In recent years, higher educational institutions of the Baltic countries have become more and more popular among Russian youth wishing to get higher education (or take a certain course of professional training) abroad. The article, covering the period before the onset of the coronavirus epidemic, highlights the education of Russian students in universities in Latvia, Lithuania and Estonia. It is noted that a significant part of the students from the Russian Federation come from the Russian regions bordering on the Baltic states. The appendix presents the opinions of Russian students about the learning process and the quality of education received in Latvian, Lithuanian and Estonian universities.

The issue of academic mobility is one of the most important global challenges during the digitalization of education. In particular, it is important to identify methods and tools that meet international requirements. The issue of increasing the effectiveness of the organizational mechanism of academic mobility is acute in the law “On Education in the Russian Federation.” The main goal is to increase academic mobility and efficiency of mobility in the labor market. The article analyzes the state of development of academic mobility, defines the essence of this period, identifies the types and objectives of academic mobility. The author considers the weaknesses of the documents regulating the problem of a substantiates the necessity and expediency of the development of academic mobility in terms of the impact on the country's economy, and in terms of improving the quality of education.

The paper analyzes the existing basic forms of training for forensic experts of the internal affairs bodies of the Russian Federation. The issues related to the peculiarity of the forms of organizing educational activities, forms of organizing the pedagogical process, the use of methods and techniques for teaching students the basics of forensic expertise are considered. Some suggestions for organizing personal pedagogical activities at the proper level are given. Purpose: to analyze some problems in the training of experts for the Ministry of Internal Affairs of Russia and to formulate proposals for overcoming them. Methods: the author uses dialectic, analysis, synthesis, comparison, induction, deduction, structural, modeling methods. Results: when analyzing the existing forms of organization of educational activities in the training of experts for the Ministry of Internal Affairs of Russia, some problems have been identified and proposals have been formulated to improve the quality of education.

Improving the quality of education is becoming one of the main goals of the Ministry of Education of the Russian Federation, any reform in education is aimed at improving quality. To date, it has been proven that there is a direct relationship between entrepreneurship activity and entrepreneurship education. Every year the Ministry of Education creates new programs aimed at training enterprisers. The paper aims to study possible methods of independent quality assessment of entrepreneurship education. In the course of the research, mechanisms for monitoring the quality of entrepreneurship education were developed and proposed.

The aim of the work is to study the compliance of the quality of education in Russia with the requirements determined by the needs of the Russian society. The article reveals the genesis of such categories as" quality of education "and"quality of products and services". The features of educational services as a public good in the forms of market relations are revealed. The structure and role of various consumers of educational services are defined separately, and a classification of the needs and requirements of consumers to the quality of education is proposed. In the course of the research, such methods as analysis and synthesis, induction and deduction, and statistical methods for studying the economic situation were used. The empirical base of the research is scientific works of Russian and foreign authors on the problems of education quality, National standards of the Russian Federation and International standards in the field of quality, the Federal law "on education in the Russian Federation", Federal state educational standards of the Russian Federation, official data of the Federal Treasury and the Federal state statistics service of the Russian Federation.

Sociological research is an important tool for assessing the social effectiveness of medical care, it allows you to analyze the quality of the organization of medical care and social satisfaction of consumers. This study is an analysis of the results of "Selective observation of the quality and availability of services in education, health and social services, employment promotion." This statistical observation has several advantages: complex procedure for forming a sample, coverage of the population in all constituent entities of the Russian Federation, including urban and rural population, ensure that the data is representative, and allow for complex analysis in the dynamics. As a result of sociological surveys of the population of the Russian Federation in 2015, 2017, 2019, it was determined that the share of respondents satisfied with the work of health center and diagnostic services remains low (less than half of the respondents). When interviewing respondents, the reasons for dissatisfaction with the work of the health center were highlighted, the “leader” among which is “the length of waiting in queues”. Moreover, the share of respondents who choose “the work of medical specialist” and “the lack of necessary equipment and drugs” as negative aspects in the provision of medical care on an outpatient basis is increasing. About half of the respondents are satisfied with the comfort of their stay, the availability of drugs and modern equipment in the hospital. Analysis of the main negative phenomena observed in the provision of medical care to the population made it possible to determine the leading trends, which remain the high cost of drugs and an increase in the volume of paid medical care. More than half of respondents noted a decline in the quality of medical services, insufficient equipment of health center and hospitals.

Last summer's parliamentary hearings “On measures to improve the quality of education in the Russian Federation” largely addressed the issues of reducing accountability and bureaucratic burden, reducing excessive control over the activities of teachers and heads of educational organizations. This resulted in an active discussion in the expert community of amendments to the draft Federal law on amendments to the relevant articles of the Federal law “On education in the Russian Federation”, as well as a discussion that is currently unfolding about the current problems of bureaucratization in the field of education and science, which this article is dedicated to.

The article is devoted to the problems of increasing the effectiveness of the realization of constitutional norms on the accessibility and quality of education in the Russian Federation as a social state.The basis of relevant scientific discussions is the search for the best directions in the realization of the norms of the Constitution of Russia, which in Art. 43 fixes the right to education (part 1), guarantees "the general accessibility and free of preschool, basic general education and secondary vocational education in state or municipal educational institutions and enterprises" (Part 2), fixes the possibility "to receive free higher education in the state or municipal educational institution and at the enterprise on a competitive base "(part 3).The authors of the article attempt to substantiate the relevance of the objective identification of the evaluation of educational activity on the part of: the scientific community (primarily as a constitutional value); trainees (their legal representatives), potential trainees and teaching staff - in the part of systematic improvement of its legal regulation.

One of the problems in higher education in the Russian Federation is how to improve the quality of educational services provided. The article discusses the use of the rating of educational programs of a university as one of the tools to increase the effectiveness of educational programs that affect the quality of education. The following indicators are components of monitoring the implementation of the university’s educational programs: staffing, documentation, the average Unified State Exam score, prevention from dropout, the occupancy of groups, the employment and assignment of graduates. With the development of digital technologies, conducting such monitoring should not become an additional burden in the activities for the educational institution. On the contrary, drawing up the rating of educational programs based on monitoring results should help leaders of various ranks of an educational institution in making managerial decisions to correct and eliminate inconsistencies found. The scientific innovation of this study is that the optimal indicators for monitoring educational programs were determined, taking into account the requirements of the state program of the Russian Federation «Development of education». The monitoring of educational programs of the North-Eastern Federal University resulted in the closure of ineffective programs and the opening of new undergraduate and graduate programs in demand on the educational services market.
