Resource efficiency, including cleaner production and energy efficiency (CP/EE), play an important role in supporting Africa’s sustainable growth in the future. Since the 1990s both the governments and development agencies in Africa have promoted such strategies to help firms reduce their negative environmental impact while enhancing their economic performance. The main objective of this study was first to explore opportunities and constraints for the commercial financing of micro, small and medium enterprises (MSMEs) for resource efficiency and cleaner production (RECP) projects in East Africa (EA), and to develop a sustainable financial scheme for firm-level RECP programs; secondly, to interrogate financing opportunities for RECP advisory services allowing for the growth of the RECP agenda and providing the opportunity to make RECP programs self-sustaining; and thirdly, to increase the use of, and investment in RECP technologies by Enterprises (Industries and MSMEs) in EA. A survey was undertaken across EA and stratified sampling was used to ensure all the partner states were included in the sample. A mixed method approach was used where both primary and secondary data were collected. The sample size comprised of 36 financial institutions and 42 enterprises across the EA region. Key respondents across the industries were interviewed, and a semi–structured questionnaire was used. Quantitative data was analysed by descriptive analysis using SPSS and presented in form of frequency tables. Content analysis was used for the qualitative data and then presented in prose. A hybrid kind of scheme(s) was developed. The study recommends a guarantee scheme whereby the government and or development partners provide guarantee to commercial banks at 50% and the enterprises would be required to raise 50% collateral to unlock funding to enterprises. However, most MSMEs indicated the lack of capacity to raise the 50% collateral hence the study proposes a revolving fund supported by the development funds to set aside a kitty to cater for this category of enterprises. Additionally, a rigorous process has been put in place to implement these two models of financing. Through the study formulation of managerial policy and practice that promote better RECP practices and green growth will be operationalized.

The concept of community-based ecotourism is one of the sustainable development concepts suitable to be applied to traditional regions with nature tourism potential. Differences in culture between traditional communities and the outside world are not an obstacle in developing the region because with their local wisdom traditional communities can participate in protecting and managing their natural surrounding and at the same time become an attraction for other communities. However, outside societies can influence the culture of the traditional communities that originally tends to be oriented on biocentrism to shift towards anthropocentrism. This can eventually hamper the continuity of ecotourism development. This can be seen from the traditional communities at Lake Sentani, the case study of the author. The study is based on literature and secondary data and used descriptive analysis. The traditional communities of Sentani do not yet fully participate in the development of tourism in its surroundings. Their involvement in tourism development is more focused on ceremonial activities such as can be seen at the Lake Sentani Festival which is organized every year by the government. Besides this, after coming into contact with modern life the traditional communities of Lake Sentani rarely perform their daily activities based on local wisdom aimed at natural conservation of the lake. The development of urban areas in the surroundings also influences changes in land use in the Lake Sentani region which then causes among others erosion, sedimentation, and pollution of the lake water. Socio-economic and cultural changes in the traditional communities of Sentani and the growth of development also contribute towards ecological change in the area of Lake Sentani, the place they live in.

The political and ideological concerns aside, the fundamental economic argument in favor of postsocialist transition to a market system has been a supposition that it will improve allocative efficiency and thus the competitiveness of the industries and standard of living of households. It is believed that the shift of property rights from the state to private sector must quickly facilitate such an improvement. Yet in the majority of cases, even after the first decade of transition, the economies have not returned to the path of sustainable growth. The countries tackling the issues of recovery and growth relatively better are these which were able to focus not only on de-nationalization of the state assets, but mainly on the development of venture entrepreneurship. The grass-rooted development of especially small and medium enterprises has contributed significantly to overcoming the transitional depression and then to recovery and fast growth. Yet to accomplish such a sequence specific systemic and policy conditions must be met. To facilitate such a path of development proper institutional arrangements must be executed by the governments, legal framework must be established and the government policies ought to support the rise and competitive performance of the small and medium enterprises (SME). Liberalization is a prerequisite of growth of this sector in transition economies, but is not a sufficient condition. The crucial factors involve the institutional arrangements.
