THE PUBLIC SECTOR AND PUBLIC ORGANIZATIONS INTERACTION MODELS IN THE SPHERE OF VOLUNTEER ACTIVITIES: SOCIAL AND CULTURAL ANALYSIS

The issue of institutionalization of the volunteer movement in Russia in the context of consideration of such forms as: social and cultural partnership, corporate volunteering, cooperation. Social and cultural partnership in the field of volunteerism is characterized as a constructive cooperation between three major sectors: public, private and public organizations. The public and private sector interaction models in the field of volunteer activities (classical, state, self-organization, etc.) are characterized. The main directions of volunteer movement development, in which a special role is given to the state structures and civil society interaction system: event volunteering, social volunteering, cultural and educational volunteering, medical volunteering, environmental volunteering, silver volunteering, inclusive volunteering. Attention is focused on corporate volunteering, which is just beginning to develop on the territory of the Russian Federation and pursues the goal of spreading the best volunteer social and cultural actions to promote socially significant volunteer activities of the company’s staff. Corporate volunteering is defined as voluntary and gratuitous activity of employees of the organization on the basis of their initiative participation in the practice of “helping behavior”. The analysis of the leading domestic and foreign volunteer practices implemented on the basis of various models of intersectoral social interaction aimed at the development of social initiatives of the population is presented.

Discussions about flexibility of organizations in the field of work are more frequent in the recent years, mostly as a result of the economic recession. Structural changes and globalization have had a severe effect on both, organizations and employees. Therefore, organizations must remain flexible to respond to unexpected changes to the area of demand, as well as adjust to new technologies and other influences. Organizations implement various measures to increase their flexibility of work and timing of work and internal mobility of employees or in the field of wages and labor costs. The article presents results of the research which examined whether there are differences in the flexibility of organizations in the field of work between employees in the public and private sectors in Slovenia. The results showed that private organizations enabled internal, numerical, functional and locational flexibility more often than public organizations. The most flexible among public organizations are public agencies and institutions.

This study explores the underlying dimensions of destination competitiveness, analyzing the contributions of government and industry stakeholders in enhancing the competitive position of Serbia on the international tourism market. Exploratory and confirmatory factor analysis were used to explore latent dimensionality of “destination competitiveness” among 48 competitiveness attributes evaluated by experts from the public and private sectors of Serbia’s tourism industry. Results show that Serbian competitiveness structure comprises five dimensions: risk management and adaptive environmental strategies, innovation and product development, planning for sustainable development, networking and community concern, and education for sustainability. The research identifies challenges and suggests areas where private and public linkages should be strengthened in order to enhance the competitiveness of Serbia’s tourism industry. Generically, the study advances our understanding of destination competitiveness, its multidimensional nature, and the implications for policy making.

This study focuses on the service quality and customer satisfaction among the private and public sector banks in India. Today customers are supposed to have awareness about the financial services provided by the banking sector. An attempt has therefore, been made in this paper to quantify the ‘awareness level’ of the customers and analyze the ‘service quality experience’ of the customers from their banks. The study has been carried out to compare the service quality experienced by customers of the public and private sector banks and to study the link between service quality and customer satisfaction. For that reason a well structured questionnaire was used to collect the views of customers on various service dimensions and the satisfaction of the customers regarding the services offered by the public and private sector banks. Various statistical tools like ANOVA, Factor Analysis and Multiple Regressions were used for analyzing the data collected on five service dimensions of SERVQUAL and satisfaction of customers. The results indicate that the private sector bank was better in terms of providing services and creating awareness about their products and services. The study also proves that an increase in service quality will most likely lead to customer satisfaction.

The main aim of the article is to analyze the needs for intersectoral cooperation in the region. Namely, the article tackles the problem of cooperation between local governments, business structures and the public sector (public organizations). Separately, each sector is usually active in its own area, but cooperation can make them into an effective tool in regional development. In the Transcarpathian region and in Ukraine in general, this type of partnership is new. Consiquently, it is still difficult to realize intersectoral partnership in the region, since imperfect legislation, fear of the unfamiliar and simple lack of information about its effectiveness create numerous barriers for its implementation. Today, the lack of budget fund-ing in communities leads to the need for such cooperation as intersectoral partnership, as it can mobilize more resources, facilitate experience exchange, thereby expanding workers' knowledge beyond the spheres of their organizations, and so on. One of the important factors of our research was an assessment of a social survey of intersectoral partnership entities (a total of 60 respondents from the government, private and public sectors), which was aimed at identifying the main reasons and benefits that motivate such cooperation, as well as identifying the resources that participants are willing to invest to achieve common goals. It was quite important to discover what is the most important factors of such cooperations for partners. Intersectoral partnerships are usually organized to address social issues, so determining its value for each individual partner is quite difficult. The article concludes with an overview of the benefits of intersectoral partnerships and communities problems which it can solve, namely the involvement of business and community organizations can help local governments to overcome the budget crisis by investing in external financial resources for development projects; combining the experience of each of the partners to find solutions to certain problems; higher degree of transparency in decision­mak-ing by public administration bodies; the opportunity to strengthen innovation processes and acquire skills outside the orga-nizational base of individual institutions.Keywords: intersectoral cooperation, partnership, local governments, public organizations, business structures. Основною метою статті є аналізування потреб у міжсекторному співробітництві в регіоні. Тобто йдеться про співпрацю органів місцевого самоврядування, бізнес­структур та громадського сектору (громадських організацій). Окремо кожний із секторів зазвичай активний у власній сфері діяльності, але, співпрацюючи в партнерстві, вони виступають досить дієвим інструментом у регіональному розвитку. Сьогодні нестача бюджетного фінансування у громадах призводить до необхідності розгляду такої співпраці, як міжсекторне партнерство, оскільки завдяки йому можна мобілізувати більший обсяг ресурсів, здійснювати обмін досвідом, тим самим розширювати свої знання за межі своїх організацій тощо. Важливим у дослідженні було те, що ми включили оцінку соціального опитування суб’єктів міжсекторного партнерства в Закарпатській області, яке було спрямоване на з'ясування основних причин і вигід, що спонукають до такої співпраці, а також виявлення ресурсів, які готові вкладати суб’єкти для досягнення поставлених спільних цілей. Досить суттєвим було дізнатися, що найбільш важливим убачають у такій співпраці партнери. Ключові слова: міжсекторне співробітництво, партнерство, органи місцевого самоврядування, громадські організації, бізнесові структури.

Abstract Over recent years pay levels in the public sector of the economy have come under increasing scrutiny. This paper provides an assessment of the key issues and challenges central to a comparison of wage levels in the private and public sector in Ireland. A review of the extant studies that have employed multivariate analysis to estimate the gap between public and private sector wages in Ireland indicates a wage premium in favour of public sector workers. However the actual magnitude of the earnings gap is difficult to accurately assess as the size of the premium varies markedly across these various studies. A number of possible options are suggested to guide the development of a fair system for assessing wage levels in the public sector.

The banks in India have over 67,000 branches located across the country. All these are classified into two major categories, nonscheduled banks and scheduled banks. Scheduled banks includes commercial banks and the co-operative banks. The public sector banks are accountable for more than 78 percent of total banking industry in India. Even though private sector banks came later into the market, due to their customer servicing and easy banking features they are also competing equally with already existing public sector banks. so it is very essential to analyze how their financial performance is influenced by number of factors which willfurther suggest them where they need to concentrate more. in this article we have analyzed the correlation between return on total assets and other financial variables of selected private and public banks in India.

Information systems/information technology (IS/IT) represents substantial financial investment for many organizations (Lin, Huang, & Tseng, 2007; Standing, Guilfoyle, Lin, & Love, 2006). However, IS/IT managers have found it increasingly difficult to justify rising IS/IT expenditures (Lin & Pervan, 2003; Serafeimidis, & Smithson, 2003) and are often under immense pressure to find a way to measure the contribution of their organizations’ IS/IT investments to business performance, as well as to find reliable ways to ensure that the business benefits from IS/IT investments are actually realized (Luftman, Kempaiah, & Nash, 2006). This problem has become more complex as the nature of IS/IT investments and the benefits they can deliver have changed rapidly (Murphy & Simon, 2002). Furthermore, evaluation of these IS/IT investments is an extremely complicated process, and it is often avoided or dealt with ineffectively, especially in the public sector (Cilek, Fanko, Koch, Mild, & Taudes, 2004). Given the complexity of the decisions and the large expenditure involved, a better understanding of the basis and practice of IS/IT investment and evaluation in the public sector organizations is essential. The difficulties of evaluation and benefits realization processes are often the determining factors in the application of any formal methodology, and must be addressed if the processes are to be understood (Counihan, Finnegan, & Sammon, 2002; Love, Irani, Standing, Lin, & Burn, 2005). bacKground The IS/IT investment evaluation and benefits realization process is a complex but critical function in both private and public organizations. The need to justify expenditure, to assess the effectiveness of a project, and to ensure that expected benefits are eventually delivered are crucial elements in the IS/IT investment evaluation and benefits realization process. The main purpose of IS/IT evaluation is an important factor in determining how the process should be carried out. However, the IS/IT investment evaluation and benefits realization process itself is an extremely complicated and difficult process, and is not often carried out by both private and public organizations.

Partnerships, of any kind, come with challenges and obstacles that might be a threat to the success of the vision they have. PPPs are faced with a lot of challenges when it comes to infrastructure delivery in South Africa and across the globe. Hence, the study was conducted to determine the challenges faced by Public Private Partnerships (PPPs) in the South Africa. The data in this paper was obtained from secondary and primary sources. 90 structured questionnaires were distributed to construction stakeholders in the public and private sectors, who were involved in the PPP's projects in South Africa in the Gauteng province. 80 Questionnaires were brought back and were valid for use. The study revealed that: PPPs are inflexible; there is limited trust between public and private sector professionals; lack of sufficient time to implement PPPs; reduced control of public assets; conflict of interest between private and public sector; public acceptability; PPPs are not integrated into sector planning, lack of resources dedicated to fostering PPPs, a policy bias toward traditional public procurement and against PPPs, lack of fiscal imperative to use PPPs and policy on PPP changes with changes in political leadership, etc. The research has revealed that PPPs are lacking at the highest levels of leadership especially at governmental level. Also, PPPs must be favored in general, not in specific circumstances.

AbstractWhile studies of motivational differences between managers in private and public organizations proliferate, few have compared managers’ motivation in hybrid organizations to the motivation of managers in private and public organizations. This lack of studies is surprising, as corporatization has been an important trend in the public sector over the last decades. Using a large survey covering almost 3000 managers from a representative sample of organizations in Norway, this study fills this hole by comparing how managers in hybrid organizations differ on extrinsic, intrinsic and prosocial motivation from their counterparts in public and private organizations.

Purpose The purpose of this paper is to examine the logic and differentiators of organizational positioning and planning of sustainability initiatives between private and public organizations in the healthcare industry. Sustainability initiatives refer to organizations’ economic, social and environmental actions. Design/methodology/approach This study is based on an inductive approach judgmental sampling and in-depth interviews of executives at private and public hospitals in Spain have been used. Data were collected from the directors of communication at private hospitals, and from the executive in charge of corporate social responsibility in public hospitals. An empirical discourse analysis is used. Findings The positioning and planning of sustainability initiatives differs between private and public hospitals. The former consider sustainability as an option that is required mainly for social reasons, a bottom-up positioning and planning. It emerges merely spontaneously within the organization, while the sustainability initiatives in public hospitals are compulsory. They are imposed by the healthcare system within which the public hospital, operates and constitutes a top-down positioning and planning that is structured to accomplish set sustainability goals. Research limitations/implications A limitation of this study is that it is undertaken exclusively in Spanish organizations from one industry. This study differs from previous ones in terms of exploring the positioning and planning of the sustainability initiatives, which focus on the organizational logic of such sustainability initiatives. There are both common denominators and differentiators between private and public hospitals. Practical implications The logic of determining the positioning and planning of the sustainability initiatives is mainly about satisfying organizational needs and societal demands. Nowadays, organizations tend to engage in sustainability initiatives, so it is essential to understand the logic of how organizations position and plan such efforts. Originality/value This study investigates the path that follows sustainability initiatives in public and private organizations. It reports mainly differentiators between private and public organizations. It also contributes to explaining the organizational reasoning as to why companies make decisions about sustainability initiatives, an issue which has not been addressed sufficiently in existing theory studies.
