O presente artigo apresenta os dados parciais da pesquisa intitulada Mapeamento do financiamento das políticas públicas de trabalho dirigidas aos pescadores artesanais e pequenos produtores rurais no Brasil, desenvolvida no âmbito do PIBIC/CNPq/UFS. Os dados coletados foram obtidos através de sites e pesquisa bibliográfica. Na disputa pela destinação do fundo público, e observando seus resultados, constata que estes refletem na distribuição orçamentária dos recursos entre setores, áreas, políticas específicas, reconhecendo, assim, o direcionamento político-estratégico da intervenção estatal. Conclui que, especificamente no caso dos três ministérios pesquisados (Ministério da Pesca, Ministério do Desenvolvimento Agrário e Ministério do Meio Ambiente), eles não são prioridade nos governos Lula e Rousseff. Seus orçamentos são pífios, recebendo pouquíssima dotação no período estudado.Palavras-chave: Orçamento público; fundo público; financiamento; políticas públicasTHE PLACE OF ENVIRONMENTAL POLICIES, AGRICULTURE AND FISHERIES IN THE FEDERAL BUDGETAbstract: This paper presents preliminary data from a survey entitled "mapping the financing of public policies directed atjob artisanal fishers and small rural producers in Brazil", developed under PIBIC/CNPq/UFS. Data were obtained throughwebsites and bibliographic research. The dispute over the allocation of public funds and observing their results, which arereflected in the budgetary allocation of resources between sectors, areas, specific policies, one can recognize the politicaland strategic direction of state intervention. Specifically in the case of the three surveyed ministries (Ministry of Fisheries, Ministry of Agrarian Development and the Mystery of the Environment), it was shown that they are not a priority ingovernments Lula and Rousself. AbstractThe purpose of the article is analysis of participatory budgets as a tool for shaping decisions of local communities on the use of public funds. The authors ask the question of whether the current practice of using the participatory budget is actually a growing trend in local government finances or, after the initial euphoria resulting from participation, society ceased to notice the real possibilities of influencing the directions of public expenditures as an opportunity to legislate public policies implemented. It is expected that the conducted research will allow us to evaluate the participatory budget and indicate whether this tool practically acts as a stimulus for changes in the scope of tasks under public policies. The authors analyzed and evaluated the announced competitions for projects as part of the procedure for elaborating participatory budgeting for selected LGUs. Then, they carried out an in-depth analysis of the data used to assess real social participation in the process of establishing social policies.

Resumo: Neste artigo buscamos compreender o papel da participação social na construção de políticas públicas relacionadas à gestão de resíduos sólidos urbanos (RSU). Fazemos isso a partir da análise do contexto de aprovação de uma lei pioneira no Brasil, que ficou conhecida como Lei da Compostagem (2019), pelo município de Florianópolis/SC. Realizamos pesquisa qualitativa e descritiva, com uma etapa documental e outra etnográfica. Primeiramente, sistematizamos um quadro histórico-político das relações da cidade com o lixo, apontando a sucessão de políticas e ações que reflete na forma como os RSU são geridos no município. Em seguida, apresentamos resultados da pesquisa etnográfica feita a partir da observação de duas sessões plenárias nas quais ocorreram as votações do Projeto de Lei 17.506/2018, conhecido como PL da Compostagem. Buscamos demonstrar a importância da participação social na aprovação dessa lei, capaz de trazer avanços significativos em relação à gestão de resíduos no município e no país.Palavras-chave: Resíduos sólidos urbanos. Participação social.  COMPOSTING LAW AND SOCIAL PARTICIPATION: ETHNOGRAPHY OF PUBLIC POLICIES IN FLORIANÓPOLIS / SC  Abstract: This paper aims to understand the role of social participation in the construction of public policies related to municipal solid waste management (MSWM). We do this by analyzing the context of approval of a pioneering law in Brazil, which became known as the Composting Law (2019), by the municipality of Florianópolis/SC. We conducted qualitative and descriptive research, with a documentary and an ethnographic stage. Initially, we systematized a historical-political framework of the city's relationship with waste, pointing the succession of policies and actions that reflected in how the MSW are managed in the municipality. Thereafter, we present results of the ethnographic research conducted from the observation of two plenary sessions, situations in which voting of PL (Bill) 17.506/2018, known as Composting Bill, took place. We aim to demonstrate the importance of social participation in the approval of this law, capable of bringing significant advances in relation to waste management in the municipality and in the country.Keywords: Municipal solid waste. Abstrak: Tujuan penelitian adalah untuk mengetahui bagaimana perspektif maqāṣid al-syarīʻah terhadap pengawasan internal yang terkandung dalam Peraturan Pemerintah No. 60 Tahun 2008 tentang Sistem Pengendalian Intern Pemerintah. Penelitian dilakukan dengan metode penelitian kepustakaan dengan pendekatan yuridis-normatif yang dipadukan dengan pendekatan maqāṣidī. Hasil penelitian menunjukkan bahwa pengawasan internal secara maqāṣid al-syarīʻah, dianggap sebagai bagian dari al-maṣlaḥah al-ḥājjiyyah, dan berfungsi sebagai wasā‟il (sarana). Pengawasan internal merupakan sarana untuk memudahkan penyelenggaraan pelayanan publik supaya dapat berjalan sesuai dengan aturan yang telah Allah tetapkan. Pengawasan internal merupakan bagian dari pemeliharaan agama dan harta dalam wujud pelaksanaan amar makruf nahi mungkar dan pertanggung  jawaban  terhadap  amanah  serta  pemeliharaan  atas  harta  umum  (public  fund). Sehingga dapat disimpulkan bahwa secara umum konsep pengawasan internal yang diamanahkan dalam Peraturan Pemerintah tersebut telah sesuai dengan apa yang diinginkan oleh syarak, hanya saja masih harus dilakukan penyempurnaan pada sistem pengawasannya agar apa yang diinginkan oleh syarak dapat terimplementasi dengan baik.Abstract: The aim of the research is to find out how the perspective of maqāṣid al-syarīʻah towards internal supervision contained in Government Regulation No. 60 of 2008 About the Government Internal Control System. The study was conducted with a literature research method with a juridical-normative approach combined with the maqāṣidī approach. The results showed that internal supervision by maqāṣid al-syarīʻah, was considered as part of al-maṣlaḥah al-jiājjiyyah, and functioned as wasā'il (means). Internal supervision is a means to facilitate the implementation of public services so that they can run according to the rules that God has set. Internal supervision is part of the maintenance of religion and assets in the form of the implementation of amar makruf nahi mungkar and accountability for the mandate and maintenance of public assets (public funds). So it can be concluded that in general the concept of internal supervision mandated in the Government Regulation is in accordance with what is desired by the sharak, only that improvements must be made to its monitoring system so that what is desired by the sharak can be implemented properly.

The concept of urban area is complex and has been discussed for many years by several authors and organisations through different perspectives and methodological approaches. For administrative and comparison purposes statistical institutions, both at the national and international levels, classify territories according to a certain degree of urbanisation defining typologies from which indicators and certain public policies are applied. The purpose of this study is to discuss the relevance and suitability of different urban typologies. Through mapping and measuring the data of official documents, the urban dimension of Mainland Portuguese territory is discussed and its usefulness concerning the allocation of resources for promoting territorial cohesion is stressed. Results show the inadequacy of these classifications to inform planning actions, decision making, and to promote territorial policies. It also provides evidence of inaccuracies that distort the reading of the territorial reality of the case study.

This study is motivated to analyze by departing from evidence that the lack of monitoring and evaluation can increase violations and environmental crime. Specifically, this study seeks to analyze the strengthening of environmental policies by highlighting the drivers of environmental crime, and the public policies that need to be formed to reduce environmental crime. By describing from various previous literature, this study found that environmental crime has been transnational with actors from many countries involved. This not only shows the level and geographical extent of crime which is increasingly widespread, but also requires the existence of a legal interface in handling environmental crime. However, an increase in the adequacy and capability of resources in dealing with environmental crimes provided to environmental crime action agencies needs to be strengthened. This is in line with the consideration that limited resources and lack of political impetus result in ineffectiveness in the prevention and handling of environmental crime. Public policies regarding the environmental economy must also actively pressure companies to comply with various environmental regulations and green behavior.

Using panel data analysis, the results of this research showed that the labor force and government expenditure has not siginificant effect to imbalance regional development of distirct/city in West Sumatra, the quality of human resource and allocation of Public Funds has significant effect to imbalance regional development of distirct/city in West Sumatra, and simultaneously there are significant effect between the labor force, quality of human resource, Allocation of public fund, and Government expenditurehas significant effect to imbalance regional development of distirct/city in West Sumatra in research period.

The production of sweets and similar sugarcane products is an activity performed by smallholder farmers from Acorizal, Cuiabá, Jangada, Nossa Senhora do Livramento, and Santo Antônio do Leverger, in Mato Grosso. Therefore, this study aimed to assess the socioeconomic and productive aspects of rural producers (individuals and/or families) that work with the production of sweets and sugarcane derivatives in municipalities of the ‘Baixada Cuiabana’ region.  145 questionnaires were applied to rural producers in the period from March 2019 to January 2020. Among the main results, it was verified that the predominant profile is of rural producers with a low education level, with properties with a size smaller than a fiscal module (the size varies for each municipality), without DAP possession and/or access to sectorial public policies, such as PRONAF and ATER services. Furthermore, the main income source of the interviewees was the production of sweets and similar sugarcane-derived products, and the financial gain of most individuals was up to a minimum wage. Therefore, it is verified that the low education level and the absence of technical orientation might be conditioning for the permanence of farmers in situations of socioeconomic vulnerability.


Significance 'Nudge' thinking provides an alternative to public policies predicated on large expenditures of public funds, despite questions over its overall efficacy and the morality of its methods. Impacts Insights from behavioural economics can be deployed by NGOs and other stakeholders in promoting certain outcomes. The use of such tactics may increase in importance if policy gridlock continues to prevail in Washington. Nudge thinking may be used to induce unbanked individuals to use basic financial services.


Significance The blockade follows protests last month over a proposed 31.8% reduction in resources for the Ministry of Agriculture and Rural Development (SADER). In July and August, more than 50,000 people across 25 states demanded more support for the rural sector. President Andres Manuel Lopez Obrador (AMLO) has largely dismissed the protests, saying the rural sector is a government priority and attributing demonstrations to a loss of access to public funds by corrupt rural organisation leaders. Impacts Given Morena’s legislative majority, the final 2020 budget is unlikely to alter significantly the allocation of resources for agriculture. The government’s inability to improve productivity and modernise farming will limit its long-term success in reducing rural poverty. The neglect of medium-sized producers will perpetuate inequality in Mexico’s primary sector. A lack of support for commercialisation will weigh on the growth of export-oriented agriculture.
