STRATEGIC MANAGEMENT OF COMMUNICATION NETWORKS OF THE RUSSIAN FEDERATION AS THE MAIN TASK OF INFORMATION INFRASTRUCTURE DEVELOPMENT

Рассмотрены общие и методические вопросы разработки федеральной государственной информационной системы «Генеральная схема развития сетей связи и инфраструктуры хранения и обработки данных Российской Федерации». Раскрыты основные цели, задачи и формат информационной системы, которая реализуется на основе регулярно обновляемой интерактивной карты, баз данных и аналитической платформы. Основное внимание уделено анализу федеральной государ -ственной информационной системы как инструмента стратегического управления и долгосрочного планирования развития сетей связи и информационной инфраструктуры. Представлено видение авторов по развитию аналитической платформы. Раскрыты элементы единого системного подхода к ее практической реализации, указаны направления и задачи стратегического развития ФГИС «Генеральная схема», сделаны выводы и предложения по решению поставленных задач. General and methodological issues of the development of the federal state information system "General Scheme for the Development of Communication Networks and Data Storage and Processing Infrastructure of the Russian Federation" are considered. The main goals, objectives, and format of the information system, being implemented based on a regularly updated interactive map, databases, and analytical platform, are highlighted. The main attention is paid to the analysis of the federal state information system as a tool for strategic management and long-term planning for the development of communication networks and information infrastructure. The article provides the authors' vision for developing the analytical platform. The elements of a unified systematic approach to its practical implementation are revealed, directions and tasks of the strategic development of the "General Scheme" are indicated, conclusions and proposals for solving the tasks are made.

Since 2016, the Ministry of Construction of the Russian Federation has been carrying out a fundamental reform of pricing and estimated rationing in construction [1]. The main objective of the reform is to create conditions on the basis of the Federal State Information System for Building Pricing (FSIS BP) for the transition to a resource method to determine the estimated cost of construction, the formation of a reliable initial contract price on this basis, including using enlarged building price standards. The essence of the task is insurance against the growth of the real cost of construction. In developed economies, this is achieved through exchange mechanisms using derivative financial instruments such as options.

The purpose of the study is to reveal the features of the development of information support for urban planning in the context of digital transformation. The article summarizes new material on the topic under study: the latest amendments to the Urban Planning Code of the Russian Federation and relevant by-laws, prospects for the implementation of the national program "Digital Economy of the Russian Federation". The study provides a historical analysis of the development of information sup-port for urban planning. Particular attention is paid to the creation in the subject of the Russian Federa-tion of state information systems for ensuring urban planning with the functions of automated infor-mation and analytical support for the exercise of powers in the field of urban development (GISFUD) and the role of GIS technologies in its implementation. As a result of the study, there was proposed a scheme of information interaction between GISFUD and other information systems, including the Federal State Information System of Territorial Planning, the Federal State Information System for maintaining the Unified State Register of Real Estate, the Federal Information Address System, and the Unified State Register of expert conclusions for design documentation of capital construction facilities and the State Information System for maintaining a Unified Electronic Cartographic Basis for the ex-change of spatial data in order to provide automated support for the exercise of powers in the field of urban planning. The article defines the main trend of the digital transformation of urban planning ac-tivities, characterized by the transition to the provision of integrated services in the construction indus-try and the introduction of super services, as well as by the distribution of information models of capi-tal construction facilities and 3D printing in construction. It gives recommendations for digital trans-formation parameters in urban planning.

The object of this research is the public relations with regards to processing of information in the Unified Federal Information Register Containing Data on the Population of the Russian Federation n. Besides the Federal Law “On the Unified Federal Information Register Containing Data on the Population of the Russian Federation”, the subject of this research is legislation in the area of personal data and legislation on the critical information infrastructure. Based on the main formal and substantive aspects, the author defines the indicated register as a variety of register-based information; substantiates the relevance of application of the principles of framework regulation of information law in the context of creating the register; raises the question on the need to recognize the information system that processes data contained in the register as a valuable object of critical information infrastructure. The novelty of this research consists in the fact that this article is one of the first works dedicated to provision of legal security of the Unified Federal Information Register Containing Data on the Population of the Russian Federation. The following conclusions and proposals on improvement of legislation are formulated: 1) The principles of legal regulation established by legislation with regards to information as the object of legal regulation should be applied to the created register; any unauthorized actions with a separate register entry should be viewed as violation of integrity of the entire object. 2) Due to critical importance of the data contained in the register, it is essential to set confidentiality restrictions, and recognize the federal nformation system that processes data contained in the register as a valuable object of critical information infrastructure. 3) In the text of the Law “On the Unified Federal Information Register Containing Data on the Population of the Russian Federation”, it is necessary to specify the responsibilities of operator of the federal information system who maintains the federal register and compliance with the requirements of legislation on the security of critical information infrastructure. It is also necessary to clarify the provisions of the Decree of the Government of the Russian Federation that establishes a list of criteria of importance of the objects of critical information infrastructure of the Russian Federation and their value.

The article formulates the prerequisites that prompted state authorities to implement the project of the federal state information system “Unified Population Register” in order to promptly obtain the most complete and reliable information on the citizens of the Russian Federation. The results of an overview of changes for citizens and government agencies from the introduction of a population information system have been presented. The relevance of the project has been analysed and the pros and cons have been considered. The creation of a single population register will simplify interdepartmental cooperation, facilitate the provision of e-services and social assistance to the population, help to combat crime more effectively, and further develop the information society.

The increase in the efficiency of the solution of problem aspects can be reached mainly due to the introduction of the integrated approach to the system of the strategic management. The problem aspects of the creation of the general scheme and development of the industry development strategy of the Russian organizations, which are the fundamental prerequisites for the creation of dynamic system of strategic management, were revealed during the research.

The article considers the problems associated with the development of new state approaches to ensure the security of critical information infrastructure (hereinafter - the CII) in the context of the existence of threats to their information security, including computer attacks in its regard. We analyzed the main provisions of the Federal Law No. 187-FZ dated July 26, 2017 “On the Safety of the CII of the Russian Federation”.We disclosed the content and essence of the concept of “security of the CII”. It is justified that the security of the CII shall be based on the principles and methodology of ensuring national security. We have developed proposals to classify part of the subjects of economic activity as the CII subjects, as well as offered some additional mechanisms to increase the security of the CII. We proposed to develop and implement: the federal state standard of higher education in the direction of “safety of the CII”; retraining and advanced training courses in the direction of “safety of the CII”; a mechanism for improving the qualifications of officials of the CII subjects on various issues of ensuring its security; security insurance mechanism for the CCI; a mechanism for organizing international, all-Russian, regional and sectoral cyber orders at the CII objects. It has been established that the security of the CII directly depends on the correctness of decision-making in countering computer attacks, the speed and effectiveness of the actions of their entities. It is proved that the criminal law norm on liability for unlawful influence on the CII of the Russian Federation shall be changed

The problem of developing a cybersecurity audit methodology for state information systems related to significant objects (SO) of critical information infrastructure (CII), operating on the basis of data centers is considered. In accordance with the requirements of the legislation, state control is carried out in accordance with the Order of the FSTEC of Russia dated February 11, 2013 №17 “Requirements. Ensuring the protection of information not constituting a state secret.” Currently, there are many international and domestic recommendations and practices to conducting cybersecurity audit of information systems, but they do not meet the existing and emerging requirements in the field of cybersecurity of SO CII of the Russian Federation and cannot be applied without significant improvement. The authors consider the issues that need to be solved in order to develop an audit methodology, analyze existing legislative and regulatory acts of the Russian Federation and Federal Executive bodies authorized in this area, methodological documents (MD) and standards, as well as possible reasons for the current situation. An algorithm of possible actions for conducting a cybersecurity audit in the course of state control is proposed. The algorithm is a result of compiling international practices (standards) and requirements adopted in the Russian Federation, as well as requirements to the necessary tools - vulnerability analysis systems and support software (database management systems).

В современной международной обстановке Российская Федерация встречается все с большим количеством вызовов в области информационной безопасности, а именно: ряд зарубежных государств наращивает возможности в области информационного воздействия на информационную инфраструктуру в военных целях; специальные службы отдельных государств увеличивают масштабы использования информационных технологий в военно-политических целях. Увеличивается рост компьютерных атак на объекты информационной инфраструктуры, усиливается разведывательная деятельность иностранных государств в отношении Российской Федерации. В соответствии с Доктриной информационной безопасности Российской Федерации развитие кадрового потенциала является одним из направлений обеспечения информационной безопасности. Все это актуализирует задачи по подготовке специалистов в области защиты государственной тайны на базе военных образовательных учреждений высшего профессионального образования. В статье рассматриваются актуальные проблемы формирования у будущих офицеров подразделений связи компетенций в области защиты государственной тайны. Проводится анализ требований федеральных государственных образовательных стандартов к компетенциям в области защиты государственной тайны. Определяются научные подходы к формированию компетенций специалистов связи в области защиты государственной тайны.In the present international situation the Russian Federation can be found with a lot of challenges in the field of information security, namely: the number of foreign countries increases opportunities for the information technology impact on information infrastructure for military purposes; special services individual states increase the use of information technologies for military-political purposes. The growth of computer attacks on the objects of information infrastructure is increasing, the intelligence activities of foreign states against the Russian Federation are increasing. In accordance with the Doctrine of information security of the Russian Federation, one of the directions of information security in the field of science, technology and education is the development of human resources in the field of information security and the use of information technologies. All this actualizes the task of training specialists in the field of protection of state secrets on the basis of military educational institutions of higher professional education. The article deals with the actual problems of the formation of future officers of communication units competencies in the field of protection of state secrets. The analysis of requirements of Federal state educational standards to competences in the field of protection of the state secret is carried out. Scientific approaches to the formation of competences of communication specialists in the field of protection of state secrets are determined.

Subject. Considering the existing environmental situation, it becomes especially important for the State to regulate the anthropogenic footprint on the environment in the Russian Federation. Current amendments to the legislative framework for environmental security are intended to ensure the innovative development of regions concurrently with a reduction in adverse environmental effects and more active environmental policy. Objectives. The research is to devise methodological tools to evaluate the efficiency of environmental policy in regions. Methods. The research employs qualitative and quantitative methods of economic analysis, including statistical and content analysis, rating, matrix zoning. The dataset proceeds from the Federal State Statistics Service, governmental reports on the current environmental situation and environmental protection in the Russian Federation. Results. We propose our own approach to evaluating the efficiency of environmental policy. It may help trace the correlation between the quality of strategic documents and changes in environmental indicators for a certain period, flag the challenging areas in terms of the environmental policy implementation and outline possible development paths. The approach extends the list of quantification indicators in line with those ones adopted internationally and presented in the Environmental Security Strategy of the Russian Federation up to 2025. We evaluated the efficiency of the environmental policy referring to the regions of the Northwestern Federal District for the period from 2012–2016. Conclusions. Having analyzed the evaluation results, most of the Northwestern regions tend to be controversial and ambivalent in setting environmental goals and achieving them. The findings may prove useful as the analytical and data basis for articulating the environmental and economic policy of the regions.
