The article substantiates the modern interpretation of spatial regulation of the economy. It determines the priorities and practical tools for managing spatial development, including the task of overcoming economic differentiation of Russian regions. The paper reveals the distinguishing features of spatial regulation policy in the context of the transition to the system of strategic planning. The theoretical and methodological basis of the study embraces the growth poles theory, the theory of new economic geography and the theoretical provisions of the Russian school of productive forces distribution, which made it possible to integrate the ideas of planned development of territories and market mechanisms of spatial self-regulation. Among the main research methods are economic-legal analysis and generalization. The system of regional development indicators constitutes the empirical basis of the study. The research results contain recommendations to clarify the provisions of the Spatial Development Strategy of the Russian Federation. In particular, the assessment of the economic differentiation of Russian regions, as well as its target values for the future should be added to the Strategy. We suggest classifying the types of federal constituent territories as objects of the state policy on regional development based on their economic characteristics. Moreover, it is expedient to overcome the current duality in the interpretation of the meso-level of strategic planning, and to design a state program for supporting towns through identification of specific needs of each type of settlement. The study also proposes to harmonize the legislation on strategic planning and on the fundamentals of the state policy on regional development with respect to priorities of economic equalization of regions, the emphasis on the federation subjects’ self-development, etc.

The article deals with scientific approaches to the interpretation of the concept «digital economy». It defines digital economy, meaning economy based upon digital technology and provides inclusive socio-economic development and prosperity. The article identifies the specifics, contradictions and transition issues of state policy in the sphere of informatization towards intensive development of digital economy. Under the study the realization of the Concept for the Development of Digital Economy and Society of Ukraine for 2018-2020 and the plan of measures for its implementation are determined to be in a state of stagnation. The issue of the Development of Digital Economy and Society of Ukraine is not properly transformed into corresponding obligatory functions, tasks and powers of central executive authorities and local self-government bodies yet. It is provided rationale for modern city as a priority object and self-sufficient subject of development of digital economy and society in Ukraine. The cities of Ukraine ought to be observed like local centers of potential dynamic shifts in socio-economic environment of the region and deployment of economic prosperity based on digital development. The perspectives of the concept «smart-city» in the context of modern policy of digital development are performed. The author claims that the determinant of the effective digital development policy in the administrative-territorial units of Ukraine is the adequacy of the system legislative regulation of the institutional and legal mechanisms for its implementation in accordance with the norms of the Information and Digital Codes of Ukraine, the State Strategy for Regional Development for the period until 2020. The consensual basis for synchronous development of the Information and Digital Codes of Ukraine are defined by the government approved principles for implementing the modern state policy of digital development in Ukraine, in particular openness; transparency; multiple usage; technological neutrality and portability of data; citizens-orientated; inclusiveness and accessibility; safety and confidentiality; multilingualism; support decision-making; administrative simplification; information storage; evaluation of efficiency and effectiveness. The article suggests the following: indicating the development of the digital economy and society in Ukraine among the priorities of the State Strategy for Regional Development for the period up to 2020; ensuring the priority of accelerated transformation of the socio-economic environment of cities under the approval of strategic plans, programs and actions within the state regional policy.

The article explores the development of methodological principles in the field of strategic planning and management and the development of planning documents in the field of national security, taking into account the peculiarities of the current stage of global development, the variability of the security environment. The purpose of this article is to identify problematic issues in the field of national security planning in Ukraine and ways to improve the process of development and implementation of the National Security Strategy, taking into account the best world practices. The research is based on the analysis of publications by domestic and foreign researchers in the field of strategic planning, appropriate legal acts of Ukraine, as well as the author's experience gained from her involving in development of draft strategic documents of the state. This article is focusing on solving the following scientific and practical problems: identification of the main trends in the development of methodological framework of strategic planning in the field of national security; identification of problems in the field of strategic planning in the field of national security of Ukraine; identification of scientifically substantiated ways to improve the process of strategic planning in the field of national security in Ukraine, taking into account the best international practices. The main research methods are empirical (in particular, observations, descriptions, comparisons) and general scientific (primarily, analysis, synthesis, generalization, explanation, historical and logical methods, etc.). The main results of the study are, in particular, the following: It is determined that in accordance to the best world practices the development of national security strategies take into account the principles of national resilience and the wide expert involvement in the process of preparation of such a document is recommended. The growing role of strategic management and the need to ensure national resilience characterize current trends in the development of methodological framework of strategic planning in the field of national security. It is emphasized that the very fact that the state has a national security strategy based on the scientific ground is not a guarantee of achieving certain goals and results in practice. Therefore, the process of implementation of such a document should be under constant control by the public authorities. The new cycle of planning has been starting after the adoption in 2020 of the new National Security Strategy of Ukraine. The analysis conducted by the author revealed a number of problematic issues, the solution of which requires, in particular, the amendment to the Law of Ukraine "On National Security of Ukraine" in terms of strategic planning. The fundamental differences and innovations of the current National Security Strategy of Ukraine in comparison with its previous editions are determined. It is emphasized that lessons from the experience of implementing strategic planning documents in the field of national security should be learned in Ukraine. It is determined that the low level of implementation of previous national security strategies of Ukraine was caused by the declarative nature of some of their norms, lack and formality of control over the implementation of such documents, lack of reporting procedures, indicators and criteria for evaluating the results, including for their compliance with certain objectives. The lack of attention to the analysis of the security situation in appropriate field, risk assessment, forecasting, threat identification and vulnerability detection are identified as some of the most significant problems during the preparation of strategic planning documents in the field of national security. Based on the results of the study, recommendations for the state authorities of Ukraine were prepared.

Territorial development is both a toolto ensure effective and sustainable socio-economic development of Russia, and on the other hand requires a consistent transformation of spatial organization and economic structure of the country. In developing the spatial development strategy advocates the need for a comprehensive methodology for the spatial distribution as the industry structure of the economy, as well as legal support for the planned activities. The article describes the principles and approaches to the choice of tools used in the development of spatial development strategy. The main stages of strategic planning of the territory’sare strengths and weaknesses, opportunities and threats. By type of competitive advantages, all the factors of competitiveness are grouped into three categories: natural resource, operational and strategic. The model of long-term planning of sustainable regional development in the context of providing a effective state regional policy is developed in the article. The received model is simulated and it’s involves the coordination of macro and micro indicators of sustainable development. The GRP value is calculated with the forecasted values of these indicators, and then their equilibrium is estimated which is possible, as was noted above, on the basis of the Gini coefficient. This allows to receive an agreed forecast for all indicators. To ensure the effectiveness of the state policy influence on sustainable development is possible by systematizing the activity and formalization of the state regional policy and improving its organizational, legal and methodological support, in particular, correction of the defining and adjusting parameters of the sustainable development in the scale of separate regions and the state. Since the normatively fixed criteria for evaluating such a development differ significantly among themselves (applied for the quarterly and annual evaluation). The main stages of planning of regional development processes in the social and economic directions are specified. In view of them, information and analytical technology is built. The forecasting technology should provide a refinement of the system of indicators of the sustainable development of regions and expansion of those indicators that are necessary to describe the conditions of this development in relation to the state as a whole. In our view, the realization of this task should take place provided that the correlation analysis of the indicators is applied. The choice of a method of research of development of regional processes is proved. The adequacy of the model of long-term planning of sustainable regional development in Ukraine is estimated. The results received are the basis for working out of a complex of actions for indicative plans and monitoring of the development of the state regional policy.

The current research features coordination of strategic aims and tasks in the strategic planning documents of regional development. The mechanism of systematic coordination and harmonization of development parameters for the different territories is meant to consider the real economic interests of the state, regions, communities and individual citizens. In a hierarchical relationship, such a mechanism of systematic coordination and harmonization can be represented as a multi-level system. The toplevel is that of the state, where parameters for the development of the country as a whole, as well as individual regions and industries are defined. The next level is regional; it deals with development parameters of the region in general and its territories. The basic level is local: it defines parameters for the development of particular territories with consideration of interests of the territorial community and individual citizens. An important condition of this coordination is both vertical and horizontal components of territorial dimension.

Introduction. The chronological framework of the study includes the period of development of the People’sRepublic of China from 1949 to the present, when state policy was formed in relation to large, medium and small cities, which had a significant impact on the socio-economic transformations of China. Goals and objectives of the study. It is necessary to consider the features of the implementation of the state policy of the PRC in the 1949–2000s. in relation to the development of urban areas, the regulation of the urbanization process. Materials and methods. The article was written on the basis of sources on the economic history of the PRC: materials of five-year plans, documents of the State Council and the Central Committee of theCommunist Party of China. The study used such special historical methods as problem-chronological and retrospective. Results. In the history of China’s state policy in relation to urban development, two main stages can be distinguished: 1. The initial period of urban construction management (1949–1976), when the main industrial urban centers of the PRC were formed. 2. The period of urban construction management in China after the start of the policy of “reform and opening” (from 1978 to the present), when cities began to act as the main “development poles” of the surrounding territories. Throughout its 70-year history, the Chinese city has become a center of national economic development and a “growth pole” for the regional economy. A modern production base, modernized educational, scientific and technological centers were formed in the cities. The state policy in the field of development of urban areas was regulated not only by five-year plans, as throughout the history of the PRC, but also by such important documents as the “National program of urbanization of a new type for 2014–2020” from 2015, Plan for the construction of 19 urban agglomerations in the Central, Western and North-Eastern regions from 2016. Conclusions. The formed state policy of China in relation to urban areas at the present stage is dictated by the tasks of co-development of urban and rural areas, the principles of building an ecological civilization, the norms of sustainable regional development, the requirements of modernizing economic changes in the interests of “socialism with Chinese characteristics”, as well as the goals of implementing the updated strategy of coordinated regional development.

The formation of a new State regional policy in Ukraine on the basis of a combination of both the sectoral and the territorial approach requires comprehension of the functional direction of territories. The key point at that is a typologyzation of the territories of Ukraine on a functional basis, their delineation and concretization for the purposes of the State policy. The article is aimed at specifying and proposing the definition of coastal territories for the purposes of the State policy of regional development on the basis of an analysis of the achievements by domestic scholars, as well as the current legislation of both the European Union and Ukraine. The analysis, carried out by the author, showed that the current legal framework of Ukraine does not regulate all types of territories to which the State policy of regional development is directed. Such territories, in particular, include coastal territories. In the course of research, the methodology of typologyzation of coastal territories in the European Union is disclosed; an analysis of the segregating coastal territories by domestic scientists is carried out; a critical review of Ukrainian legislation on the interpretation of the concepts related to coastal territories is accomplished. The definitions of «coastal territories» and «coastal territorial community» are substantiated and suggested for the purposes of the State policy of regional development of Ukraine, taking into account the changes introduced by the decentralization reform.
