The given article is devoted to certain legal issues arising in information field during participants’ communication on electronic document management while performing notarial acts. In the presented study the key legal acts establishing the major regulations of interdepartmental cooperation of notary and governmental bodies and organizations as well as corresponding contractual acts on information communication in the notary field have been analyzed. Some difficulties in information exchange confirmed by specific examples from notarial practice have been defined which enabled introduction of some legislative proposals on improvements in remote electronic document management communication format. In conclusion the importance of information cooperation expansion has been underlined alongside with importance of remote notarial service introduction requiring additional legal regulation, particularly in the field of electronic infrastructure specification.

This article discusses the provisions of the current legislation of the Republic of Kazakhstan and the Republic of Uzbekistan, regulating the field of electronic document management. The article considered the regulatory legal acts of the Republic of Kazakhstan and the Republic of Uzbekistan, regulating the issues of drawing up an electronic document and implementing electronic document management, such as: the Law of the Republic of Kazakhstan "On electronic documents and electronic digital signature" dated January 7, 2003; The Law of the Republic of Uzbekistan "On Electronic Document Management"; Law of the Republic of Kazakhstan "On Informatization" dated November 24, 2015 No. 418; Law of the Republic of Uzbekistan "On informatization" dated December 11, 2003 No. 560; Law of the Republic of Kazakhstan dated July 26, 2016 No. 11"On payments and payment systems"; Law of the Republic of Uzbekistan dated November 1, 2019 No. 578 "On payments and payment systems". When considering the issue of drawing up an electronic document in electronic document management systems, it is clear that the issue of certifying an electronic document with a seal in the necessary cases has not been settled. For a document to be considered signed and certified with a seal, it is necessary that such a signature and seal be included in the electronic document. Today there is a formal obstacle to the electronic document flow of documents, the creation of which is carried out on special paper forms with coats of arms or emblems. This requirement applies to certain types of statutory, financial documents, notarized documents, etc. In connection with the widespread use of information communications, the problem of information security, the existing systems for storing, transferring and processing information, becomes very important for society. Currently, the prevailing epidemiological situation in the country and in the world has significantly accelerated the exchange of data in electronic form in all spheres of society. Almost all activities of the society have switched to the electronic format of information exchange, including entrepreneurship. We hope that in the Republic of Kazakhstan and in the Republic of Uzbekistan, the development of the digital economy model will have a productive effect on the development of entrepreneurship and help overcome the problems existing in business.

The article considers the use of 3D documents in electronic document management and land cadastre. Earth audit (cadastre) within the "Digital Earth" is carried out through 3D documents. The technical nature of 3D documents is clear, but the legal regime is quite complex and poorly understood. In this situation, it is impossible to conduct an audit of the Earth through a 3D document without establishing its legal regime. This article identifies possible ways to develop domestic legislation in the field of digitalization on the example of a 3D document and makes suggestions for improving the current legislation and defining the legal regime of a 3D document, including in relation to the land cadastre.

The regularities showing the development of information exchange in the virtual space have been examined, electronic document management in the organization using information systems has been considered. It has been shown that the intellectualization of information systems is based on a powerful mathematical apparatus that provides work with texts by computer programs, based on the creation of models that include patterns necessary for the design of modern information search systems, as well as systems for automatic classification and analysis of texts.A document flow model based on a number of mathematical regularities, numerical methods of multivariate integration, the theory of mixed Queuing networks has been proposed. This model allows you to evaluate the multivariate integration of devices of electronic document management systems (EDMS), contributes to the formation of statistical data on document processing, provides with minimal time costs the formation of information flows in electronic document management systems, has a convenient user interface for object interaction programs. This model, based on the definition of a set of options for data transmission channels, a set of options for data collection equipment EDMS, a set of options for data processing equipment, a set of end devices of the EDMS communication environment, allows you to analyse the functionality of electronic document management systems.The proposed EDMS model shows that a number of functions of complex document management in an organization can be automated and optimized based on mathematical methods, which will reduce the time of document preparation, its routing and processing. Document management of the organization, using this EDMS, ensures optimization of information flows in the organization, contributes to the formation of important management decisions, taking into account all risk factors.

This article considers the features of electronic document management at retail trade enterprises of the FMCG-segment. The paper observes the types of document flow at chain companies and examines the process of implementation of electronic document management system. The notions of “electronic document management” and “electronic data interchange” are also distinguished in the article.The paper explores positive changes caused by the introduction of electronic document management and the complexity of its implementation. The study reveals that in the Russian Federation the process of mass introduction of electronic document management in the chain retail companies of the FMCG segment has been ongoing for about ten years, though has reached the highest level of its activity in the last two years. At present day, the major part of chain retail companies in the FMCG-segment has already started to actively work with the Electronic Data Interchange system. Moreover, in recent years the number of partner-enterprises that join this system has been steadily increasing.The results of the study show that introduction of electronic document management in chain companies of the FMCG-segment allows to reduce the time spent for processing documents and to track all stages of the core business processes more effectively. It also ensures information security, improves staff discipline and the quality of service, which in its turn significantly improves management efficiency of the company in general.

Pros and cons, as well as the nature of the electronic document in the field of factoring are considered in the article.
