Governance has become one of the most important concepts in developing countries. Consequently, many countries are trying to pursue good governance and adoption according to the established concept of governance in order to achieve the desired sustainable economic growth and development. Yemeni economy has been in deep recession due to Saudi alliance war since March 2015. Once the war stops, restructuring economy required a new development approach with firm and well define good governance principles aiming to achieve Sustainable Development goals. Yemen as one of the least developing country, not all of its efforts to move ahead economically have been successful. There is more than one reason for its failure to achieve sustainable economic development, but one is absence of good governance. International organizations, donors, and researchers have prescribed good governance as a solution to persistent development problems. This paper is an attempt to enrich this subject, at least in part, by examining the value of adopting good governance on achieving sustainable development. Based on research findings and learning from other countries experience, development progress and challenges, general framework to implement good governance has been recommended to be consider in the future national development agenda to tolerate achieving sustainable development. Building human capacity is one of the key requirements needed to make a qualitative shift towards sustainable development. The current situation of sustainable development and governance in Yemen as a case study has been reviewed in an explanatory methodologies using regional statistics and global database such as UN organizations, World Bank, HDI, SDGs and Governance indicators to examine the progress made over the last decade. Paper recommended practical steps and actions to be taken to help the official government to reform the current institutional arrangements at the regional as well as national levels, such as adopt governance principles, long term planning, and establishing “High Councils for good governance” to ensure integrated policy formulation, adequate cooperation and coordination among different government entities, and between the government and non-state stakeholders. These recommendations and result have been presented to the Yemeni official government and economic institutions aiming to be integrated in the reform strategies, in particular in the Yemen National Development Strategy (2030). Based on research findings and learning from other countries experience, development progress and challenges, general framework to implement good governance has been recommended to be consider in the future national development agenda to achieve sustainable development.   Keywords: Sustainable Development, Good Governance, Economic Reform, Yemen, SDGs

Public participation aimed at improving the effectiveness of governance by involving citizens in governance policy formulation and decision-making processes. It was designed to promote transparency, accountability and effectiveness of any modern government. Although Kenya has legally adopted public participation in day-to-day government activities, challenges still cripple its effectiveness as documented by several scholars. Instead of reducing conflicts between the government and the public, it has heightened witnessing so many petitions of government missing on priorities in terms of development and government policies. Results show that participation weakly relates with governance hence frictions sustainable development. Theoretically, public participation influences governance efficiency and development, directly and indirectly, thus sustainable development policy and implementation depends on Public participation and good governance. However, an effective public participation in governance is has been fractioned by the government. Instead of being a promoter/sponsor of public participation, the government of Kenya has failed to put structures that would spur participation of citizens in policy making and other days to activities. This has brought about wrong priority setting and misappropriation of public resources; The government officials and political class interference ultimately limit public opinion and input effects on decision-making and policy formulation, which might be an inner factor determining the failure of public participation in Kenya. The study suggests the need for strengthening public participation by establishing an independent institution to preside over public participation processes.

PurposeThis research seeks to explain how a national government becomes capable of constructing an account of its biodiversity performance that is aimed at enabling formulation of policy in pursuit of SDG 15: Life on Land.Design/methodology/approachThe research examines a case study of the construction of the UK government's annual biodiversity report. The case is analysed to explain the process of framing a space in which the SDG-15 challenge of halting biodiversity loss is rendered calculable, such that the government can see and understand its own performance in relation to this challenge.FindingsThe construction of UK government's annual biodiversity report relies upon data collected through non-governmental conservation efforts, statistical expertise of a small project group within the government and a governmental structure that drives ongoing evolution of the indicators as actors strive to make these useful for policy formulation.Originality/valueThe analysis problematises the SDG approach to accounting for sustainable development, whereby performance indicators have been centrally agreed and universally imposed upon all signatory governments. The analysis suggests that capacity-building efforts for national governments may need to be broader than that envisaged by the 2030 Agenda for Sustainable Development.

This chapter introduces the global sustainable development agenda and outlines the UN Sustainable Development Goals framework which is made up of 17 goals to be achieved by 2030. This global framework is offered as a lens through which sustainable development in the context of tourism is being implemented and measured. This is contrasted with responsible tourism, which is framed as the set of processes and mechanisms through which sustainable development is being pursued. The case study of iSimangaliso Wetland Park in South Africa at the end of the chapter consolidates the key ideas from the chapter through highlighting the role that tourism plays in changing and shaping the socio-cultural and environmental fabric of societies, and sustainable approaches to addressing these changes today and in the future.

AbstractThis study seeks to contribute to the knowledge of linkages between humanitarian actions in conflict situations and sustainable development. We analysed data generated from qualitative interviews and focus group discussions with encamped and self-settled internally displaced victims (IDPs) of the Boko Haram insurgency in the northeastern Nigeria. Our analysis searched for themes that summarise their preferences and desires of durable solutions. Overall, the majority of the IDPs were more inclined to local integration or resettlement than return. More than males, female IDPs were likely to cite personal experience of violence as a reason for rejecting voluntary repatriation. Feelings of vulnerability, experience of violence and hope of economic and social empowerment were major reasons given in support of local integration or resettlement. Self-settled IDPs are more disposed to returning to their places of origin than encamped IDPs. The need to rebuild livelihoods and restore social and community networks were the major factors participants associated with the choice of return. Beliefs in divine destiny, lack of trust and confidence in the government were dominant views expressed by participants who were indifferent about durable solutions. There is a sense that cultural androcentric norms which give men the power to make decisions for the family shape decision-making even in emergency situations. We conclude that, regardless of their preferences about durable solutions, IDPs have long-term needs that can only be provided if humanitarian actions are integrated into the overall development agenda and programmes of governments.

The world faces immense challenges which range from people living in poverty and denied dignity, rising inequalities, unemployment, global health threats, natural disasters, spiraling conflicts, violent extremism, terrorism and related humanitarian crises leading to force displacement of people, the depletion of natural resources and environmental degradation and the resultant climate change problem, just to name these. Fortunately, there are recognized human rights in the context of the United Nations (UN) Universal Declaration of Human Right in Article 19 and the Africa Chatter. These problems have thus challenged the world’s organizations to think and reflect on the way forward and some of these ways are developmental plans which include the UN Post 2015 Sustainable Development Agenda, the African Union (AU) 2063 Development Agenda with 17 aspirations, the International Federation of Library Associations and Institutions (IFLA) Strategy Plan and key initiative and the Cameroon Development Vision 2035 emergence programme. These agendas require a number of stakeholders to intervene if these challenges must be reduced for the benefit of humanity. One of such stakeholders is the Library and Information Science (LIS) Profession. The question that comes up with respect to the Cameroon context is, “Is the LIS profession in Cameroon able to meet its information role?” In line with this, three research questions were coined to guide data collection for this paper. The survey method was adopted with document analysis and interview schedule constituting the main data collecting instruments. The simple descriptive statistical method was used for data analysis. The information profession is critical in the development agenda, because it provides the platform for access to various information that enhance the progress of all human activities. The LIS profession drives the knowledge economy. Thus it is well placed to roll the information literacy programmes of any nation to help people have access to quality information, enhance community education, social, health and economic needs thereby improving lives and development. There is equally the shift from a print to a digital information environment as supported by the advent of new Internet technology such as mobile or broadband. This is changing the means and mechanisms of information delivery in libraries which have the potential to lead, improve and provide more relevant services and programmes for users. This profession has proven to be the most suitable with skills and mandate to pull together, organize and make available and accessible information in all forms and formats to all irrespective of their social, educational and physical status. From the study it is clear that the LIS profession in Cameroon is not able to play its role of collector and steward of human heritage, is not able to play its fundamental role in enhancing education through the different libraries and information services, is not able to enhance and ensure inclusive, equitable, quality education and promote lifelong learning and is unable to increase access to information and knowledge assisted by ICTs to support sustainable development to help Cameroon in its development agenda. The recommendation is that it will be unfortunate for a nation like Cameroon not to afford to accord an appropriate attention to the LIS profession which is a suitable developmental tool. The government needs therefore to provide the needed status for this sector and put it on its agenda and this will usher in a new spirit of information professionalism in Cameroon that will go a long way to enhance literacy that is needed if Cameroon must develop.

The dimensions of travelling and tourism have become manifold in recent decades. People love to travel with various purposes. Religious tourism, yoga tourism, peace tourism and spiritual tourism are some dimensions. Lumbini can be a best destination for meditation tourism, which could be much rewarding for individual, social and national development. The travelers and stakeholders have yet to be aware of this aspect. In Buddhism, Lumbini is a best destination for meditation tour. Exploring the importance of travelling Lumbini for meditation is the main objective of this article. Tourists and pilgrims would benefit immensely if they understand the significance of meditation tourism to Lumbini, its philosophy and practice. This article aims to explore the spiritual significance of Lumbini and it will provide visions of a purposeful development and publicity that would shape Lumbini as a best destination for meditation tourism. The government and private sectors are interested to develop Lumbini as best tourist destination. People all over the world are attracted to visit Lumbini for different reasons. Most tourists are unaware of the core aspect of visiting Lumbini. People who visit Lumbini are unaware about meditation practice or involving in charity works. Meditation and compassion are the core aspects of Buddha’s teachings, which are neither realized nor practiced. There seems a vast gap between the actual philosophy of Buddhism and the attitude of most of the visitors. This research study attempts to reveal the significance of meditation tourism in Lumbini.

After a period of relative neglect in the 1990s and early 2000s, the Arctic is back on the agenda of the Russian authorities. To ensure efficient coordination and implementation of its Arctic strategy, the government in 2015 established a State Commission for Arctic Development. It was to serve as a platform for coordinating the implementation of the government’s ambitious plans for the Arctic, for exchange of information among Arctic actors, and for ironing out interagency and interregional conflicts. Based on a case study of the State Commission for Arctic Development, this article has a twofold goal. First, it explores the current Russian domestic Arctic agenda, mapping key actors and priorities and examining the results achieved so far. Second, it discusses what this case study may tell us the about policy formulation and implementation in Russia today. We find that while the government’s renewed focus on the Arctic Zone has yielded some impressive results, the State Commission has been at best a mixed success. The case study demonstrates how, in the context of authoritarian modernization, the Russian government struggles to come up with effective and efficient institutions for Arctic governance. Moreover, the widespread image of a Russian governance model based on a strictly hierarchic “power vertical” must be modified. Russia’s Arctic policy agenda is characterized by infighting and bureaucratic obstructionism: even when Putin intervenes personally, achieving the desired goals can prove difficult.

In this study the status of milk and dairy production marketing in Samangan province is explained. Locking of ranchers accessing to a respondent dairy production market is the main problem focused herein. In Afghanistan illiteracy, traditional customs dominance and low economy level are the major gaps somewhat nationally remained unresolved among most of ranchers. The main objective of this study is assessing the dairy productions market situation to empower the economy level of farmers. A complex method was applied in this study including observation, interview, and questionnaire. Totally 117 questionnaires were handled. Results of analyzed collected data clarify that 90% of ranchers were illiterate, dairy cattle keeping is more than other milky animals because of its lower needs to silage and land. It has been concluded that farmers of Samangan province have adequate experience of keeping and nourishing the domestic animals in order to get a noticeable income. For getting the highest income and having modernized dairy production activities, from the viewpoint of authors, gradually researches accommodating are recommended and this research findings and conclusions will contribute better designing of the future research.

This paper provides a background to the on-going discourse on post-2015 global development agenda. It mentions key points from the UN Secretary General’s report on MDG progress and the process of formulating the future development agenda. The recommendations of the High Level Panel on post-2015 agenda and the work of the Sustainable Development Solutions Network (SDSN) are examined from the perspective of Education for Rural Transformation (ERT). It is concluded that the premise and rationale of ERT has received scant attention in the future development agenda discourse. The arguments regarding the pertinence of ERT in combating poverty and promoting sustainable development are noted, drawing on the recent UNESCO- INRULED study on this topic.
