This article is devoted to the development of organizations in the period of unexpected and rapidly changing conditions caused by the Covid-19 pandemic, and the analysis of whether organizations were ready to perceive the new reality and use this situation to rethink the norms of work, to apply innovative methods and technologies of the organization that were not previously available. The article discusses the statistics on the use of such a method of organizing work as remote work, as well as the advantages of electronic document management, the spread of modern technologies in organizing joint work.

An electronic document management system (e-DMS) is an information system that allows creating, distributing, filing, storing, searching, destroying, and archiving documents concerning certain criteria and standards as a critical part of every digital transformation. It is known that correspondence processes in public institutions such as universities are time-consuming activities that increase workload and bureaucracy. Therefore, it is a critical issue to select and implement the suitable e-DMS software which systematically supports institutions in managing the documents they produce in their work processes. This chapter provides decision support to the institutional managers for selecting proper software, the preparation process before the application, transformation stages, and the environmental benefits after the implementation of the system are shown with their workflows through an actual application in a university. Digital transformation of the system provides both environmental and social benefits for institutions beside its material benefits such as time and labour.

Aim. The presented study aims to determine the role and place of electronic document management in the corporate system of Russian enterprises, outlining the prospects for its development.Tasks. The authors examine the legislative acts of the Russian Federation on the prospects for the implementation of electronic document management; assess the impact of the pandemic on the digitalization of document management; analyze the business costs of paper document management; identify the advantages of using electronic document management and promising technologies in document processing.Methods. This study uses theoretical and empirical research methods. The dialectic method is used to determine the role, significance, and legal status of electronic document management. Through a logical approach, the essence of such concepts as 'electronic document' and 'electronic document management' is identified.Results. The study presents directions for the development of electronic document management using blockchain technology, which will improve workflows by processing, sorting, exchanging data and documents protected from unauthorized access, and artificial intelligence, which can help organizations process documents faster by simplifying operational procedures. Obstacles that prevent companies from actively using electronic document management are identified. These include additional investment, time costs, and reorganization of management. The volume of innovative services is analyzed by the type of economic activity, and the costs of creating, storing, and processing paper documents are considered.Conclusions. Recent trends in legislation indicate the government's firm commitment to the speedy introduction of electronic document management in Russia. Its use frees up a lot of resources, including time, labor, and finances. The 2020 pandemic has emphasized the importance of digitalizing business processes to ensure their continuity in unforeseen situations. Integrated into the automation of work processes, blockchain technology will ensure the protection of information from unauthorized tampering. Artificial intelligence will open up new opportunities for processing electronic documents.

The urgency of the research is due to existing features of implementing the institute of disciplinary responsibility in the field of labor and legal relations in credit institutions. The discipline of labor in credit institutions is developing in line with the trends characteristic of modern manufacturing process management. The general line is standardization of the manufacturing process to the extent that self-sufficient organizational forms that do not require manual control appear, following which is provided to the self-discipline of the employee (standard or matrix organizational solutions). Against the background of the ongoing changes, the issue of the employee's relative freedom and his responsibility to the employer, who no longer controls the labor process point-by-point – in the spirit of the industrial era, is raised. Despite the obvious features of labour organization for credit institutions employees, no special research has been conducted in the domestic legal science on the problems of implementing disciplinary responsibility. The author makes conclusions on the need to adopt a Labor Procedural Code, which will single out: the procedure for bringing to responsibility for misconduct committed under the conditions of the employer's current control over the quality of work and compliance with the process of its execution, as well as the specifics of bringing to responsibility for offense committed in conditions of relative freedom (without the employer's current control); forms of guilt as a mandatory sign of a disciplinary offense and the specifics of its definition if the employer's task involves an independent choice of its execution method (relative freedom of the employee); principles of proving guilt and innocence in examining the circumstances of a disciplinary offense; standardization disciplinary decisions, conditions and limits of its use; the procedure for using electronic document management in disciplinary proceedings; rules for interviewing third parties in disciplinary proceedings, rules for these persons' access to information about the state of affairs in the institution (or the entrepreneur, if he is the employer); rules for the protecting the information about disciplinary offenses, their circumstances, penalties applied.

The COVID-19 pandemic is raising concerns all around the globe, as many lives have been lost and families have been left without hope. The Digital Era has started, and many sectors, including healthcare, are adapting to the innovative human-machine integration that has developed. However, the new systems still offer benefits and limits that will influence certain nations' choice to accept this platform owing to their unique requirements and circumstances. The earliest electronic health records were developed in the early 1960s to store long-term patient data. However, it was not maintained since the system's foundation is very demanding, and medical practitioners stopped utilizing it. After a decade, the growth of technology was unavoidable, gradually altering areas such as business and healthcare. However, every development has ramifications. The implementation of the new system may enhance organizational performance, but there are still uncertainties, notably about sustainability and how it will affect the firm in the future. Now, sufficient medical documentation has long been a source of contention in the healthcare industry, and management should begin introducing new processes to address the underlying problem. If the government already has a system in place to ensure the country's long-term existence, this system should be used to ensure the consistency of each patient's medical records. Will an Electronic Document Management System (EDMS) adaptation in the Philippines, a third-world nation with a poor healthcare system, be the best option to modify and enhance medical care quality?

Problem and purpose. The problem of improving the training of IT specialists in the field of electronic document management in the process of studying at a university is examined. Methodology . The study used an analysis of practical activities in working with electronic document management systems and training in working with these systems in the process of training IT specialists in the field of electronic document management. Results. A proposal has been put forward on the need to create a special educational system for electronic document management for use as an object of study and as a means of training in the education of IT specialists in the field of electronic document management, the requirements for it were formulated, and step-by-step models of its preparation are described. Conclusion. The proposed software and technological tools and organizational and methodological methods will allow solving the problem of improving the quality of training of IT specialists in the field of electronic document management.

Статья посвящена анализу эффективности электронного документооборота в многопрофильном стационаре на догоспитальном этапе (в условиях приемного отделения). Исследование, проводимое в 2020-2021 гг в БУЗ ВО ВОКБ №1, можно считать актуальным, в виду того, что в последние годы в нашей стране в сфере здравоохранения продолжается ряд реформ, направленных на оптимизацию и модернизацию. Этот процесс был бы невозможен без повсеместно проводимой информатизации и цифрофизации. В настоящее время в Воронежской областной клинической больнице №1 происходит внедрение электронного документооборота и специализированных компьютерных программ, изучение эффективности которых и стала целью работы. Объектами исследования послужило 400 пациентов, мужчин и женщин в возрасте от 18 до 79 лет и их истории болезни. Все больные были разделены на 2 группы по 200 человек, в зависимости от того, использовались ли элементы электронного документооборота и специализированные компьютерные программы при их оформлении и при оказании им диагностических мероприятий (не использовались в 1 группе и использовались во 2). В дальнейшем пациенты каждой группы были также подразделены на 2 подгруппы, в зависимости от профиля (хирургия и терапия). В основу исследования лег анализ времени, затраченного на разные этапы догоспитальной помощи - от первичного осмотра и заполнения первичной документации врачами приемного отделения, до выполнения основного спектра лабораторных и инструментальных методов диагностики. Интересной особенностью работы стало выделение в каждой диагностической процедуре нескольких основных этапов, включающих, в том числе и этапы «доставки» пациента к врачу - диагносту, а также временные рамки ознакомления лечащих врачей (терапевта или хирурга приемного отделения или узких специалистов) с результатами исследования. Представленные в статье данные позволяют судить о существенном уменьшении времени, затрачиваемого на оформление и основные диагностические процедуры, благодаря внедрению электронного документооборота. Полученные в работе данные представляют существенный интерес как для практикующих врачей различного профиля и врачей, участвующих в разработке специализированного медицинского программного обеспечения, так и для организаторов здравоохранения The article is devoted to the analysis of the effectiveness of electronic document management in a multidisciplinary hospital at the prehospital stage (in the conditions of the admission department). The research carried out in 2020-2021 at BUZ VO VOKB № 1 can be considered relevant, in view of the fact that in recent years in our country a number of reforms aimed at optimization and modernization have been continuing in our country. This process would not have been possible without the widespread informatization and digitalization. Currently, the Voronezh Regional Clinical Hospital № 1 is introducing electronic document management and specialized computer programs, the study of the effectiveness of which has become the purpose of the work. The objects of the study were 400 patients, men and women, aged 18 to 79 years and their medical history. All patients were divided into 2 groups of 200 people, depending on whether the elements of electronic document management and specialized computer programs were used in their design and in providing them with diagnostic measures (were not used in group 1 and were used in 2). Subsequently, the patients of each group were also subdivided into 2 subgroups, depending on the profile (surgery and therapy). The study was based on the analysis of the time spent on different stages of prehospital care - from the initial examination and filling out the primary documentation by the doctors of the admission department, to the implementation of the main spectrum of laboratory and instrumental diagnostic methods. An interesting feature of the work was the identification of several main stages in each diagnostic procedure, including the stages of "delivery" of the patient to the doctor - diagnostician, as well as the time frame for familiarizing the attending physicians (therapist or surgeon of the admission department or narrow specialists) with the results of the study. The data presented in the article make it possible to judge a significant reduction in the time spent on registration and basic diagnostic procedures due to the introduction of electronic document management. The data obtained in this work are of significant interest both for practicing doctors of various profiles and doctors involved in the development of specialized medical software, and for healthcare organizers

The article discusses both positive and negative aspects of the development of such a phenomenon as an electronic criminal case. It is noted that, taking into account the general digitalization of society, criminal proceedings in the future will undergo significant changes. This will be facilitated by the widespread introduction of electronic document management, remote forms of investigative and judicial actions, the use of algorithms and mathematical calculations in making procedural decisions, the use of robotics.
