The article explores the famous work of M. M. Zoshchenko «Before Sunrise». The story, written during the World War II, is presented by the author as anti-fascist. The theme of the story is the formation of his own «I», psychological motives that encourage one to agree with suffering and violence or to fight them. Fascism in the perception of the author is a complete defeat in the fight against brutality and cruelty, a fear of fight with suffering. Zoshchenko refers to science as a bright hope to prove the existence of consciousness conquering the irrational nature of the soul. The story was a part of the war and post-war era: writers and philosophers (H. Arendt, J. P. Sartre, K. Popper and others) actively discussed the nature of totalitarian regimes, the reasons for their support, the role of personal perception in their affirmation, the possibility of individual rather than collective defining the good, the role of rationality destroying the individual for the sake of universal rational laws and at the same time encouraging individualism and critical thinking. The question of the role of individual consciousness is shown as one of the ancient questions of European philosophy, answered differently in the traditions of Platonism and Christianity. M. M. Zoshchenko is more a humanist writer who paid attention to the individual experience of a person. Trying to show that the triumph of consciousness can be a personal choice he discusses the role of artistic creativity, the nature of neurosis in experiences of many art geniuses. Zoshchenko is trying to make his story a clear demonstration of the possibility of combining the triumph of reason with the sincerity of personal artistic style and hence personal choice in favor of reason.

This article highlights the role of Charles de Gaulle in the history of united post-war Europe, his approaches to the internal and foreign French policies, also vetoing the membership of the United Kingdom in the European Community. The authors describe the emergence of De Gaulle as a politician, his uneasy relationship with Roosevelt and Churchill during World War II, also the roots of developing a “nationalistic” approach to regional policy after the end of the war. The article also considers the emergence of the Common Agricultural Policy (hereinafter - CAP), one of Charles de Gaulle’s biggest achievements in foreign policy, and the reasons for the Fouchet Plan defeat.

Abstract: The chapter considers nonvoting after World War II, a unique electoral period in American history with the lowest nonvoting rates of any period from 1920–2012. The post-war period also boasts the highest economic growth rate of any of the four periods, coupled with the early days of television which transformed politics in the 1950s. In general, economic growth and the introduction of television move nonvoting rates downward. The chapter also considers in detail the struggles leading to the Voting Rights Act of 1965 and the law’s impact on nonvoting rates among African Americans. It also uncovers that in the 1960s the Vietnam War increased nonvoting. The chapter begins an analysis of nonvoting at the individual level. The less individuals know about the campaign context and the less they form comparisons between the candidates, the more likely they will say home on Election Day.

A distinctive feature of post-war Japanese cinema is the frequent recurrence of imagistic and narrative tropes and formulaic characterizations in female representations. These repetitions are important, Jennifer Coates asserts, because sentiments and behaviours forbidden during the war and post-war social and political changes were often articulated by or through the female image. Moving across major character types, from mothers to daughters, and schoolteachers to streetwalkers, Making Icons studies the role of the media in shaping the attitudes of the general public. Japanese cinema after defeat in the Asia Pacific War and World War II is shown to be an important ground where social experiences were explored, reworked, and eventually accepted or rejected by audiences emotionally invested in these repetitive materials. An examination of 600 films produced and distributed between 1945 and 1964, as well as numerous Japanese-language sources, forms the basis of this rigorous study. Making Icons draws on an art-historical iconographic analysis to explain how viewers derive meanings from images during this peak period of film production and attendance in Japan.

The article studies aspects of the Soviet outreach during World War II. The tool of such outreach was the Soviet Information Bureau, established on June 24, 1941. The authors focus on main directions of the operation of the Bureau. The novelty of the authors’ findings lies in the fact that canonical texts of the Soviet Information Bureau were actually censored by Joseph Stalin himself. The article questions the significance of the underlying patterns for the development of domestic media content. The authors study how Stalin managed the media with the help of reports. The study is relevant, as it reveals and argues the key role of Marxist ideologemes, contained in the reports, as the dominant factor defining the whole complex of newspaper and journal sources. Upon studying Stalin’s notes, the authors conclude that the tenet of exceptional progressivity of Soviet socialist society was unquestionable for its leader. The argument on the excellence of the society and the proof of extreme reactivity of the opposing regime that cast shadow on the perfect society are connected with a complete perversion of facts. The article also contains the authors’ investigation into information expansion organized by Soviet Information Bureau in the international arena during the studied period. According to the researchers, the expansion was aimed at creating a springboard to launch an agenda offensive in the post-war period. The authors conclude that Bureau’s campaigns never succeeded despite major financial and labour investments due to deep ideological motivation: the majority of Soviet people, as well as most foreigners had no trust towards Soviet media.

After World War II, there was broad consensus that schools in Denmark should educate for democracy. But there was no consensus on the role of the state: Should the state ensure that everyone receives a democratic education? Or should the state ensure pluralism, and remain neutral in relation to different life philosophies? Or must both the state and citizens develop a knowledgeable stance in relation to democracy’s fundamental dilemmas? It was without doubt the liberal position that became most influential in post-war Danish educational policy. The core of this strategy was that in a democracy the state should adopt a neutral stance towards the various philosophies of life. However, with the values-political turn of recent years the liberal position is now in retreat. This new trend became clear in 2000, with the then Minister of Education Margrethe Vestager’s manifesto Values in the Real World, in which she stressed that „Now more than ever we need to put in words just what attitudes and values we hold in common“. And the present government has focused on the same issue since 2001, and has commissioned among other things a literary canon, a cultural canon and a democracy canon. The activist values policies of recent years have once again given rise to a number of questions concerning democratic upbringing and the role of the state in efforts to strengthen society’s cohesiveness.

In the present doctoral thesis “Development of Pharmacy Under the Influence of Occupation Powers in Latvia (1939–1960)” is described variability, adaptation and development of the pharmaceutical industry during two totalitarian regimes, highlighting as an essential indicators of the situation the changes in the number of the pharmacies and pharmaceutical employees as well as the availability of medicines for the citizens. The chronological boundaries of the doctoral thesis have been chosen based on the consideration to give insight of the pre-war situation and its consequences in the post-war period, however, main attention have been focused on events from 1940 to 1945. The doctoral thesis contents the review of pharmaceutical industry in Latvia shortly before the beginning of World War II, where the influence of the authoritarian regime of Kārlis Ulmanis (1877–1942) and the emigration of the Baltic Germans are discussed in more detail. The following described the influence of the politico-economic on the pharmaceutical industry caused by the occupation forces of both the first USSR and Nazi Germany, with an emphasis on legislation, the activities of the pharmacy regulatory authorities, and the actions of those in positions of responsibility. In the work, there is compiled information from June 14, 1941, from the files of the deported residents of Latvia, and as a result gives a perception into the making of arrests, accusations as well as the future fate of the deported pharmacists, assistants and practitioners. Described the situation in the sphere of pre-war years, Latvian pharmacists going into exile and the activities of the Latvian pharmacist, doctor Hugo Skudiņš (1903–1976) in the Latvian Red Cross Organization in exile conditions in Germany, which focused on improving accessibility to medicines for residents of Latvia between 1954 and 1960.

Marshall, famed U.S. World War II general and eventual U.S. Secretary of State and Nobel Peace Prize winner, on his first assignment fresh out of military school, told a fellow officer: Once an army is involved in war, there is a beast in every fighting man which begins tugging at its chains. And a good officer must learn early on how to keep the beast under control, both in his men and himself Even for nations possessing a reputation for stringent compliance with the law of war, the annals of history, to include more contemporary military engagements, are littered with cases of atrocities committed by soldiers. All too often the beast wins, and because every nation has an obligation to minimize the reality described above, nations must continue to dedicate time, thought and resources to best prepare their forces for future military operations. Unrestrained warfare has a direct negative military impact on both winning the war and winning the peace. This corollary remains as true today as it has ever been. What is meant by a ‘reluctant warrior’? Put simply, a reluctant warrior is one who while ready to employ lethal force when the situation demands, is not eager to do so in “the moment”. He answers the questions: “Can I, If I, Should I”, and then takes decisive action – or employs uncommon restraint – with a goal of accomplishing the mission all the while staying true to the value imbedded in the U.S. Marines’ Hymn, “to keep our honor clean”. To fully develop the ‘reluctant warrior’ needed on today’s and tomorrow’s battlefields, this article will look at the role of legal regulation and the practice of military education and training, as well as some of the other factors that influence behavior and decisionmaking during instances of armed conflict. This article will also comment on the costs to the individual soldier and to the mission when a nation fails to prepare ‘reluctant warriors’.

The objective of the research was to study Russian State and Orthodox church relations in the context of world war II and the early post-war years. The line of this article is due to the important role of the Russian Orthodox Church in the history, modern political and cultural life of Russia. In this sense, the period of State-Church relations in the USSR during world war II, known in Russia as a great patriotic war, is of great scientific interest because it was the time when the government was forced to make adjustments to its religion policy. Methodologically based on a wide range of documentary sources, the authors of the article have identified the place and role of the Russian Orthodox Church in the foreign policy of the USSR during the approach. In this sense, it is felt that the role of the Russian Orthodox Church in building relations with the allies of the anti-Hitler coalition and its place in the expansion of the Soviet political system in Eastern Europe was of paramount importance as a foreign policy factor.

The paper is an attempt to point out the problems faced by the new communist authorities in Yugoslavia in the years after the victory in the War and the Revolution in the process of emancipation and additional feminization of the teaching vocation, with particular emphasis on the period until the adoption of the General Law on Education (1958). Particular emphasis will be placed on policy analysis as well as concrete measures that have led to a different profile of the role of the teacher in the post-war society. On the one hand, it will highlight the concrete measures taken by the state to motivate as many women as possible to opt for the teaching job. On the other hand, they will point out the many problems faced by many teachers whose professional and professional qualities, in assessing the quality of their work, are not so infrequently subordinated to their ?moral characteristics?.

Few would disagree with the observation that the schools and universities of sub-Saharan Africa are perhaps the most important contemporary mechanisms of stratification and redistribution on the continent. They are not simply reflections of extant patterns of social and economic differentiation, but rather powerful independent forces in the creation of new and emergent groupings based on the variable possession of power, wealth, and prestige. Moreover, in using the word ‘contemporary’ we should not overlook the fact that formal educational systems are not a recent phenomenon in Africa. Schools existed on the western littoral in the eighteenth century, and their development in many parts of Africa, though slow up to the beginning of World War II, was of great significance. However, the African ‘educational explosion’ is largely a post-war phenomenon, and as a result we can no longer regard the school as an alien and intrusive institution perched precariously atop a range of predominantly ‘traditional’ societies. In most parts of Africa, the school is now as familiar a part of the local scene as the corrugated iron roof. Virtually everywhere, a whole generation would think it inconceivable to be without schools and, what is more, though Africa still remains the least formally educated of the continents, almost everyone now has a lively sense of the individual benefits that education can bring. As in other areas of social life, Africans perceive schooling in shrewd, pragmatic, and instrumental terms.
