Introduction. The study of the problem of international labor migration in Ukraine indicates the need for strategic planning and creation of such a state economic policy that would take into account as much as possible the interests of the country, its absolute and comparative advantages, and also approach to world standards. Purpose. The purpose of the article is to analyze the global trends of migration flows and the peculiarities of international labor migration in Ukraine in order to determine the priority directions of their regulation. Results. In this article the issue of regulation of international labor migration in Ukraine are investigated. The principles are analyzed and the main objectives of the Concept of the State Migration Policy in Ukraine (ensuring sustainable socio-economic and demographic development; satisfaction of the needs of the country’s economy in the human resources of the proper quality and in sufficient quantity; reduction of population losses due to emigration; protection of rights and interests of Ukrainian migrants abroad, development of close ties with them, use of the potential of diasporas in the interests of Ukraine’s development; the return of migrant workers, the creation of attractive conditions for the use of their currency savings in small and medium-sized enterprises, agriculture, housing construction, etc.; promotion of the repatriation of ethnic Ukrainians and their descendants, who come from other nationalities in Ukraine, that is, close to the language and culture of the population; a metered expansion of the admission of certain categories of economic immigrants on a temporary basis, the development of mechanisms that would enable, in accordance with certain criteria, the conversion of their temporary status into permanent; the attraction and effective use of private money transfers sent by migrants; adaptation of foreign migrants to socio-economic conditions in Ukraine, prevention of racism and xenophobia) are specified. Positive and negative effects of money transfers of migrants to Ukraine are presented. It is substantiated that the use of electronic payment systems (PayPal, WebMoney) will be an effective tool for reducing the cost of transfer. The experience of Poland in the sphere of regulation of immigration flows has been analyzed and it has been shown that its migration policy after the entry into the EU was aimed at the active involvement of emigrants, primarily from Ukraine and Belarus. The complex of directions on regulation of international labor migration has been formed and the tools of their implementation have been developed. Conclusion. Improving the tools of the state migration policy in Ukraine lies in the implementation of a more stringent immigration policy; attraction of labor migrants ready to invest in the economy of the country and foreign students on a paid basis; increasing the level of adaptation of international immigrants; the reduction of emigration (especially young people), the attraction of private money transfers and their implementation into the economy of Ukraine and the regulation of foreign employment of Ukrainian citizens.

This article applies the theory of structuration to international labor migration using case study material from the Philippines. It first provides a brief review of the functional and structural approaches to understanding labor migration and the theoretical impasse that has been created between them. It then reviews several attempts to resolve this impasse, including systems and networks approaches; these solutions are rejected on theoretical and empirical grounds. We suggest that migrant institutions may be a more appropriate mid-level concept than households or social networks to articulate various levels of analysis. We develop this concept in the context of the structuration theory of Anthony Giddens and attempt to apply this to the Philippines, concluding that this framework is eminently suited for further research on international labor migration.

The article examines one of the most important topics of our state, which affects its development - social and economic security. With the help of the methodological basis, the analysis of assessments of economic security and their threshold values, the entire process of ensuring the socio-economic security of the Rus-sian Federation is being studied. Threats and ways of their solution are identified on the basis of the stud-ied criteria and indicators, as well as the role of the interests of members of society in the socio-economic system of the country. One of the main tools and factors in the development of Russia is the methodological substantiation and analysis, based on indicators, of ensuring socio-economic security, since they help to predict the direction of the state's development rates in the economic sphere, as well as the effectiveness of government bodies’ work.

The relevance of the article. Economic developments of the society is the top state priority in economy and guarantee of economic potential strengthening. The economic crisis caused by Covid-19 has revealed a number of social problems in Ukrainian society that prevent economic and social transformation and Ukraine integration into the international financial space. Purpose setting is in the studying deformations in the social sphere and assessment of the state of system threats to economic security of the country. Presentation of the main material. Threatening character of deformations in the Ukraine social sphere requires introduction of social indicators monitoring which have influence on the state of economic security. It is proved that social and demographic component of economic security characterizes the possibility of the state to guarantee adequate and qualitative standard of living for population, favorable conditions of human capital development and level of labor resources provision that provide its sustainable growing. It is found out that among social problems in the society, and then the threat to economic security is worsening population health level, reduction in life expectancy, availability of high-quality treatment, high death rate, and decrease of employable population. It is defined that the poverty is caused by deficient labor legislature and social vulnerability, and labor migration threats social security. According to different resources from three to five million Ukrainian citizens live outside the country. Assessing of a statistic reveals that population employment doesn’t protect families from poverty, and 93,5% of poor people are individual homes with a single employable person and this shows low wages. It was established that there is a great difference in payments for work in Ukraine and European countries for the current year. Conclusions. Economic growing and reforming of national economy is necessary for Ukraine for encouraging people to stay in the country and invest in their future in Ukraine. With implementation of comprehensive economic reforms Ukraine has the chance to create favorable conditions for economic strengthening and social development which can improve people expectations for their living in Ukraine in comparison with potential countries for employment. The situation in the construction complex of the state and crisis phenomena in it are shown. It is proposed to return to the basic components of system management of the industry, lost due to spontaneous pseudo-market processes. Problems that need to be overcome are systematized, they are the following: attracting investments, increasing effective demand in the domestic market, strengthening the competitiveness of production, the predominance of innovative technologies, increasing the quality of products and facilities, bringing the legal framework to European standards, training of employees and managers. The state of the housing market, the importance of its openness, transparency, systematization and regulation are described. The special importance of the regulatory function of the state in the current situation is pointed out. The importance and role of comprehensive activities for housing construction economic growth is emphasized. The need to create conditions for increasing the volume of products sold under international agreements through investment and interstate projects is noted. The relationship between the results of the construction industry and the effective use of human capital is given, for which each company needs measures to improve work with staff, improve their skills, financial incentives and social security. The expediency of introducing the mechanism of energy service in construction, which is part of the management system with subsystems of planning, organization, regulation, motivation and control, is proved. The role of methods for evaluating the effectiveness of innovative activities of enterprises to ensure quality and effective management of production processes is analyzed. The information on development schemes of the organization at registration of the allowing documentation, financing, designing, market research, selection of participants, accounting, construction, property management is provided. The function of settlements' territories as separate objects at construction of inhabited premises is defined. Award on the need for construction and reconstruction of "sleeping" areas in cities, which requires significant investment, development of building structures, as well as established close relationships with industrial, commercial, cultural, entertainment and other facilities.
