Traditionally, the annual report opens the World Professional Crimea Forum. Primarily, the speaker focuses on the concept of digital economy interpreted as the economic relations system based on the digital information and communication technologies. The Program “Digital economy of the Russian Federation” is reviewed. Several concepts, e. g. bitcoin and blockchain, Industry 4.0, New Internet, etc., are defined. The current problems of the Internet are examined, in particular, the lack of the single management and development center. The statistical data on the profile and involvement of the internet users is reported. Special attention is given to using Internet in Russia and the related problem of copyright in Russia and worldwide. The role of open access in building the knowledge environment and the role of the main contributors to the process, namely, publishers, libraries, educational institutions, are emphasized. Online education and accessible seamless education environment are specified as the main trends in education, The key vectors of developing knowledge content and its application in the digital environment are defined, these are: inclusiveness, artificial intelligence and green (sustainable) libraries, etc. The current situation in the global book market is evaluated on the basis of the results of the London Book Fair 2018. The project “The modern digital educational environment in the Russian Federation” is examined along with the projected results. The role of the National Electronic Library as the major innovative library project and the national information system is emphasized. The author concludes that the libraries of the future become an essential part of the national and global information infrastructure.

The transformation of the socio-economic sphere based on the widespread use of information and communication technologies (ICTs) has allowed us to form fairly stable trends in the development of the digital economy in many countries of the world. The innovative system of economic relations in developed countries has shown its effectiveness. Digital technologies have an impact on the decision-making about what to produce and what to buy, digital markets have a short formation period, they have fewer entry barriers, they are more dynamic. The digital format of modern life leads to the development of new economic relations and to significant changes in the process of learning, professional activity, leisure activities, allows you to think differently, plan and make decisions. In Russia, in 2017, the program "Digital Economy of the Russian Federation" was approved, according to the strategic goals of which, the use of digital technologies should lead to an increase in the competitiveness and well-being of the country's population. The program provides for improving the level of management based on planning (strategic, tactical, operational), coordination, and monitoring the practical implementation of the goals set. Funding for the program is provided at the level of 100 billion rubles per year, the total budget for 2018-2024 is 1634.9 billion rubles. The article considers the target program "Digital Economy of the Russian Federation", determines the possibility of its practical implementation in the context of digital globalization and identifies the factors that hinder its development: the imperfection of the regulatory framework; low volume of digital technologies used in enterprises, insufficient level for their financing; insufficient level of digital competencies, technologies and readiness for technological breakthrough; "digital inequality" among the population of the country; insufficient targeted state funding of innovative digital companies and high cybercrime.

The article examines the role of digitalization in modern market relations. The key aspects of the development of the digital economy are reflected, as well as the role of IT companies in the global eco-nomic arena. The experience of digitalization in the Russian Federation, aspects of the development of information and communication technologies are considered. The structure of expenses of households and organizations of various sectors of the economy in terms of the use of information and communication technologies and digital technologies has been analyzed. The developed countries of the world are actively involved in the implementation of digital technologies, both at the enterprise level and at the level of all countries. The econ-omy of the Russian Federation, which is part of the global world economic system, is also trying to make the most of the benefits of digitalization. Households in the Russian Federation actively use information and com-munication technologies to improve their quality of life. In addition, the article presents data on various software tools that are currently used by Russian companies.

This article explores the vulnerabilities of Russia in the digital environment, as well as such phenomena of modern digital economy as cryptocurrencies, blockchain, big data, artificial intelligence, and robotics. The question is raised on the risks that humanity faces in the digital space, which entail the implementation of the latest technologies in society. The author offers the ways for their minimization. The article covers the project “Digital Economy” developed by the Government of the Russian Federation, which is intended for creation of sustainable and secure information and telecommunications infrastructure for high-speed transmission, processing and storage of data bulk, accessible to all organizations and households. Analysis is conducted on the modern enterprise in the sphere of information and communication technologies and the concept on the protection against personal data theft. The crucial role of the IT specialists in digitalization is highlighted. The conclusion is made that in digital space, the major threat to national security is the hacker attacks aimed at the theft of personal data, intellectual property, etc. The author believes that the minimization of risks detected in the course of research requires providing technology opportunity for the Russian Federation to store the collected data locally, rather than abroad. The all-round government influence on the research and legislative sphere, legislative orientation towards stimulating the development of innovation technologies would ensure safe and effective integration of socioeconomic sphere into the digital space.

The article analyzes trends in the development of digitalization of the economy of the Russian Federation and the Republic of Kazakhstan; reveals the regional aspect of the state of digital transformation of the Russian economy; examines the correlation of the digital economy of the Russian Federation and the Republic of Kazakhstan. Digital transformation of the economy, and in particular the bilateral cooperation plan between the Ministry of industry and trade of the Russian Federation and the Ministry digital development, defense and aerospace industry of Kazakhstan in the field of industrial and scientific-technical cooperation, promotes more effective engagement of countries in all regions. In the sphere of building a digital economy, cooperation between countries can have an emergent effect. An important component of the transition to the digital economy is the exchange of experience and accumulated knowledge at the interstate level. Russia and Kazakhstan, as strategic partners, have many points of contact in the field of digital economy. The authors noted the need for an integrated approach to the digital economy development in Russia and Kazakhstan, both at the microeconomic and at the macroeconomic level, the features of the digital economy in the Russian Federation and the Republic of Kazakhstan, the basic characteristics of the directions of the state support in the field of digital economy, as well as the criteria of selection of projects, explored the actors involved in the creation of the digital economy, able to organize meetings of various institutions, ready to implement advanced information and communication solutions in various spheres of life. The paper analyzes the areas of cooperation between the Russian Federation and the Republic of Kazakhstan on the development of information and digital technologies. Both in Russia and Kazakhstan, serious work is being done in the field of digitalization, programs have been adopted at the state level, and detailed schemes for moving the economy into a digital future are being developed. The creation of infrastructure for the digital economy implies a constant exchange of experience, the creation of a common digital agenda, to ensure technological compatibility of the two countries' actions. Digital transformation requires people who have a clear understanding of how to integrate new digital methods and processes into existing ways of working. This article discusses the features of the functioning of digital agencies in the Internet economy of the Russian Federation. The author of scientific work presented market analysis customized web development and marketing, including the basic parameters of the market, property supply and demand, consumption structure of services, the industry’s contribution to the Internet economy, the issues of digitalization, the role of the Russian outsourcing IT-companies in the international arena. The main problems facing the Internet economy market are analyzed and methods of their solution are proposed. Based on the study of the conceptual framework of the topic of scientific work, as well as based on the works of economists, leading programmers and consulting companies, the author examines the economic nature of the functioning of full-service agencies, in particular their Russian specifics. The analysis of programs and reforms that regulate the new rules for the use of digital technologies in the legislation of the Russian Federation, and their impact on improving the efficiency of technological entrepreneurship, was also carried out.

Introduction. One of the components of the national security of the Russian Federation is information security. In the context of the information society in the Russian Federation, the role of the information component of national security has increased significantly. There are new challenges and threats to the information security of the Russian Federation, which require the reaction of the legislator. However, the conditions of globalization require States to take joint measures to address such a complex problem as information security. Consequently, international information security cannot be achieved by a single state. It is necessary to consolidate efforts and develop a uniform approach to this issue. Theoretical Basis. Methods. The Information society is characterized by a high level of development of information and communication technologies and their use in almost all spheres of life. The emergence of the global information society, the increased role of information and information and communication technologies have stimulated the adoption of a number of international legal instruments in this area. In addition, a number of other guidance documents have been developed and adopted that define the ways and directions of law-making and cooperation at the level of regional organizations. Their distinctive feature was the realization of the lack of unified and clear conceptual and categorical apparatus. This also applies to the concept of “information security”, a unified approach to the understanding of which is not available at the international level. General scientific methods (materialistic dialectics) and private scientific methods: formallogical, comparative-legal, historical-legal. Results. Currently, at the international level, there is not only no legal act regulating issues in the field of criminal law protection of information security, but also there is no common understanding of information security, its main threats of possible joint measures to prevent and eliminate them. Discussion and Conclusion. As the interstate information confrontation will continue and gain new momentum, there is an urgent need for the adoption of an international legal act aimed at the criminal law protection of information security, containing the classification of crimes against information security and recommendations to States on the criminalization of acts against information security in national legislation.

The digital economy in the Russian Federation as an independent structure began to form and develop not so long ago, but it is aimed at all spheres of society. The state places great emphasis on the development of this form of economic relations. The Industry 4.0 project shows us the scale of the digital economy in Russia. We can say that this is a full-fledged transition of the functioning of society’s life to the technological sphere. The purpose of digitalization is to automate all spheres of society, improve the social life of the population, simplify state control over the circulation of funds in the country, and more. Therefore, with the development of digitalization, it is important to identify the characteristics of enterprises in the aspects of electronic commerce.

The purpose of this work is to assess the effectiveness of achieving planned investment indicators within the framework of the national program «Digital Economy of the Russian Federation» and the adequacy of investments in the digitalization of the economy to form positive dynamics of Russia's GDP. The hypothesis is tested about the presence of influence, along with the indicators of the functioning of traditional sectors of the economy, of indicators of digital sectors of the economy and indicators of investments in digital transformation in Russia. The methodology for such calculation is based on the theory of elasticity, which can be used to analyze the efficiency of resources (investments) in the case of alleged underfunding of a certain economic entity, that took place in the case of the specified program. This technique involves the construction of a Cobb-Douglas production function. The data of Russian statistical compilations in the regional context for the period from 2015 to 2018 were used as an information base for calculating and constructing a production function. Within the adopted specification of the cross-sectional regression model, the parameters of the production function were determined for each year within the specified period. Also, the predicted values ​​of the indicators of the used information base for 2019 and 2020 were determined using the linear regression method, and, proceeding from them, parameters of the production function were determined. Due to the incompatibility of data on the indicator of internal costs for the development of the digital economy in the program «Digital Economy of the Russian Federation» and the statistical indicator of the cost of information and communication technologies, it was necessary to calculate the ratio between these indicators. The solution to this problem showed that these indicators are in good agreement with each other with a difference of only a few percent. The final result of the study is an assessment of GDP losses while maintaining the dynamics of digitalization costs observed in 2015-2018, suggesting continuation of the trend towards the Digital Economy of the Russian Federation program being underfunded in 2019 and 2020.

State regulation of the agricultural sector is one of the main elements of increasing the efficiency of the country’s agricultural sector. The article discusses the problems of using the organizational and economic mechanism to regulate the agricultural sector in the Russian Federation, analyzes the issues of regulation of the agricultural sector in the context of the development of digitalization. State regulation of the development of the digital economy in agro-industrial sectors involves the development of the legal framework for access to information stored on the Internet of “things platforms”, the protection of the Russian segment of the Internet of things, for this it is necessary to create a closed network in the country and to solve the problems of import substitution in the context of a lack of domestic equipment. Implementation of state programs on digitalization of agriculture will be a link in the construction of the “Digital Economy of the Russian Federation”. In conclusion, priority directions for improving the mechanisms of state regulation of the agricultural sector are given.

The current changes in the economy made up by the transition to the sixth technological order and the development of the “Fourth industrial revolution” concept, are impossible without the innovative technologies development and implementation. In these circumstances it becomes highly important for the industrial enterprises to implement innovative solutions via the use of modern information and communication technologies. This article reveals the problems of the Russian Federation industrial enterprises innovation implementation in the course of transition to the digital economy. The analysis of the innovation activity indicators and the assessment of the software and information and communication technologies use by the Russian Federation industrial production organizations in 2017-2019 were made according to the Federal State Statistics Service data. From the research results the author identifies positive and negative trends in the innovative industrial development in Russia, and identifies the threats to the industrial production innovative solutions implementation and possible ways to minimize them. For this research the author used such methods as: comparative and logical analysis, system approach, graph and table scientific research methods.
