Рассмотрены общие и методические вопросы разработки федеральной государственной информационной системы «Генеральная схема развития сетей связи и инфраструктуры хранения и обработки данных Российской Федерации». Раскрыты основные цели, задачи и формат информационной системы, которая реализуется на основе регулярно обновляемой интерактивной карты, баз данных и аналитической платформы. Основное внимание уделено анализу федеральной государ -ственной информационной системы как инструмента стратегического управления и долгосрочного планирования развития сетей связи и информационной инфраструктуры. Представлено видение авторов по развитию аналитической платформы. Раскрыты элементы единого системного подхода к ее практической реализации, указаны направления и задачи стратегического развития ФГИС «Генеральная схема», сделаны выводы и предложения по решению поставленных задач. General and methodological issues of the development of the federal state information system "General Scheme for the Development of Communication Networks and Data Storage and Processing Infrastructure of the Russian Federation" are considered. The main goals, objectives, and format of the information system, being implemented based on a regularly updated interactive map, databases, and analytical platform, are highlighted. The main attention is paid to the analysis of the federal state information system as a tool for strategic management and long-term planning for the development of communication networks and information infrastructure. The article provides the authors' vision for developing the analytical platform. The elements of a unified systematic approach to its practical implementation are revealed, directions and tasks of the strategic development of the "General Scheme" are indicated, conclusions and proposals for solving the tasks are made.

Traditionally, the annual report opens the World Professional Crimea Forum. Primarily, the speaker focuses on the concept of digital economy interpreted as the economic relations system based on the digital information and communication technologies. The Program “Digital economy of the Russian Federation” is reviewed. Several concepts, e. g. bitcoin and blockchain, Industry 4.0, New Internet, etc., are defined. The current problems of the Internet are examined, in particular, the lack of the single management and development center. The statistical data on the profile and involvement of the internet users is reported. Special attention is given to using Internet in Russia and the related problem of copyright in Russia and worldwide. The role of open access in building the knowledge environment and the role of the main contributors to the process, namely, publishers, libraries, educational institutions, are emphasized. Online education and accessible seamless education environment are specified as the main trends in education, The key vectors of developing knowledge content and its application in the digital environment are defined, these are: inclusiveness, artificial intelligence and green (sustainable) libraries, etc. The current situation in the global book market is evaluated on the basis of the results of the London Book Fair 2018. The project “The modern digital educational environment in the Russian Federation” is examined along with the projected results. The role of the National Electronic Library as the major innovative library project and the national information system is emphasized. The author concludes that the libraries of the future become an essential part of the national and global information infrastructure.

Geoinformatics as one of the information technologies that ensures the circulation of spatial data has long been ready for the further migration of its products and services to the digital environment. A detailed analysis of the Action Plan for the Information Infrastructure Program of the Digital Economy of the Russian Federation Program in the part related to section 04.03.016 “To create domestic digital platforms for the capturing, processing and dissemination of spatial data and remote sensing satellite data that meet the needs of citizens, business and government”, the de facto spatial data infrastructure (SDI), is given. The Plan of Activities also provides for the creation of the Common (Unified) Electronic Base Map (ersatz of fundamental spatial datasets), the federal spatial data portal (geoportal in international terminology), and the implementation of the “Digital Earth” from space project. The scientific GIS community, including the academic, will not remain aloof from the solution of the set tasks, in turn expecting from full-scale implementation of SDI of the Russian Federation better digital spatial data and simplification of access to them.

Statistics agencies are the main data provider on the economic position of the macroeconomic level. Most economic decisions on a national scale are based on statistical data. Data processing is a key business process for statistical agencies. At the same time, the quality of statistical data supplied by Rosstat is not always high enough. There are adjustments, a discrepancy between data sets describing the same economic phenomenon is revealed. The purpose of the work is to describe the methods of collecting and processing statistical information that will contribute to improving the quality of the presented data. From the information point of view, the statistical agency is engaged in the organization of information exchange between data providers and consumers, acts as a data aggregator. To organize the information exchange within community you need to create a semantic space to ensure the meaningful filling of the data. The main role in the semantic space is played by the identifiers of objects. The article considers the unified identifiers of statistical accounting objects as a method of collecting and processing statistical information and improving its quality. The international statistical practice use methods of standardizing the turnover of statistical data. Information standards are designed to unify identifiers and namespace for participants of the statistical information turnover and to provide a single semantic space. If you use of unified identifiers, the procedures for processing statistical data become transparent, it allow you grouping by different sections, as well as decomposition of aggregated data into components.The results of the work are recommendations on the use of Core component of the information infrastructure for the collection and analysis of statistical data. In the existing information infrastructure of the Russian digital economy, there are a number of data sources, the use of which will improve the quality of collection and processing of statistical data. To create a semantic space of statistical data in the Russian Federation, the most important section is the registers of Core Components. The use of registers will allow you to organize the binding of statistical data from different domains, as well as to implement the link of aggregated data with microdata. Significant progress is observed in the marking of goods, which allows you to track object’s movement through all stages of the life cycle, as well as the location. The government of the Russian Federation initiated a project on labeling of goods, and this information gives an opportunity to get a clear picture of a significant part of the economy. An additional information source of statistical data can be the corporate sector, where actively used tracking systems that monitor the goods, vehicles, containers, warehousing.Conclusion: There are several options for creation of the semantic space for statistical data. World experience is guided by the use of the Web architecture, which involves the technological identifiers. Semantics of statistical data can be ensured by using the potential of the information infrastructure, which will solve a number of problems of statistical accounting.

The article discusses the competences and powers of the state authorities of the Russian Federation within their legal status in the field of ensuring the security of critical information infrastructure. Some functions and authorities in the field of information security have changed in a number of federal executive bodies. In particular, the Federal Security Service, on the basis of a presidential decree, is authorized to create a state system for detecting, preventing and eliminating the consequences of computer attacks on information resources of the Russian Federation. However, not all rights and obligations are enshrined; a number of powers cause the duality of the legal status of certain federal bodies of state power. The clarity and unambiguity of securing the rights and obligations of state bodies authorized in the field of information security are guarantees for effectively ensuring the security of important information infrastructure facilities.

Статья посвящена анализу возможностей сетей связи для сокращения цифрового разрыва между регионами Российской Федерации. Основным результатом статьи является установление взаимосвязи валового регионального продукта и доли занятых в сфере информатизации и связи в общем числе занятых во всех отраслях. Результаты статьи могут быть использованы заинтересованными министерствами и ведомствами при реализации программы цифровой экономики, научными и проектными организациями при планировании и проектировании сетей связи, а также университетами в учебном процессе. The article is devoted to the analysis of the capabilities of telecommunication networks with ultralow latency to reduce the digital divide between the regions of the Russian Federation. The main result of the article is to establish the relationship between the gross regional product and the share of people employed in the field of informatization and communications in the total number of people employed in all industries. The results of the article can be used by interested ministries and departments in the implementation of the digital economy program, scientific and design organizations in the planning and design of communication networks, as well as by universities in the educational process.

Рассмотрены и классифицированы существующие узкополосные беспроводные сети связи (УБСС), реализованные с использованием конвергентных решений. Показано, что появление нового объекта регулирования УБСС интернета вещей усиливает необходимость перехода от локальных корректировок законодательства в сфере связи к созданию инфо- коммуникационного кодекса Российской Федерации. Existing narrowband wireless communication networks using convergent solutions are reviewed and classified. It is shown that the emergence of narrowband wireless networks of Internet of things increases the need for transition from local adjustments of legislation in the field of communications to the creation of the Infocommunication Code of the Russian Federation.
