APPLICATION OF TOTAL QUALITY MANAGEMENT (TQM) IN HIGHER EDUCATION INSTITUTION (HEI) IN OMAN: SHINAS COLLEGE OF TECHNOLOGY- A CASE STUDY

PURPOSE The objective of the study is to investigate into the quality of the systems, processes, and practices at ShinasCollege of Technology (ShCT) and to propose a plan for future improvements in relates to quality perspectives and to provide recommendations in various areas of operations on the lines of OAAA institutional accreditation standards.DESIGN/METHODOLOGY/APPROACH  Samples include 50 students, 33 academics, and 16 management employees were selected, and the data was collected through a well-defined questionnaire. Students from the Department of Engineering, Business and Information Technology, were selected on stratified random sampling basis whereas staffwas selected on asimplerandom sampling basis. FINDINGSThe survey reveals that the systems prevailing in ShCT and the practices are aligned with OAAA requirements except for staff promotion and incentives. The ADRI analysis and the study of SAR, QAR and QIP indicates thatShCT practices about Management, Staff, and Students are continuously assessedand well-defined.PRACTICAL IMPLICATIONS The study considers quality assurance as for the top pyramid of higher education. The study throws light on the future improvements of the various areas of operations of the College about the requirements of criteria of the OAAA national standards.SOCIAL IMPLICATIONS The study considers TQM as the most important method for HEIs to achieve efficiency for providing better services and continuous improvements. The Quality is considered as the required power to implement the entire objective desired by the HEIs to attain the efficiency and get the HEIs accredited.ORIGINALITY/VALUE No study has attempted to find out theapplication of TQM in ShCT, Oman ever before considering the quality assurance in education and it is the first-hand study of its kind.RESEARCH LIMITATIONS/IMPLICATIONS The study was restricted to various areas of the operations of the college on three stakeholders namely management, staff and students only. The study could be extended to other areas as well as to other stakeholders so that a detailed insight could be obtained.

The article is devoted to the description and analysis of factors that potentially and actually affect the socio-economic development of the state on the example of the higher education institution. It is established that at the system level the level of ensuring the quality of educational activities and the quality of higher education has a decisive influence on the formation of a positive image of a higher education institution. The results of a survey of students on the criteria for choosing a university to study are presented. Statistics on public funding of education in general and higher education in particular are presented and analyzed. It is established that, despite the formally high percentage of education funding from the level of GDP in absolute terms, the actual funding is low and needs to be strengthened by attracting external funding from customers. Attention is also paid to the state of development of educational services for foreign students. In a competitive environment at the national and international level, the decisive influence on the involvement of foreign students in the university is influenced by the structure of the training program, teacher qualifications, organization of the educational process in the classroom and so on. The article on the example of a higher education institution presents the main stages of formation and development of the internal system of quality assurance of education as an object of influence on the socio-economic development of the state. The development and/or improvement of internal quality assurance systems in universities is becoming a powerful basis for increasing university funding from external (personally involved) sources, reducing the outflow of applicants abroad and the successful provision of educational services to foreign students. At this stage, given the limited opportunities for funding of educational activities by the state (compared to EU countries), the successful implementation of the university development strategy is possible provided that systematic work is done to improve the quality of educational services for domestic and foreign citizens. As part of further research, it is planned to analyze the mutual impact of the education quality assurance system on the effectiveness of scientific activities, the provision of additional paid educational services, training for external customers and other sources.

Purpose – Given the importance of quality assurance and enhancement of curriculum in a higher education institution, it is vital to have a systematic process to measure students’ performance objectively and effectively for continuous improvement in the programme/curriculum. The purpose of this study is to analyse the process of setting up an Outcome-Based Education (OBE) system in a business school of a private higher education institution in Malaysia. The importance and challenges of the OBE system are discussed, while some recommendations for common issues are suggested. Methodology – Document analyses and observations were conducted on ten undergraduate programmes in the business school of a private higher education institution, from 2015 to 2019. These mechanisms are to assess and discuss the processes needed in implementing OBE; while the importance and challenges of having an OBE system in the business school are included. Findings – To have a smooth-running process of implementing an OBE system, proper planning needs to be in place. Data from the OBE system and its utilisation are essential to ensure continuous quality improvement to the curriculum and to give assurance to relevant stakeholders about the quality of graduates. There are several steps that are discussed in this paper to give pointers and guidance to other education institutions in setting up of the OBE process. However, it is undeniable that investment of time and effort is needed to ensure the smooth-running of the OBE establishment and maintenance. Significance – This study is essential to provide a guideline to relevant parties in setting up an OBE system in education institutions. An OBE system is needed to measure students’ performance objectively and effectively while enriching students’ learning experiences. This study will give pointers to the management of the education institution, policy makers, accrediting bodies and academics on implementing an OBE system in the education institutions.

Purpose – This paper aims to explore academics’ perspectives on the quality of appraisal evidence at a Chinese university. Design/methodology/approach – An online survey with both closed items and open-ended questions was distributed among all academics at the university (n = 1,538). A total of 512 responded to the questionnaire. The closed items were initially analysed using EXCEL and SPSS; the open-ended questions were thematically analysed. Findings – The academics believed that the quality of student survey and peer observation of teaching were affected by subjectivity and the lack of understanding of appraisal. Academics also suggested that appraisals should be contextualised and the approach standardised. The study suggests the need for training that informs and engages relevant stakeholders to ensure the rigour of appraisal. Originality/value – The study raises the issue of quality assurance regarding appraisal data from the perspective of academics. It is based on the collaborative effort of academics in Australia, China and New Zealand, with the support of the management staff at the case study university. The study informs both appraisers and academics of quality assurance issues in appraisal. It also contributes to the literature, in that it initiates dialogues between communities of practices through collective questioning on the quality and mechanisms of appraisal in tertiary education.

The paper presents a brief account of a case study reflecting steps that may be found useful as guidelines for initiating an outcome-based education (OBE) environment for programs at a higher education institution (HEI). It highlights the broad steps in the process of establishing a framework for a curriculum of an undergraduate program in light of current trends, with suggestions that may be helpful in paving the way for a HEI to follow, should such an aim be desired. A sample of a computer science (CMSC) program is used as an example to illustrate the steps followed in accordance with relevant academic accreditation criteria and quality assurance (QA) standards.

The study evaluates the Happiness Department initiative in a Gulf Higher Education Institute (GHEI). The Department seeks to create a state of wellbeing among the teaching faculty members by mitigating the identified key stressors. The objectives of the study were: (i) To determine the correlation between stressors and faculty perception of the Happiness Department. (ii) Propose amendments to the WRQoL questionnaire to assist administrators in testing program efficacy. (iii). We found that to boost happiness, schools should indeed focus on the identified stressors. This exploratory study design uses the predetermined WRQoL Scale. It was found to be an accurate measure of overall work satisfaction. However, we present an adaptive model. The adaptive model we propose may be better suited for Gulf-based institutions. Faculty members unanimously perceive that a happiness department should exist that is tasked with minimising the workplace stressors.

Assessment of the quality of education through a single indicator is not possible. It is required a systematic assessment approach based on internal and external criteria to assess the educational environment. The quality of higher education is a multidimensional, multi–component and dynamic concept related to the context of an educational model, mission and purpose of the institution as well as specific criteria for a particular system of education, institution and the characteristics of the educational program or academic discipline. The task of the University in the process of education quality assurance is not only the quality of graduates but also the effective organization of all on–going activities of the learning process, which includes training, effective organization of all educational processes, continuous professional development of teachers. Henceforth, the most important thing is to create a culture of education at the University.

ABSTRAK   Citra yang baik merupakan faktor pendukung utama keberhasilan suatu institusi pendidikan tinggi untuk mampu mempertahankan keberadaannya serta mengembangkan berbagai programnya. Tujuan penelitian ini untuk menjelaskan kualitas lingkungan kerja, kompetensi dosen, kualitas layanan serta hubungan dari ketiga variable dalam membangun citra fakultas dalam sebuah perguruan tinggi. Penelitian ini dilaksanakan pada fakultas ekonomi dari dua fakultas yang ada di dua universitas yang ada di  Jakarta dan di Karawang.  Populasi adalah seluruh mahasiswa yang ada di seluruh fakultas tersebut. Jumlah sampel sebanyak 255 orang yang diambil secara proporsional stratified random sampling. Data dianalisis dengan distribusi frekuensi, analisis rentang skala dan analisis regresi berganda. Hasil analisis menunjukkan bahwa seluruh variable memiliki modus kinerja yang baik, hubungannya positif sangat signifikan.  Penelitian ini menjelaskan bahwa lingkungan kerja, kompetensi dosen, kualitas layanan berpengaruh positif dan signifikan dalam membangun citra fakultas di perguruan tinggi.   Kata Kunci: Ligkungan Kerja, Kompetensi Dosen, Kualitas Layanan, Citra Perguruan Tinggi     ABSTRACT   A good image is the main supporting factor for the success of a higher education institution to be able to maintain its existence and develop its various programs. The purpose of this study is to explain the quality of the work environment, lecturer competence, service quality and the relationship of the three variables in building the image of the faculty in a university. This research was conducted at the two faculties of economics in two universities in Jakarta and in Karawang. The population is all students in all faculties. The number of samples was 255 people who were taken proportionally with stratified random sampling. Data were analyzed by frequency distribution, scale range analysis and multiple regression analysis. The analysis result shows that all variables have a good performance mode; the positive relationship is very significant. This study explains that the work environment, lecturer competence, service quality has a positive and significant effect in building the image of the faculty in higher education.   Keywords: Work Environment, Lecturer Competence, Service Quality, Higher Education Image
