The article analyzes the experience of ethical committees in biomedicine from the standpoint of a legal approach. The Ethics Committee is interpreted as a fundamentally new institution in the system of scientific and technological governance, carrying out public examination of the biomedical research ethical acceptability and the corresponding social control. The author proposes some directions for improving the legal status of ethical (bioethical) committees in Russia, and also notes the need for special efforts by the state to form the proper institutional framework for their activities. Currently, biomedicine is a kind of a proving ground for testing the effectiveness of this new institution in the management system of modern science, performing the function of an intermediary between science, society and the state. An analysis of this experience allows us to conclude that it is advisable to extend it to other areas of scientific and technological activities, covered by the concept of NBIK-convergence.

The purpose of the article is to analyse the role of the Constitution of Ukraine in the state-building and law-making processes and to study the problem of necessity and directions of its improvement. The methodological basis of the work is a set of general and special scientific methods. It is based on the philosophical method of dialectics. Methods of recognition such as logic-semantic, system-structural, formal-legal, comparative-legal and other methods of recognition of processes and phenomena are used for the purpose of work. The article emphasizes that the adoption of the Constitution of Ukraine in 1996 marked an important stage of the national state building, which legally defined the transformational transition of Ukraine from totalitarianism to democracy. It is noted that the Constitution of Ukraine, as a legal act of supreme legal force, has been the legal basis for the formation of Ukraine as a democratic, legal and social state and has become a political and legal document of a programme character, which directed Ukrainian society and public authorities to appropriate democratic reforms in the field of the state-building and law-making processes. It is noted that a number of political, social, economic and legal factors put on the agenda the issue of constitutional reform in our country, which should aim at achieving the European level of socio-economic development, modernization of the existing governance system, improvement of public authority and the legal status of citizens.

The crisis of the enterprises that develop science intensive defense articles is caused by the loss of the research-and-production potential of these enterprises during the reformation of the Russian economy. The state customer that applies economic-organizing approaches, which don’t correspond to the development, now complicates restoration of the research-and-production potential science intensive defense articles developers. State customer economic-organizing approaches to the development are applied using contract development management system on the formation of the price and volume of the state contract development funding. The contract development management system in price formation (and funding alike) of the development doesn’t correspond the development as an object of management. Such inconsistency is one of the main reasons of cur-rent crisis of the science intensive product developers. First of all, the crisis of the science intensive product developers shows in the drop of the quality and low profitability of the science intensive defense articles. The article proposes the antirecessionary economic-organizing approaches to the price formation of the defense articles development that correspond to the peculiarities of the development, provide the state support of the defense articles developers’ research-and-production potential recovery, provide the antirecessionary development management and should be used in contract development management system

SQL Server Reporting Services is a way to analyze data, create reports using the indicators and gauges. Indicators are minimal gauges that convey the state of a single data value at a glance, and most are used to represent the state of Key Performance Indicators. Manage and harmonize the performance of an institution's educational institutions, especially universities with the performance of individuals or resources, no doubt is one of the essential elements for the success of an entity of the institution. Integrate the performance of an educational institution with individual performance is not an easy process, and therefore required a systematic approach to manage it. Implementation of a strategic management system based Balanced Scorecard can be used as a performance measurement system that will continuously monitor the successful implementation of the strategy of any public educational institution and measure the performance of its resources in a comprehensive and balanced, not the quantity but the emphasis is more concerned with the quality, so the performance of educational institutions at any time can be known clearly. Contribution of Key Performance Indicators to manage and harmonize the performance of any public institution is a solution in providing information to realize the extent of work that has set targets, identify and monitor measures of success, of course, with performance indicators show a clear, specific and measurable.

A significant part of Ukrainian bridges on public roads is operated for more than 30 years (94 %). At the same time, the traffic volume and the weight of vehicles has increased significantly. Insufficient level of bridges maintenance funding leads to the deterioration of their technical state. The ways to ensure reliable and safe operation of bridges are considered. The procedure for determining the predicted operational status of the elements and the bridge in general, which has a scientific novelty, is proposed. In the software complex, Analytical Expert Bridges Management System (AESUM), is a function that allows tracking the changes in the operational status of bridges both in Ukraine and in each region separately. The given algorithm of the procedure for determining the predicted state of the bridge using a degradation model is described using the Nassie-Schneidermann diagram. The model of the degradation of the bridge performance which is adopted in Ukraine as a normative one, and the algorithm for its adaptation to the AESUM program complex with the function to ensure the probabilistic predicted operating condition of the bridges in the automatic mode is presented. This makes it possible, even in case of unsatisfactory performance of surveys, to have the predicted lifetime of bridges at the required time. For each bridge element it is possible to determine the residual time of operation that will allow predict the state of the elements of the structure for a certain period of time in the future. Significant interest for specialists calls for the approaches to the development of orientated perspective plans for bridge inspection and monitoring of changes in the operational status of bridges for 2009-2018 in Ukraine. For the analysis of the state of the bridge economy, the information is available on the distribution of bridges by operating state related to the administrative significance of roads, by road categories and by materials of the structures. Determining the operating state of the bridge is an important condition for making the qualified decisions as regards its maintenance. The Analytical Expert Bridges Management System (AESUM) which is implemented in Ukraine, stores the data on the monitoring the status of bridges and performs the necessary procedures to maintain them in a reliable and safe operating condition. An important result of the work is the ability to determine the distribution of bridges on the public roads of Ukraine, according to operating conditions established in the program complex of AESUM, which is presented in accordance with the data of the current year. In conditions of limited funding and in case of unsatisfactory performance of surveys, it is possible to make the reasonable management decisions regarding the repair and the reconstruction of bridges. Abstract Amendment to the Act on special rules of preparation and implementation of investment in public roads resulted in an accelerated mode of acquisition of land for the development of roads. The decision to authorize the execution of road investment issued on its basis has several effects, i.e. determines the location of a road, approves surveying division, approves construction design and also results in acquisition of a real property by virtue of law by the State Treasury or local government unit, among others. The conducted study revealed that over 3 years, in this mode, the city of Krakow has acquired 31 hectares of land intended for the implementation of road investments. Compensation is determined in separate proceedings based on an appraisal study estimating property value, often at a distant time after the loss of land by the owner. One reason for the lengthy compensation proceedings is challenging the proposed amount of compensation, unregulated legal status of the property as well as imprecise legislation. It is important to properly develop geodetic and legal documentation which accompanies the application for issuance of the decision and is also used in compensation proceedings.

The article considers the role of integration processes of the quality management system in the field of civil aviation. The process of effective implementation of IMS in the corporate environment is taken into consideration and substantiated. The analysis of ICAO-9859 Document is carried out and the need for the implementation of an integrated corporate management system in organizations operating in civil aviation is substantiated. The advantages of using integrated systems are substantiated. General and specific principles of the Safety Management System (SMS) and Quality Management System (QMS) are highlighted. The created system for the effective implementation of the IMS is considered using a specific example of applying the requirements of the “Safety Management Manual”.

The purpose of the study is to show how the features of geocartographic way of thinking are manifested in the meta-theory of knowledge based on mathematical formalisms. General cartographic concepts and regularities are considered in the view of metatheoretic analysis using cognitive procedures of fiber bundle from differential geometry. On levels of metainformation generalization, the geocartographic metatheoretic approach to the study of reality is higher than the system-theoretical one. It regulates the type of equations, models, and methods of each intertheory expressed in its own system terms. There is a balance between the state of any system and its geographical environment; therefore the observed phenomena are only explained theoretically in a metatheoretic projection on the corresponding system-thematic layer of the knowledge map. Metatheoretic research enables passing from the systematization of already known patterns to the formation of new knowledge through the scientific stratification of reality. ABSTRACT In the last ten years, Medellín, Colombia has undergone significant socioeconomic improvements and a reduction in homicides. By drawing from qualitative data collected in Medellín, this article shows how, despite these improvements, residents in the marginalized neighborhoods maintain a perception that the state is unable or unwilling to provide them with services, such as employment and order or social control. Criminal gangs in these neighborhoods appear to rely on, and even exploit, the weakness of the state, as they are able to get citizens to perceive them as more reliable and legitimate than the state. This article argues that it is important for Latin American policymakers to promote citizen engagement in the design and implementation of policies to reduce current levels of violence.

In the Southeast Asian context, legal status is ambiguous; it enlarges some risks while lessening others. As is true in many contexts across the Global South, while documentation clearly serves the interest of the state by offering them greater control over migrant bodies, it is less clear that it serves the goals, needs, and well-being of migrants.
