This study aims to determine the potential of cultural tourism in the municipalities that comprise region 6 of the State of Jalisco, territorially delimited in the South of Jalisco. Any operation of cultural tourism companies should make the strategic diagnosis, which explains the use of SWOT analysis as a tool for strategic planning of cultural tourism enterprises. The current research features coordination of strategic aims and tasks in the strategic planning documents of regional development. The mechanism of systematic coordination and harmonization of development parameters for the different territories is meant to consider the real economic interests of the state, regions, communities and individual citizens. In a hierarchical relationship, such a mechanism of systematic coordination and harmonization can be represented as a multi-level system. The toplevel is that of the state, where parameters for the development of the country as a whole, as well as individual regions and industries are defined. The next level is regional; it deals with development parameters of the region in general and its territories. The basic level is local: it defines parameters for the development of particular territories with consideration of interests of the territorial community and individual citizens. An important condition of this coordination is both vertical and horizontal components of territorial dimension.

The article substantiates the modern interpretation of spatial regulation of the economy. It determines the priorities and practical tools for managing spatial development, including the task of overcoming economic differentiation of Russian regions. The paper reveals the distinguishing features of spatial regulation policy in the context of the transition to the system of strategic planning. The theoretical and methodological basis of the study embraces the growth poles theory, the theory of new economic geography and the theoretical provisions of the Russian school of productive forces distribution, which made it possible to integrate the ideas of planned development of territories and market mechanisms of spatial self-regulation. Among the main research methods are economic-legal analysis and generalization. The system of regional development indicators constitutes the empirical basis of the study. The research results contain recommendations to clarify the provisions of the Spatial Development Strategy of the Russian Federation. In particular, the assessment of the economic differentiation of Russian regions, as well as its target values for the future should be added to the Strategy. We suggest classifying the types of federal constituent territories as objects of the state policy on regional development based on their economic characteristics. Moreover, it is expedient to overcome the current duality in the interpretation of the meso-level of strategic planning, and to design a state program for supporting towns through identification of specific needs of each type of settlement. The study also proposes to harmonize the legislation on strategic planning and on the fundamentals of the state policy on regional development with respect to priorities of economic equalization of regions, the emphasis on the federation subjects’ self-development, etc.

The article is concerned with the current principles of regional development management and formation of regional policy. The key aspects and mechanisms of regional governance such as public administration and regionalistics are examined. The directions of research in the sphere of regional development management are provided. The main stages and components that provide for the implementation of the State policy of regional development are considered. Based on both Ukrainian and European regional development strategies, the following key principles of regional development management and regional policy formation are allocated: regional development based on the principles of sustainability; regional development based on the principles of circular economy; regional development based on the principles of typologization of regions; regional development based on the principles of investment policy. Each of these principles is considered separately in terms of the importance of application in the formation of regional development policy. During the analysis, it was noted that the topical issues in the formation of regional development strategies on the basis of sustainability were and remain the issues of assessment of the achieved results, which are distilled down to the development of a single conception and determination of the relevant goals of the group of indicators on which this conception should be based. It also emphasized the need to develop certain measures for the implementation of circular business models, development of transition strategy and policy of both the State-controlled and regional support. It is specified that in order to effectively develop territories in the management of regional development and formation of regional policy, it is necessary to take into account the specifics of each region, and therefore to perform a preliminary typologization. When considering regional investments in the formation of a regional development strategy, it is emphasized that in the formation of an effective investment policy at the regional level, the application of the approach based on the typologization of regions both in terms of development in general and in terms of investment development in particular becomes an important aspect. The general conception of regional development management and regional policy formation has been formed. The author emphasizes the conformity of such a conception to modern conditions for the development of Ukrainian regions.

Problem setting. Local governments in Ukraine have been given more powers and financial resources to ensure balanced local development in the context of decentralization. Due to the decentralization of public power, strategic planning at the level of territorial communities has acquired a qualitatively new meaning. On the one hand, this was facilitated by the establishment of direct inter-budgetary relations of local self-government bodies of the basic level with the state budget. On the other hand, the stimulating factor that necessitated the introduction of the principles of strategic planning in territorial communities was the change of approaches to the implementation of state regional policy. At the same time, today there are no relevant studies of the state of strategic planning at the local level and the ability of local governments to ensure the formation of quality strategies for the development of territorial communities. Recent research and publications analysis. The studies of the strategic planning of regional and local development have been performed by V. Kuybida, V. Vakulenko, O. Berdanova, V. Yuzefovych, A. Tkachuk, T. Zabukovets-Kovachych, V. Kuzmyn, O. Prokopenko, V. Udovychenko, N. Hrynchuk, V. Koltun, S. Shults, S. Davymuk, L. Fedulova and others. Highlighting previously unsettled parts of the general problem. In spite of the researcher’s interest in the selected range of problems, the issue of the quality of strategic planning and the effectiveness of the implementation of local development strategies remains understudied. Paper main body. As a result of the administrative-territorial reform, 73 territorial communities were created in the territory of Lviv region. Today development strategies are available in 18 of them. Another 33 territorial communities are in the process of developing strategies. 22 territorial communities have not started developing strategies yet. There are certain patterns regarding the state of strategic planning in communities. It depends on their financial capacity. This is verified by the analysis of three groups of territorial communities. According to the available information, the relationship between the state of strategic planning in territorial communities, depending on the status of their administrative center (village, town or city) is not established. The processes of voluntary unification of territorial communities had a clear positive impact on the state of strategic planning at the local level. Thus, out of 18 territorial communities of Lviv region, which currently have development strategies, 16 have developed strategies in the status of voluntarily united territorial communities. Research institutions, public organizations, think tanks, local regional development agencies, international and domestic projects to support the institutional capacity of local self-government, associations of local self-government bodies have a positive impact on the state of strategic planning in communities. The problem of synchronization of planning periods in the development strategies of territorial communities of Lviv region with the state planning period, which is focused on the relevant planning period of the European Union – 2021 – 2027, is one of the most common. Thus, only 5 territorial communities have strategies developed by 2027. Thus, the results of the analysis of the state of strategic planning for the development of territorial communities of Lviv region revealed the following problems, which are grouped by different aspects: – lack of approved strategies of territorial communities; – the boundaries of territorial communities have been changed after the approval of relevant strategies; – the problem of synchronization of planning periods in development strategies of territorial communities with the state planning period; – insufficiently deep socio-economic analysis of the development of the respective territories; – lack of conclusions on the identified trends of socio-economic development based on the results of socio-economic analysis; – lack of described development scenarios, demographic and economic forecasts in most community development strategies; – low level of participation of business and public representatives in the formation of the strategy of development of the territorial community; – Lack of Action Plans for the implementation of strategies for the development of territorial communities; – weak logical connection between the strategic objectives of the Strategies for the Development of Territorial Communities and budget planning. Conclusions of the research and prospects for further studies. Strategic planning in territorial communities is one of the conditions for a successful of decentralization reform. The strategies of the region and territorial communities of Lviv region for the planning period 2021 – 2027 were developed in 2018 – 2020 and are mostly in line with the State Strategy for Regional Development. At the same time, regional and local strategies reveal an imbalance of tasks according to strategic goals. The problem is the focus on the “infrastructure component” and the lack of understanding of the need to take priority measures to increase the level of cohesion of the territorial community around common values and priorities. Most territorial community development strategies offer typical solutions to problems that do not always correspond to the specifics of local demographic, economic and cultural development, as well as the problems of the respective territories. Quality strategies for the development of territorial communities require a unified methodology approved by the Government. In order to increase the effectiveness of the implementation of strategies for the development of territorial communities, it is necessary to form action plans and implement monitoring. To solve the problems of strategic planning in territorial communities, it is important to provide constant support from state and regional authorities.

Abstract  In this study, One Village One Product (OVOP) was used to analyze regional development with the aim of advancing the economy of a region through the identification of superior products in the area. The purpose of using One Village One Product (OVOP) is to identify regional superior products, identify market potential and identify regional superior product development strategies using SWOT analysis of Wajik Tapai Melayu food product. The results of this study is that there are several products that can be used as regional superior products in Riau, such as Wajik Tapai Melayu food product. This is also supported by the Government of Riau Province which is now proclaiming the development of tourism objects in Riau to attract more tourists to visit Riau. Adapun tujuan  menggunakan One Village One Product (OVOP) adalah untuk mengidentifikasi terhadap produk unggulan daerah, mengidentifikasi potensi pasar dan mengidentifikasi strategi pengembangan produk unggulan daerah menggunakan analisia SWOT terhadap produk pangan Wajik Tapai Melayu. Hasil dari penelitian ini adalah ada beberapa produk yang bisa dijadikan produk unggulan daerah di Riau salah satunya adalah produk pangan Wajik Tapai Melayu. Hal ini juga didukung oleh Pemerintah Propinsi Riau saat ini mencanangkan pengembangan objek wisata di Riau untuk menarik wisatawan untuk berkunjung ke Riau, dengan meningkatnya wisatawan ke Riau akan berdampak terhadap pertumbuhan industri kecil salah satunya produk pangan Wajik Tape Melayu yang juga menjadi Produk Unggulan Daerah di Riau.

The article substantiates the need to study the issues of strategic planning the development of the territories of the Russian Federation in modern economic conditions. The role of state regulation in solving the issues of rationalization in financial resources distribution to create optimum conditions to form the socio-economic environment of regional development is determined. The resource base of regional development is studied. The main problems affecting the formation of the system for regional development strategic planning are identified. Currently, the legislative and regulatory framework for strategic planning and forecasting available in Russia is mainly descriptive, which is a serious obstacle for the formation of a unified territorial development scheme. The problems presented in the article show that in this situation, the task of optimizing the system of centralized regions management advances to the forefront. It is the strategic vision of the formation of the national economic complex in the development of the state that will optimize this system. The most effective directions for the strategic development of Russian regions, forming the general level of state development are proposed. Despite the already established system of relatively independent planning regions' development by the regions themselves, the role of the state in the final determining the direction of socio-economic development in general remains unchanged. It is the state that chooses the methods of regulation. Solving these tasks will enable the state to form and control the system of strategic planning for the development of regions and the state as a whole as efficiently as possible.

Purpose The financial resources limitation, the difficult conditions for entry into the market and the lack of sufficient funds are the most important problems facing Iranian small and medium enterprises (SMEs). For these reasons, this paper aims to propose an appropriate methodology for formulating the most influential Iranian SMEs development strategies to make it possible to grow and make more income. Then, a framework is developed to precisely determine the target market for Iranian SMEs. Design/methodology/approach The paper uses strengths, weaknesses, opportunities and threats (SWOT) analysis; Pareto principle and analysis of the market conditions to propose the development strategies and uses a methodology based on multicriteria decision-making (MCDM) method to determine the target market. Findings According to the research results, it is necessary for the Iranian SMEs to follow the brand strengthening, product and market development, enhancing product quality and creating research and development units strategies focusing on the domestic market. The results obtained from the empirical study also indicated that the customer acquisition rate improved from 0.06 to 0.13 per month, and the company's income has a 64% growth in 2016 than the year 2015 through the selection of some public customers as the target market. Originality/value Very few studies have been done so far on the formulation methodology of a market entry strategy for SMEs. Studies by researchers imply that no studies have been conducted in Iran in this regard. International studies also mainly focus on the impact of some marketing activities.
