As more and more non-public fund entering rural drinking water safety engineering project market; it becomes very necessary to built rural drinking water safety engineering project guarantee mechanism. This paper proposes three steps of mechanism design. Firstly, history data is used to fit multivariate linear equation set up describing relationship between bank loss and key risk factors. Secondly, guarantee fee is calculated through model regression, which is threefold of possible bank loss. Thirdly, guarantee fee is adjusted according to variety of key risk factor in the process of project construction and operating.

Despite considerable public funding, Mexico City faces inadequate and inequitably distributed water infrastructure. Corruption in public fund management and at the interface between institutions and individuals is fed by opaque governing systems. Local actors agree that sustainable water management must begin with systemic changes to enable transparent and participative governance.

O presente artigo apresenta os dados parciais da pesquisa intitulada Mapeamento do financiamento das políticas públicas de trabalho dirigidas aos pescadores artesanais e pequenos produtores rurais no Brasil, desenvolvida no âmbito do PIBIC/CNPq/UFS. Os dados coletados foram obtidos através de sites e pesquisa bibliográfica. Na disputa pela destinação do fundo público, e observando seus resultados, constata que estes refletem na distribuição orçamentária dos recursos entre setores, áreas, políticas específicas, reconhecendo, assim, o direcionamento político-estratégico da intervenção estatal. Conclui que, especificamente no caso dos três ministérios pesquisados (Ministério da Pesca, Ministério do Desenvolvimento Agrário e Ministério do Meio Ambiente), eles não são prioridade nos governos Lula e Rousseff. Seus orçamentos são pífios, recebendo pouquíssima dotação no período estudado.Palavras-chave: Orçamento público; fundo público; financiamento; políticas públicasTHE PLACE OF ENVIRONMENTAL POLICIES, AGRICULTURE AND FISHERIES IN THE FEDERAL BUDGETAbstract: This paper presents preliminary data from a survey entitled "mapping the financing of public policies directed atjob artisanal fishers and small rural producers in Brazil", developed under PIBIC/CNPq/UFS. Data were obtained throughwebsites and bibliographic research. The dispute over the allocation of public funds and observing their results, which arereflected in the budgetary allocation of resources between sectors, areas, specific policies, one can recognize the politicaland strategic direction of state intervention. Specifically in the case of the three surveyed ministries (Ministry of Fisheries, Ministry of Agrarian Development and the Mystery of the Environment), it was shown that they are not a priority ingovernments Lula and Rousself. Abstrak: Tujuan penelitian adalah untuk mengetahui bagaimana perspektif maqāṣid al-syarīʻah terhadap pengawasan internal yang terkandung dalam Peraturan Pemerintah No. 60 Tahun 2008 tentang Sistem Pengendalian Intern Pemerintah. Penelitian dilakukan dengan metode penelitian kepustakaan dengan pendekatan yuridis-normatif yang dipadukan dengan pendekatan maqāṣidī. Hasil penelitian menunjukkan bahwa pengawasan internal secara maqāṣid al-syarīʻah, dianggap sebagai bagian dari al-maṣlaḥah al-ḥājjiyyah, dan berfungsi sebagai wasā‟il (sarana). Pengawasan internal merupakan sarana untuk memudahkan penyelenggaraan pelayanan publik supaya dapat berjalan sesuai dengan aturan yang telah Allah tetapkan. Pengawasan internal merupakan bagian dari pemeliharaan agama dan harta dalam wujud pelaksanaan amar makruf nahi mungkar dan pertanggung  jawaban  terhadap  amanah  serta  pemeliharaan  atas  harta  umum  (public  fund). Sehingga dapat disimpulkan bahwa secara umum konsep pengawasan internal yang diamanahkan dalam Peraturan Pemerintah tersebut telah sesuai dengan apa yang diinginkan oleh syarak, hanya saja masih harus dilakukan penyempurnaan pada sistem pengawasannya agar apa yang diinginkan oleh syarak dapat terimplementasi dengan baik.Abstract: The aim of the research is to find out how the perspective of maqāṣid al-syarīʻah towards internal supervision contained in Government Regulation No. 60 of 2008 About the Government Internal Control System. The study was conducted with a literature research method with a juridical-normative approach combined with the maqāṣidī approach. The results showed that internal supervision by maqāṣid al-syarīʻah, was considered as part of al-maṣlaḥah al-jiājjiyyah, and functioned as wasā'il (means). Internal supervision is a means to facilitate the implementation of public services so that they can run according to the rules that God has set. Internal supervision is part of the maintenance of religion and assets in the form of the implementation of amar makruf nahi mungkar and accountability for the mandate and maintenance of public assets (public funds). So it can be concluded that in general the concept of internal supervision mandated in the Government Regulation is in accordance with what is desired by the sharak, only that improvements must be made to its monitoring system so that what is desired by the sharak can be implemented properly.

This article examines some political and economic facts that led to an intensification of austerity measures by the Brazilian government, including ones against the Unified Health System (SUS) and its progressive dismantling. In a country where fundamental human rights were never fully respected, nowadays social and labor rights are under severe attacks. The deepening of the capital crisis and the rise of interest-bearing capital dominance have been causing unemployment, social insecurity growth, and resulting public fund appropriation by the private capital. The Brazilian governments in the 1990s and 2000s have implemented deeper cuts in social policy expenditure, freezing security benefits, privatizing services, and prioritizing the payment of public debt interests. The right wing’s project involves the demoralization of not only the Workers’ Party but also the left as a whole, so that the adoption of austerity measures could be achieved without popular resistance. It is the duty of the Brazilian left wing to denounce such a project and to provoke firm initiatives to rebuild its bonds with the working class.

In 2015, there was the need of making this study to determine the efficient and effectiveness’ management for making decisions in respect to the ordinary fund allocations and their impact on the quality of the academic programs into the Polytechnic engineering universities in Mexico. This analysis is very important for providing essential evidence to improve the granting of financial resources to these institutions for the educational activities. Front to a novel educational system of higher education is essential to evaluate the quality of it to achieve its goals. The information evaluated shows important findings, in regards to the institutions for having more evaluable academic programs than non-assessable academic programs. Being the first ones, which receive a larger fund for their operation.

We show that unexpected financial windfalls increase corruption in local government. Our analysis uses a new data set on flood-related transfers, and the associated spending infringements, which the Bulgarian central government distributed to municipalities following torrential rains in 2004 and 2005. Using information from the publicly available audit reports, we are able to build a unique objective index of corruption. We also exploit the quasi-random nature of the rainfall shock (conditional on controls for ground flood risk) to isolate exogenous variation in the amount of funds received by each municipality. Our results imply that a 10% increase in the per capita amount of disbursed funds leads to a 9.8% increase in corruption. We also present suggestive evidence that more corrupt mayors anticipated punishment by voters and dropped out of the next election race. Our results highlight the governance pitfalls of nontax transfers, such as disaster relief or assistance from international organizations, even in moderately strong democracies.
