiny due to its delayed enactment and revision process. This is because of its structural inflexibility, time-consuming procedures, and mixed usage of both performance and technical standards. Furthermore, there are difficulties with keeping its unique specialties due to the absence of a specialized, permanent independent entity that enacts, revises, and maintains its standards. Moreover, the NFSC lacks collectivity, openness, and consistency. Therefore, to overcome the aforementioned obstacles, this study investigates the operational and legal status of the NFSC and the problems regarding its enactment and revision process. Further, it presents suggestions for system improvement by analyzing and comparing the information with domestic and foreign counterparts dedicated to managing their similar technical NFSC standards. First, the study recommends that the legal performance and technical standards mixed within the current NFSC should be separated. Second, the enactment and revision of technical standards should be implemented by the private sector and not by the government. Third, technical standards should adopt a user-oriented approach for the code system.

The author analyzes the current problems in the division of administrative responsibility for violation of fire safety rules in the case of several subjects of an administrative offense, provided that all actions to comply with fire safety rules were assigned to other persons in the performance of civil contracts. The problem lies in the fact that currently there is a law enforcement practice, based on which, regardless of the imposition by the owner of the property of the obligation to comply with the rules in the field of fire safety on other subjects of civil legal relations, administrative responsibility can still be applied to the owner of the property. The novelty of the study is that the paper for the first time formulated a position on the full transfer of the obligation to comply with fire safety requirements from the owner of the property to other persons, guided by the primary right of the owner to dispose of the property at his discretion.

PurposeThe occurrence of fire accidents in hospital buildings has become a serious challenge and more serious in developing nations. The purpose of this paper intends to assess fire safety measures in Nigerian hospital facilities. The significance of this study is to ensure that the design and construction of hospital facilities enhance the safety of users and properties.Design/methodology/approachThe data were collected via a case study and questionnaire survey and administered to the facility users. The study survey is to assess the respondents' perception of fire safety measures in hospital facilities and suggest possible policy measures that will be employed to enhance safety.FindingsThis paper found that 91% of the respondents have awareness of fire safety measures in hospital facilities. Electrical faults and combustible materials were identified as the frequent causes of fire occurrences in hospital facilities. This can be averted where flammable materials and electrical appliances are correctly installed, and safety rules enforced. Findings show that safety rules are lax in public than standard private hospitals.Research limitations/implicationsThis paper is limited to fire safety measures in Nigerian healthcare facilities. Future research is needed to evaluate the level of compliance from design, construction and post-construction of precautionary fire safety measures in hospital facilities in Nigeria.Practical implicationsThis paper recommended that designers and hospital administrators should improve on fire safety measures via the development of fire safety management plan and education. Thus, enforcement of fire safety measures in hospital facilities as specified in building codes should be implemented and monitored during and after the design of the hospital buildings. Findings provide valuable lessons on how to improve the fire safety measures in healthcare facilities across the states and other developing countries with similar healthcare situations.Originality/valueThis paper demonstrates that the stakeholders, especially government agencies concern with approval and enforcement of fire safety measures in healthcare facilities need to reawaken to her responsibility because of the lax implementation across the states.

The review of fire-prevention barriers of deformation seams both foreign, and domestic manufacturers is provided in article. It is shown that the fire-prevention barriers which are specially developed for application in deformation seams, guaranteed working at compression, stretching and shift of a seam are applied to protection of deformation seams at the fire it is established that production of innovative fireproof materials is one of the main objectives of fire safety, it and ways of consecutive transformation of the idea to the goods passing stages of researches, design developments, productions and realization in projects of civil and industrial function of buildings. The prime purpose – to pick up the complex decision providing the maximum satisfaction of requirements when performing fireproof works on protection of a deformation seam at impact of the fire.

The Regulation of the Minister of Public Works Number: 26 / PRT / M / 2008 about technical requirements of fire protection in buildings and environments has not been implemented optimally in hotels. The purpose of this research is to analyze the fire prevention system of hotel building in Palembang City. The research design was Cross Sectional, sampling technique used Stratified Random Sampling with 31 hotels as the sample. Data analysis used Chi Square test. The result of this research shows that from 31 hotels, 74.2% have good fire prevention system, 58.06% of fire officer access is eligible, 93.55% of water supply is eligible, 83.87% of the tools of rescue is eligible,74.19% of active protection system is eligible, 74.19% of knowledge of fire manager is eligible. The result of statistical analysis showed that there is no correlation between access of fire fighter, water supply and active protection system with the fire prevention system at hotel. The related factors were the tools of rescue; passive protection system; the knowledge of fire safety manager. The conclusions of this research is the related factors that has relation with fire prevention facilities at hotels in Palembang City is the tools of rescue, passive protection system and knowledge of fire safety manager. The writer suggests to improve the fire prevention knowledge for all hotel staff, to inform visitors about the way route of escape, the improvement of routine maintenance and coaching from managerial and the existence of further research on fire prevention system.

Проведен анализ оперативной обстановки с пожарами в Российской Федерации вследствие нарушения правил установки и эксплуатации газового оборудования. Подготовлены основные правила пользования бытовыми газовыми приборами. The article provides an overview of regulatory legal acts and specialized regulatory documents on fire safety in the field of rules for gas equipment installation and operation. There is carried out the analysis of operational situation with fires in the Russian Federation due to violation of rules for gas equipment installation and operation. The basic rules for use of household gas appliances are prepared.
