What are the costs of the Chinese regime’s fixation on quelling dissent in the name of political order, or “stability”? In Welfare for Autocrats, Jennifer Pan shows that China has reshaped its major social assistance program, Dibao, around this preoccupation, turning an effort to alleviate poverty into a tool of surveillance and repression. This distortion of Dibao damages perceptions of government competence and legitimacy and can trigger unrest among those denied benefits. Pan traces how China’s approach to enforcing order transformed at the turn of the 21st century and identifies a phenomenon she calls seepage whereby one policy—in this case, quelling dissent—alters the allocation of resources and goals of unrelated areas of government. Using novel datasets and a variety of methodologies, Welfare for Autocrats challenges the view that concessions and repression are distinct strategies and departs from the assumption that all tools of repression were originally designed as such. Pan reaches the startling conclusion that China’s preoccupation with order not only comes at great human cost but in the case of Dibao may well backfire.

The government has issued policies and programs to anticipate the handling of this pandemic, one of which is the Social Assistance Program provided through the leading sector of the Ministry of Social Affairs of the Republic of Indonesia in the form of social assistance programs provided to the poor and communities that have a socio-economic impact from the corona pandemic. One of the programs launched by the government through the Ministry of Social Affairs is the Cash Social Assistance Program or Cash Social Assistance. The research objective was to develop a decision support system application for cash social assistance recipients (BST) with the Tsukamoto fuzzy method which can be used as a tool to quickly determine BST recipients. The several stages of work consist of; data collection, analysis, design and application design, implementation, and testing and evaluation. Based on the results of research and testing of the decision support system to determine BST recipients using the Fuzzy Tsukamoto method that has been carried out by researchers, several conclusions can be drawn, namely: 1) Expert system application for finding BST recipients is an application based on rules for solving problems to determine BST recipients with a high degree of accuracy and is used as a reference for BST recipients for the government to determine the right target recipients to be selected, and 2) The results of the analysis generated from this system are the same as the results of calculations manually using the theory of the Fuzzy Tsukamoto method so that the accuracy of the results is appropriate with calculations obtained from the trial.

To situate today's social assistance program conceptually and historically, this paper presents three ideal-typical stances states may adopt in welfare provision, especially for indigent populations: (1) extend assistance to accord with social citizenship rights—or to fulfill the Confucian concept of the rite of benevolence; (2) offer subsidies to attain support or to pacify anger and silence demands from the poor; or (3) grant benefits (education, health care) to enhance the nation's productivity. The intended beneficiaries of these projects are, respectively, individuals, society and the state, and politicians. This categorization can distinguish, in broad-brush fashion, official handouts at diverse historical moments; the models are meant not so much to characterize entire eras as to illustrate differential styles of allocation. Moreover, each era justifies its practice with reference to Confucian dicta. In this comparative context, today's political elite bestows financial aid—but just a conditional kind—mainly to preempt disturbances and prevent “instability,” in line with the third of the types.

The Gunung Maligas District Office is a government agency tasked with running a government program, namely the Social Assistance Receipt program, to run the social assistance program, many residents complain that they do not receive assistance, while some residents who are considered capable actually get assistance, where each aid program is have different criteria in determining the recipient. Due to the large number of existing aid programs with different criteria in determining the acceptance of the aid program, of course, local government staff will have difficulty in conducting the selection process. So we need a system that is able to help local government staff to more easily determine the recipients of the social assistance. Based on the historical data of beneficiaries, recommendations for the classification of beneficiaries can be made that will assist government staff. Classification can be done using the C4.5 algorithm. In this study, it has parameters, namely, occupation, income, housing conditions and number of dependents. By applying the C4.5 data mining algorithm, it is hoped that it will make it easier and faster for government staff to determine the recipients of social assistance at the Gunung Maligas District Office.
