The regulatory framework for evaluating the effectiveness of scientific research within the national scientific system, at the level of individual scientific organizations and researchers is considered. The analysis of individual indicators of scientific performance at the national level is carried out. In particular, the following indicators were analyzed: publication and patent activity, development and use of advanced technologies, commercialization of technologies in the domestic market and international technological exchange. The compliance of evaluation indicators at the level of scientific organizations and certification of researchers with indicators used at the national level is analyzed. It is concluded that till now the evaluation system usedhad little impact on decision-making on the allocation of resources for scientific research. Low attention of the expert community to the transfer of developments to the real sector was noted, although the available statistics show that there is an interest in new technologies on the part of manufacturing enterprises.

This article outlines their impact on China's technological innovation capabilities from nine aspects including primary and secondary education to university education, the shortcomings of scientific research evaluation system, the forward-looking of educational investment and the rationality of research funding, the negative feedback of the employment market on innovative research, intellectual property protection and incentive mechanism, The basic social system and its incentive mechanism combined with learning and research, the incentive mechanism and cultural atmosphere of enterprises and administrative institutions, and the origin of China's modern education model. The comprehensive analysis shows that changing the status quo of China's lack of innovation is a systematic project. A single ministry cannot complete many specific measures of reform, and must have a national-level top-level design. Through reform, the education and scientific research system has reasonable design and strong self-repairing ability. It is the need of innovation to promote industrial upgrading. Its effectiveness directly determines whether China can cross the middle income trap and the great rejuvenation of the Chinese nation.

Abstract The Tour de France, a three week bicycle race has a unique place in the world of sports. The 100th edition of the event took place in 2013. In the past of 110 years of its history, people noticed unique stories and duels in particular periods, celebrities that became legends that the world of sports will never forget. Also many places where the races unfolded made history in the Tour de France. In this article we tried to point out the spatial context of this event using advanced technologies for distribution of historical facts over the Internet. The Introduction briefly displays the attendance of a particular stage based on a regional point of view. The main topic deals with selected historical aspects of difficult ascents which every year decide the winner of Tour de France, and also attract fans from all over the world. In the final stage of the research, the distribution of results on the website available to a wide circle of fans of this sports event played a very significant part (www.tdfrance.eu). Using advanced methods and procedures we have tried to capture the historical and spatial dimensions of Tour de France in its general form and thus offering a new view of this unique sports event not only to the expert community, but for the general public as well.

Advanced technologies are emerging in rural school systems. This article discusses the availability of a variety of new technologies and their primary uses for instructional support, instructional applications, management, and staff development. Problems in initiating new technologies in rural environments and suggestions for using them are discussed. Successful technological models and projected future uses are described.

Software aging has been a subject explored for almost thirty years. Even with so many years of scientific research, new investigations will be needed due to new technologies. The Docker platform, for example, appeared in 2013 and, although it has been deeply explored, it still needs studies on software aging. Studies show that containers are lighter than virtual machines, however, running many containers can lead to aging. This paper presents a study of aging and rejuvenation of the Docker platform. An experiment was carried out for thirty days, which indicated different levels of aging by varying hardware capacity. We have applied an approach called SWARE. SWARE facilitates the detection of aging signs and rejuvenation effectiveness in a single experiment. Evidences have shown that resource consumption remains high after stopping the workload generation.

Though there have been works highlighting the advantages and disadvantages of online learning, no study focused on university-level economics students. None of the studies explored students' opinions about improving the quality and effectiveness of online classes. Many used questionable samples, closed-ended questions, and all those researches were carried out at the beginning of online classes. In this paper, we overcome these limitations of earlier studies. Using a convenience sampling technique and open-ended questions, we collect data from 154 university-level economics students after being exposed to the online class for a year. Some advantages of online classes are: students can do classes from home without being exposed to health risks, easily accessible, flexible class schedule, students remained connected with the study, it saves costs, reduce the likelihood of semester loss, easy to understand, less stressful, and learning new technologies. Major problems from students' perspectives include network problems, difficulties in understanding the topic, unsuitable for mathematical courses, concentration problem, class not interactive, financial constraint, adverse health impacts, device issues, power outages, unfamiliarity with digital technology, internet problem, and unfixed class-schedule. Disadvantages outnumbered advantages. Students made several suggestions to improve the quality and effectiveness of online classes. Some of the vital suggestions are: using state-of-the-art digital tools, recording and uploading lectures, resolving internet issues, holding classes regularly, higher efforts to make the topics easier, resolving network issues, lowering class duration, institutional support, implementing a fixed class schedule, and introducing online evaluation system.

The present paper aims to introduce several considerations regarding the shape, content and importance of the results obtained from the scientific research activity in the Romanian Academy as they are appreciated by the specialized personnel within the system. The study commences from the observations which adhere to the uniformity of the introduction manner of the research results across the entire national system of research-development from the international regulatory laws and the observations related to the different structure of results monitored and reported by the Romanian Academy. A proper management of the results obtained from the scientific research activity contributes, among others, to the assessment of the activities run by researches on personal level and further more to those run on institutional and national level. The results are elements of support for the analysis mode in which the system operates and they provide the basis of the next financing distribution. Thus, we regard as significant the special stress put on adjusting the manner of results presentation to the internationally agreed manner, in pusuit of visibility, competitiveness, comparability and increasing impact of the final outcomes upon the economic and social environment.

Abstract Surveys (2008-2018) carried out by the Local Health Agency of Trieste (ASUITS) in local collective catering (CC) services of schools, hospitals, nursing homes, and workplaces (25.000 daily meals) have shown some non - adherence to healthier food choices, food standards, procedures and green and social procurement as recommended by the WHO, FAO, UE, Ministry of Health and of Environment. The purpose of this project is to support local public and private organizations in transforming the national and regional catering services food standards related to health, nutrition, environment and social criteria into food procurement and food contracts specifications. This has been done by compiling the major obstacles to improved standards observed during surveys, and by sharing critical and relevant examples with major public contractors across local, regional and national level. The guidelines (GL) for public procurement of CC consist of five chapters: the elaboration of specifications; a response module to present the offer of services; selection and award criteria, an evaluation system of offers, and the technical specifications attached. Technical information fixes the constituent elements of the service in order to have similar and directly comparable offers. GL cover both the purchasing of food and the contracting of catering services. In this way public or private institutions are able to prepare tender documents suitable to respond to health, economic needs and Sustainable Development Goals (SDGs). The development of the GL has increased the awareness and real potential that local organizations have in enhancing the strategic use of purchasers to boost food qualification, jobs, growth and investment. As well as to create a more innovative economy, to be resource and energy efficient, and to be socially-inclusive. To meet population nutrient intake goals and SDGs it is necessary to increase co-operation and the sharing of the objectives of ’Health in All Policies’. Key messages Contractors need practical tools to apply sustainable development goals criteria in collective catering. The integrated collective catering guide is a key to improving capacity building in institutions.
