Introduction.Nowadays, information technologies are developing rapidly. This process affects practically all spheres of life and causes the need of system technological revolutions and modern methods of data processing. A process of digitalisation inevitably changes the structure of population employment and the educational environment as being provider of new HR-recourses.Theaimsof the research were to identify the problems of the digitalization policy in Russia and to formulate possible solutions.Methodology and research methods. The methods of theoretical investigation were used: abstraction, synthesis, analysis and generalisation.Results.The interaction of education systems and science in the field of preparation of HR-recourses at the stage of digital modernisation of the Russian economy is considered. The impact of digitalisation on vacancies and competences needed and the level of preparedness of Russia for the new technological mode are analysed. The perspective directions of higher education and recruitment policy of enterprise and the whole state are identified. The authors have come to the conclusion that rational recruitment policy is an essential part of Russian economy’s digitalisation. The efficiency of realisation of this strategy requires systembased approach to the organisation of staff training for the enterprises in actively changing economic conditions. HR management has become an extremely important element of this system. It is impossible to manage with such digitalization risks as structural unemployment and – at the same time – deficit of highly-qualified specialists without paying attention to what HR-market requires.Scientific novelty. The originality of digital economy is in its optimising effect on production and consumption possible because of operativeness and consolidation of information and computing systems. Moreover, high schools should head the process of overcoming the expected structural unemployment caused by new technologies appearing, i.e. they provide high-quality education of specialised competencies necessary for workers, in particular. Universities must not wait for the government to work out and present new standards and recommendations. On the contrary, high schools ought to independently and urgently initiate the organisation of competitive experts training and to form innovative methods of education of new specialists by cooperating with business sphere and taking examples of digital leaders. To sum up, sensible approach to educational policy can solve the problem of balancing the HК-market and prevent social disturbance.Practical significance. On the example of activity of separate higher education institutions, the ways and models of functioning of the higher school are shown according to economic tendencies.

Smart City initiatives across the globe have spurred increasing demand for high-skilled workers. The digital transformation, one of the main building blocks of the Smart City movement, is calling for a workforce prepared to develop novel business processes. Problem-solving, critical and analytical thinking are now the essential skills being looked at by employees. The development of the so-called STEM curriculum, Science, Technology, Engineering, and Mathematics is being given a lot of attention by educational boards in response to preparing young generations for the Smart City work market. Based on the IMD Smart City Index, PISA, and World Bank reports, we develop a model for assessing the impact of the IT secondary school capacities on Smart-City business developments. The model reveals the relationship between the technological capacity of the secondary-school, and the business activity of a Smart City. Moreover, the study shows the existence of a positive relationship between the IT capacity of secondary schools and the resulting entrepreneurial activity of the city. Our results are of interest to decision-makers and stakeholders responsible for designing educational policies and agents involved in the digital transformation and development of Smart Cities initiatives.

Purpose – The purpose of this paper is to propose a systemic methodology to assess the potential of and facilitate policies for the diffusion of a smartphone based service enabling supply chain (SC) operations in the e-grocery sector. Design/methodology/approach – A System Dynamics (SD) model combining the Bass paradigm for innovation diffusion and an inventory management framework is developed. Semi-structured interviews are conducted to understand the industry business processes; a simple SD model is designed to capture the most important variables together with the relationships among them; a detailed SD model is calibrated and simulation outcomes are analysed. Findings – The efficiency and reliability of the service drive its diffusion among producers and consumers, who in turn persuade retailers to adopt. The assessment methodology can be part of feasibility studies and marketing investigations in order to understand the impact of e-commerce tools on SC processes. Research limitations/implications – This contribution stresses the need to analyse how mobile information technologies may benefit all the business processes of the e-grocery SC, and not just one single process or stakeholder. Practical implications – The approach offers a roadmap to identify the factors influencing the diffusion of mobile e-grocery services as well as the associated impacts on SC processes. Originality/value – The work contributes to overcoming the lack of approaches studying the diffusion of e-grocery by taking into account all the relevant aspects and stakeholders involved and not only the consumer perspective.

The impact of arts and culture on local economies has been studied extensively. However, a review of the literature finds conflicting and critical results regarding the impact of cultural on economic outcomes. In this paper, we shift attention to examine different intermediaries and concentrations of cultural agents that can influence growth and innovation in the “creative economy.” Thus, we build on previous work and expand on it by refining the scale of analysis (zip-code level). The paper focuses on education in the arts and digital media in all arts-related programs at universities as well as accredited art schools across the United States. Further, employing more observations for larger cities allows a richer depiction of the rather urban nature of the arts and digital media industries. We find that, by going to the zip-code level, we can say that both districts and arts programs (especially at schools that specialize in arts education) have a positive relationship with the share of jobs in the arts and digital media. Moreover, when we evaluate the impact of schools versus districts, we find that schools have a greater role.

The article explores the role of art festivals as platforms for knowledge and network development in the creative industries and creative policy intervention using the case of a small street art festival ( Fuse Festival in Medway, UK). The analysis provides a broader perspective on the current research and debate on the impact and role played by arts festivals in local economic and cultural development—which usually concentrate on either their socioeconomic impact on local communities—to focus instead of their role in building knowledge communities and communities of practice. The results highlight the key role played by the festival in supporting and commissioning artistic work. The results also expose the temporary and explorative nature of many artistic practices and the role of interaction with audiences and other creative producers. Following a network perspective, the findings highlight the role of temporary clusters not only in shaping career opportunities for artists but also in drawing new pathways for local economic development for contexts undergoing regeneration.

This article is about the implementation of investment controlling as a system of the anti-crisis policy of the enterprise. The article indicates the impact and place of investment for the successful operation of the entity. Enterprises of countries that have lost the opportunity to obtain financial resources from centralized sources have entered the vast expanses of a market economy, not knowing how to live in these conditions. The only rule that all managers have learned at once is the need for money. When you have money, you can invest in fixed assets or working capital. But if the products have a sufficient market, you can have a decent standard of living, even in an unstable economy. But where to find the money? By definition, investors have money, but most of it is abroad, where financiers play by their own rules. They are ready to invest only in those projects that will bring them the most benefit. Investment policy research has always been the focus of economic thought. It is because investments affect the deepest foundations of economic activity, determine the process of economic growth as a whole. Nowadays, they are the most important means of providing conditions for overcoming the economic crisis, structural changes in the national economy, the growth of technical progress, improving the quality of economic activity at the micro and macro levels. Activation of the investment process is one of the most reliable mechanisms of socio-economic transformation. The introduction of a concept as «controlling» in the system of enterprises, namely investment controlling, will lead to the launch of the investment process at the enterprise. Investment controlling includes a system of monitoring, evaluation, and control of investment projects to develop management decisions that best achieve the goals. The main task of investment control is to achieve the objectives of the enterprise in the field of investment activities. The introduction of an investment controlling system at the enterprise allows us to significantly increase the efficiency of the entire process of managing the investment activities of the business entity as a whole and in full.

Abstract This paper aims to analyse the conditions that enable a double political-economic instrumentation of culture through European Union programmes, and their consequences for the cultural sector. The first European programmes focused on the symbolic value of culture which was perceived as an essential element for strengthening the European identity, and thus as a crucial tool in the project of building the European identity, which is part of a political integration programme. In the context of the development of the creative economy, which overlapped the 2008 economic crisis and a growing influence of the market ideology, a few years later, the European Union launched the Creative Europe programme, thus setting up a new development framework for the cultural sector. For culture, the economic and political arguments in the Creative Europe programme outline a future inherently connected to its contribution to these fields, leaving behind the symbolic and social value of culture characterised by non-lucrative purposes. The programme lays out a direction in which culture is monetized as competitive advantage and bets on the contribution of the cultural and creative industries to become a competitor on the global creative economy. The new framework offered by Creative Europe transforms the approach to culture, placing it in a landscape of global competition, in the company of creative industries, favouring the integration of culture by the latter, not the other way around, thus entailing structural changes in the cultural sector.
