The problem of sustainable management of municipal solid waste at the legal and organizational levels both in the Russian Federation and in the world is now coming to the fore and requires immediate solutions. After analyzing the documents of strategic planning and other normative legal acts, the authors of the article attempt to consider current legal problems in the field under study in an interesting aspect of the modern state environmental policy of Russia, which implements the UN sustainable development goals in the environmental direction. The authors make judgments that a successful environmental policy aimed at achieving the UN sustainable development goals in the field of waste management and production is possible only if a systematic approach to the implementation of environmental legislation is implemented and should be based on the principles of efficiency, expediency, and others. In conclusion, a number of conclusions are drawn about the legal acts adopted in the Russian Federation and the organizational measures implemented to help solve various problems related to the sustainable development of the most important segment of the economy and the environment – waste disposal and recycling, reducing their volume and the possibility of secondary use.

The Balanced Scorecard - BSC is a widely used tool in business management that allows implementing and controlling strategies. Today, in a context that demands efforts from all organizations for sustainable development, the BSC has become an excellent alternative to include sustainability in business management. However, when it comes to small business organizations, management tools like BSC and business sustainability face the greatest difficulties, barriers and limitations. Therefore, the objective is to map the frontier of knowledge that brings together sustainable management and BSC to small companies, allowing visualization of the paths covered and the ones to be taken through science. A systematic bibliographical research was developed identifying and analyzing the main scientific publications that intersect the themes mentioned above. The results show the need to increase research towards understanding and monitoring the transformation of small business management in terms of sustainable development. The importance of the use of management tools to improve the efficiency and effectiveness of the whole process has been confirmed, as well as that the BSC can play a relevant role. Thus, with this, researchers are expected to be more interested in the subject and more studies applied in small companies will come to be.

The 17 Sustainable Development Goals (SDGs) provide a blueprint for the world’s sustainable development plan throughout 2016 and 2030. It is regrettable that recent reports have shown that it will not be possible to achieve all the goals by 2030 under our current pace. To accelerate SDG implementation, scientists have conducted studies under a variety of perspectives, such as relationships among SDGs, their specific priorities, and necessary transformations. However, there still lacks a systematic approach to promote joint action by countries that can advance SDGs on regional, national, and global scales. To fill this gap, we summarize the relevant articles, reports, and practices in recent years on the ways to promote the implementation of the SDGs. Following this, we propose a systematic approach to combat this issue, namely, “classification–coordination–collaboration”. This approach not only considers relationships among the 17 SDGs and the links among the different management agencies, but it also contains the necessary means to accelerate SDGs. Overall, this approach is expected to promote the participation of countries within the process of global governance, and it will help to ensure that SDGs will realize key breakthroughs over the short-term while achieving sweeping progress over the long run.
