People with severe disabilities, such as severe mental disabilities and autism spectrum disorders, do not participate in the open, competitive labor market to the same extent as people without disabilities or other forms of disability. Sheltered employment is an internationally accepted approach for the vocational integration of people with severe disabilities, which introduces integration in sheltered workplaces mainly with other people with disabilities and ongoing support from the Government or self-government. Therefore, sheltered employment can be defined as the employment of a person with a disability under particular conditions. This paper presents the legislative framework regarding sheltered employment in Poland and Greece and the ways sheltered employment takes place in each of the two countries with the corresponding comparisons and conclusions. The results show a need for a more precise and more comprehensive legislative framework on sheltered employment in Poland and Greece. Alternative options for the vocational integration of people with severe forms of disabilities, such as supported employment programs, need to come to the fore. Supported employment seems to be the only effective and efficient way for people who have particular difficulties in finding and keeping a paid job in the open labor market to take up paid employment on an equal basis with other people. Does the concept of supported employment have a chance to prove itself on Poland and Greece’s open labor markets and become a complementary tool in the vocational activation of people with disabilities? Legislative regulations, system projects, and stable sources of financing are necessary for both countries.

ResumoIntrodução: O estudo tem como foco temático o trabalho na vida de pessoas com deficiência, de acordo com leis que asseguram o direito ao trabalho em condições justas e favoráveis. Vários estudos têm considerado as barreiras e os facilitadores do acesso e permanência de pessoas com deficiência no mercado de trabalho, bem como, o contraste da realidade com o que é previsto na legislação. Objetivo: Identificar quais são as facilidades e barreiras no acesso e permanência no mercado de trabalho e discutir o emprego apoiado como estratégia de acompanhamento de pessoas com deficiência no Brasil. Metodologia: Trata-se de uma abordagem que preconiza a Prática Baseada em Evidências, sendo esta uma revisão integrativa da literatura de 2008 a 2015, que se refere a artigos brasileiros publicados em inglês, português e espanhol. Resultados/Discussão: Diversos fatores facilitam o ingresso e permanência de pessoas com deficiência no mercado de trabalho, assim como muitos aspectos são considerados barreiras para o mesmo. Os facilitadores foram: oficinas de preparação e capacitação para o trabalho; parceria entre empresas e instituições especializadas; ações de sensibilização nas empresas; o sentido do trabalho na vida das pessoas com deficiências. As barreiras estavam relacionadas com: ineficácia no cumprimento da lei; baixo nível de escolaridade, qualificação profissional, salários; economia do país; estigma; esfera familiar; seletividade da deficiência; gênero; inadequação da estrutura física de empresas. Conclusões: Os dados mostraram que o Emprego Apoiado é uma alternativa para contribuir com os aspectos encontrados como facilitadores deste processo, bem como para ultrapassar os obstáculos também obtidos. Abstract Introduction: The study focuses on work in the lives of people with disabilities, according to laws that ensure the right to work on fair and favorable terms. Several studies have considered the barriers and facilitators of the access and permanence of people with disabilities in the labor market, as well as the contrast of reality with what is foreseen in the legislation. Objective: To identify the facilities and barriers to access and permanence in the labor market and to discuss supported employment as a strategy to accompany people with disabilities in Brazil. Methodology: This is an approach based on Evidence-Based Practice, which is an integrative review of the literature from 2008 to 2015, which refers to Brazilian articles published in English, Portuguese and Spanish. Results / Discussion: Several factors facilitate the entry and permanence of people with disabilities in the labor market, as many aspects are considered barriers to it. The facilitators were: workshops for preparation and training for work; partnership between companies and specialized institutions; awareness actions in companies; the meaning of work in the lives of people with disabilities. The barriers were related to: ineffectiveness in complying with the law; low level of education, professional qualification, salaries; economy of the country; stigma; family sphere; disability selectivity; genre; inadequacy of the physical structure of companies. Conclusions: The data showed that Supported Employment is an alternative to contribute to the aspects found as facilitators of this process, as well as to overcome the obstacles also obtained.Keywords: Person with Disabilities, Job, Supported Employment.

Employment is considered to have a great impact on people's quality of life. However, it is thought to be one of the major problems adolescents and young adults have to face during their transition to the adulthood. Given their impairments, individuals with ASD face several barriers to their vocational rehabilitation. Yet many of them are capable of being independent and working effectively when they are well supported. Since they deal with several challenges due to their condition, high rates of unemployment or underemployment are very common among them. This chapter provides a view of the barriers that can affect the employment outcomes of this population and strategies (e.g., supported employment programs and technology-based interventions) for overcoming those barriers. In particular, the social deficits that characterize ASD may result in difficulty in developing and maintaining high-quality social skills and competence in communication, which are important for finding employment and staying in a work position.

Abstract This article presents findings on community-based nonwork (CBNW; activities that do not involve paid employment but take place in the community) from a 2001 survey of state intellectual disabilities/developmental disabilities agency directors. Survey responses indicated that CBNW is a considerable and growing part of the day services mix but that it is loosely defined with respect to requirements, activities, populations served, and goals. Although CBNW has the potential to enhance the lives of people with disabilities, these findings raise some concerns, including how quality can be assured when supports are loosely defined, how CBNW can be provided without taking resources away from supported employment, and whether community connections can be made when people are supported in groups.

This article deals with the integration of people with disabilities into the labor market based on the experience of the EU countries and Ukraine. There are four main components of the policy of integrating people with disabilities into the labor market, namely certain job quotas or jobseeker benefits, services provided by state employment services and non-governmental organizations, employer support, development and implementation of employment programs, including flex jobs organization. The authors highlighted the specifics of the functioning of each of these components. In particular, the expediency of setting the job quotes, the measures of employer support and certain types of activities of state and non-state services in the EU and Ukraine are discussed. Recommendations on the employer support and the implementation of EU experience in the activity of the State Employment Service of Ukraine are given. It has been proposed to develop and implement a national employment program for people with disabilities. The program consists of four stages: the analysis of public sector vacancies for people with disabilities; identifying people with disabilities who wish to occupy these positions, as well as analyzing their real needs and opportunities; adapting workplaces to the needs of people with disabilities and organizing vocational training for them; and on-the-job support.

Abstract People with disabilities have physical and mental disabilities that have differences when compared to normal people, therefore there needs to be special attention from the government to empower or positive activities that are useful to hone the skills of the people with stability. Therefore, the role of the government is necessary for the development of people with disabilities. Through social services empowerment of people with disabilities is more targeted and focused. The purpose of this research is to decrypt what efforts are made as well as what obstacles are faced in the empowerment of people with disabilities. The type of method used in this study is a descriptive method with a qualitative approach. Data collection techniques used are, observation, interview, documentation. The result of this research is that the efforts made by Social Services are social assistance for severe disabilities in the form of money, as well as training but stalled per the year 2018 because it is focused in Dipnaker. Besides, there is assistance from the ministry in the form of non-cash social assistance for all classifications of people with disabilities. There are also other supporting activities as well as UPSK from the Social Service of East Java Province.  Keywords: empowerment; disability; government role Abstrak Para penyandang disabilitas memiliki kelemahan secara fisik dan mental yang memiliki perbedaan bila dibandingkan dengan orang-orang normal, oleh sebab itu perlu adanya perhatian khusus dari pemerintah untuk memberdayakan ataupun kegiatan yang bersifat positif yang berguna untuk mengasah kemampuan para penyandang stabilitas. Maka dari itu peran pemerintah sangatlah perlu dalam pembinaan penyandang disabilitas. Lewat Dinas Sosial pemberdayaan penyandang disabilitas lebih terarah dan fokus. Tujuan penelitian ini untuk mendekripsikan upaya apa yang dilakukan serta kendala apa yang dihadapi dalam pemberdayaan penyandang disabilitas. Jenis metode yang digunakan dalam penelitian ini adalah metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan yaitu, observasi, wawancara, dokumentasi. Hasil dari penelitian ini adalah upaya yang dilakukan Dinas Sosial adalah bantuan sosial untuk disabilitas berat berupa uang, dan juga pelatihan namun terhenti pertahun 2018 karena difokuskan di Dipnaker. Selain itu terdapat bantuan dari kemensos berupa bantuan sosial non tunai untuk semua klasifikasi penyandang disabilitas. Terdapat juga kegiatan penunjang lain dan juga UPSK dari Dinas Sosial Provinsi Jawa Timur.Kata Kunci: pemberdayaan; penyandang disabilitas; peran pemerintah

Integration has become a major focus for people with severe disabilities. One method of achieving integration is via supported employment programs. However, with supported employment comes the concern that the benefits gained by gainful employment may not match the benefits already being provided from public sources. In many cases these benefits need not be lost when a person with disabilities enters competitive, integrated employment. This article describes those public source benefits and describes how vocational rehabilitation counselors can maintain and protect those benefits for their consumers with severe disabilities who are in supported employment programs.

Supported employment for persons with developmental and other severe disabilities has moved rapidly from university-based demonstration projects to the development of comprehensive statewide services delivery systems. This article reports the results of a survey of 27 states that received major systems change grants from the Rehabilitation Services Administration (RSA) to convert traditional day activity programs to supported employment. The results indicate that although mechanisms have been developed to establish a large number of supported employment programs, states are taking a very cautious approach toward converting existing segregated employment settings, funding for ongoing support services is often unavailable, and specific procedures for including individuals with the most severe disabilities are poorly defined. Expenditures for supported employment have risen dramatically. During Fiscal Years 86–88, RSA expenditures approached $75 million, obligations from mental health and mental retardation agencies have increased 460%, and collectively over $214 million has been obligated by federal and state agencies for supported employment.

The extent of supported employment participation by individuals with severe or profound disabilities was investigated through an analysis of the employment histories and functional characteristics of 1,411 individuals involved in supported employment programs in eight states. Results indicated that individuals currently participating in supported employment possessed very limited previous employment experience, yet did not possess functional characteristics indicative of individuals with severe or profound disabilities. Persons with severe or profound disabilities were found to be minimally represented in current supported employment efforts, representing less than 8% of all individuals investigated. Based upon the results of the study, recommendations are offered to enhance the opportunities of individuals with severe or profound disabilities to benefit from the national supported employment initiative, including the need for further research and demonstration activities and the necessity of immediate modification of federal and state supported employment policies.

Abstract This community service activity focuses on the 2020 Pilkada for People with Disabilities in East Karawang District. The purpose of this service is for persons with disabilities to know and get information related to the implementation of the 2020 Karawang Regency Pilkada. Conducted with the lecture method, question and answer discussions by visiting some people with disabilities in the East Karawang area, as well as webinars for people with disabilities and village and sub-district government officials in East Karawang, a video was made that was shown to candidates with disabilities who were contesting the Pilkada . The results of the implementation of this service activity are knowing that people with disabilities who are still marginalized, with the socialization carried out providing education for persons with disabilities to be willing and not to be ashamed to participate in giving their voting rights in the 2020 Karawang elections, increasing the motivation of some people with disabilities who have never been want to come to enlightened polling stations to intend to come to give their political rights on election day. Conclusion on the implementation of this service activity is still low attention given by the government and election organizers who embrace all levels of society in terms of political participation, never directly socialization activities to the grassroots level, so this activity is felt to be very helpful for the role of the government and election administrators who only conducted one-time election dissemination for persons with disabilities only through the community of persons with disabilities. It is hoped that the impact of this activity is given motivation to persons with disabilities who have not participated so far, they are eager to come to the polling station to give their voting rights. With direct visits, persons with disabilities feel that their existence is significant in community life.   ABSTRAK Kegiatan pengabdian pada masyarakat ini fokus pada Pilkada Bagi Penyandang Disabilitas 2020 di Kecamatan Karawang Timur.  Tujuan dari pelaksanaan pengabdian ini adalah agar para penyandang disabilitas mengetahui dan mendapatkan informasi terkait pelaksanaan Pilkada Kabupaten Karawang tahun 2020. Kegiatan ini dilaksanakan dengan metode ceramah, diskusi tanya jawab dengan mendatangi sebagian penyandang disabilitas yang berada di wilayah Karawang Timur, serta webinar untuk penyandang disabilitas dan aparat pemerintah desa dan kecamatan di Karawang Timur, dilakukan pembuatan video yang diperlihatkan kepada kaum disabilitas para calon yang berkontestasi dalam Pilkada. Hasil pelaksanaan kegiatan pengabdian ini adalah mengetahui bahwa para penyandang disabilitis yang masih termarginalkan, dengan sosialisasi yang dilaksanakan memberikan pendidikan bagi penyandang disabilitas untuk mau dan jangan malu  berpartisipasi memberikan hak suaranya dalam Pilkada Karawang tahun 2020, meningkatkan motivasi sebagian para penyandang disabilitis yang selama ini tidak pernah mau datang ke TPS tercerahkan untuk berniat datang memberikan hak politiknya pada hari pemilihan.   Simpulan atas pelaksanaan kegiatan pengabdian ini masih rendahnya perhatian yang diberikan pemerintah dan penyelenggara Pemilu yang merangkul semua lapisan masyarakat dalam hal partisipasi politik, tidak pernah secara langsung kegiatan sosialisasi sampai pada level akar rumput, sehingga kegiatan ini dirasakan sangat membantu peran pemerintah dan penyelenggara pemilu yang hanya melakukan satu kali sosialisasi pilkada untuk penyandang disabilitas yang hanya melalui komunitas penyandang disabilitas. Dampak dari kegiatan ini diharapkan setelah diberikan motivasi kepada para penyandang disabilitas yang selama ini tidak ikut berpartisipasi, mereka bersemangat untuk datang ke TPS memberikan hak suaranya. Dengan adanya kunjungan secara langsung para penyandang disabilitas merasa keberadaannya pun berarti dalam kehidupan masyarakat.

There is growing concern from disability activists that welfare&ndash;to-work (workfare) policies present substantial barriers to participation in the open labor market for people with disabilities. Perceived success of the U.S. workfare policy in reducing government expenditures, however, sparked the Slovak Republic to adopt similar policy. The article explores how the recently implemented workfare system created because of the Slovak National Action Plan on Social Inclusion (NAPS) affects the open labor market participation of people with disabilities. It draws on Nancy Fraser&rsquo;s theory of social justice to frame injustices in the policies and practices surrounding the Slovak workfare system for people with disabilities. It examines five key areas outlined in the NAPS that directly impact the participation of people with disabilities in the labor market in Slovakia: stigma, accessibility, training, legislation, and supported employment.<p>Keywords: Disability, Slovakia, Workfare, Nancy Fraser, Human Rights</p>
