Analyzed is systemic interaction of regional and municipal authorities and public organizations in work of social adaptation and integration of migrants. Socio-demographic demand for migrants and, at the same time, the need for their adaptation and integration is emphasized, since migrants bring their own culture of behavior, traditions and customs, that often contradict values of host societies. At present, issues of adaptation and integration of migrants are coming to the fore in migration policy of the RF in connection with increased migration flows, high risks of extremism and terrorism in migration processes and the growth of illegal migration. In addressing these issues, constructive activity of national-cultural autonomies and other public organizations, that promote adaptation and integration of migrants, could be of significant help. The author identifies the main factors that negatively affect the nature of interaction between local self-government bodies and public organizations, emphasizes the lack of regulatory framework, governing distribution of powers between the federal center and constituent entities, the lack of unified understanding of categories of migrants, who need integration and adaptation. Due to these problems, regional authorities, municipalities and public organizations have different views on tasks of adaptation and integration of migrants and act in accordance with their own ideas about these processes. The article examines experience of the most successful social practices of public organizations in regions of Russia, that might be of interest to federal and regional executive bodies, and results could be used in developing unified approach and methodological support for activities of executive bodies of constituent entities of the RF to improve efficiency of state regulation in this direction.

The present article considers the need to predict migration flows using Predictive Analytics. The Russian Federation is a center of migration activity. The modern world is changing rapidly. An effective migration policy requires effective monitoring of migration flows, assessing the current situation in our and other countries and forecasting migration processes. There are information systems in Russia that contain a wide range of information about foreign citizens and stateless persons that provide the requested information about specific foreign citizens, including grouping it on various grounds. However, it is not possible to analyze and predict it automatically using thousands of parameters. Special attention in Russia is paid to digitalization. Using information technologies (artificial intelligence, machine learning and big data analysis) to forecast migration flows in conditions of variability of future events will allow to take into account a number of events and most accurately predict the quantitative and so-called "qualitative" structure of arrivals. The received information will help to develop state policy and to take appropriate measures in the field of migration regulation. The authors come to the conclusion that it is necessary to amend existing legal acts in order to implement information technologies of Predictive Analytics into the practice of migration authorities.

Целью исследования является обоснование продвижения государственного регулирования рынка местной сельскохозяйственной продукции в виде закупочных интервенций в регионах. Проведен анализ существующих зарубежных и отечественных государственных закупочных интервенций, дано обоснование закупочных интервенций в регионе, а также выработаны предложения по продвижению закупочных интервенций с федерального центра в регионы. This article was written in connection with a September 2018 release of the latest edition of a Regulation of the Russian Fed-eration Government on government purchasing interventions of agricultural products. An aim of the authors of the article is substantiation of promotion of the state regulation of a market of the local agricultural products in the form of the purchasing interventions in regions. The authors analyzed the existing for-eign and domestic government purchasing interventions, comments on the latest version of the Regulation of the Russian Federation Government on the govern-ment purchasing interventions, the substantiation of the purchasing interventions in the region and de-velopment of proposals to promote the purchasing interventions from the federal center to the regions. Relevance of the promotion of the purchasing interventions from the federal center to the regions fol-lows from Russian particularity: remoteness of the regions from the center, weak regional transport infrastructure, necessity to replicate a federal technology of the state regulation of the agricultural product market in the regions of the Russian Federation. In the Republic of Sakha (Yakutia), repeated attempts were made to create compensation funds of the regulation of agricultural product prices. However, in the region there is no full-fledged intervention fund effectively influencing sales of the agri-cultural products. Consequently, in conditions of the Republic, where a shortage of the agricultural products, raw materials and food is acute, implementation of the commodity intervention is the neces-sary condition for the regulation of the agricultural market. For the Republic of Sakha (Yakutia), in our opinion, it is advisable to carry out the commodity interventions concerning beef, meat of young horses, venison, fish, dairy products, game, fruits of wild plants and even for rough and succulent fodder for livestock. The latter are relevant due to droughts and floods that regularly occur in a area of the region. Manufacturing costs of the local products will always be higher than the ones of imported food, given the harsh natural and climatic conditions, the remoteness of agricultural commodity producers from the sale markets in the conditions of absence of the transport infrastructure. In this regard, the prices of the local products should be regulated by the state in order to support the local producers. Obviously, the government regulation should not replace market functions or impede operation of its laws. Its main task is to mitigate undesirable consequences of manifestations of market power. One of the main regula-tory methods is the commodity intervention.

The aim of this study is to determine the artificial elements in the formation of Tatar nationalism, which together with natural ones can be a problem for the national security of the Russian Federation. This is primarily due to the possible development of separatism in the region, and secondly, with strengthening of the Islamic factor to the transition of certain groups to positions of radical Islam. The realization of the process of formation of Tarar nationalism will help federal and regional authorities, public organizations to build an effective system to counter Tatar nationalism.

The issues of the reasons, factors and features of labor migration of Mongolian citizens to the Republic of Korea in the post-socialist period of the country’s development are considered. The results of a comparative analysis of the data of official statistics, government bodies of Mongolia and the Republic of Korea, as well as international organizations are presented. A review of scientific works on this issue by domestic, Mongolian, South Korean authors is carried out. The relevance of the study is due to the need to analyze migration processes, which in the near future will determine the socio-economic development of the states of Northeast Asia, taking into account the age, professional, gender characteristics of the “receiving” and “arriving” communities. It has been proven that the government of Mongolia pays great attention to migration policy, which emphasizes the migration of Mongolian citizens to the Republic of Korea. The authors identified the main factors influencing migration flows, and also determined the mechanisms of state regulation in the recent historical period. In the conclusion, the results of the analysis carried out on the problem and the prospects for the development of the study are formulated, including in the field of studying migration flows from the border regions of the Russian Federation.

The paper considers the problems of the development of monotowns related to the development of mineral resources. The author shows that the solution of the problems of these cities is possible only if the system of state regulation of the development of mineral resources is changed at the stage of high maturity of the resource base. At the same time, the paper focuses on the development of the so-called "resource monotowns". The author analyzes the relationship between the stages of development and extraction of natural resources within the framework of the research. The important factor is the role of so-called "system specificity" of assets that form the basis for the formation and functioning of the mono-industry and the infrastructure of the settlement. Another important factor is the need for decentralization of powers in granting, taxing, and regulating the development of natural resources, their redistribution from the Federation to regional authorities and municipalities (including monotowns). The latter implies the formation of a system of subsoil use, based on complicity, co-management of the natural resource potential. In this case, in the opinion of the author and the proposed recommendations have constitutional grounds, as Art. 72 of the Constitution of the Russian Federation refers to "joint jurisdiction of the Russian Federation and the subjects of the Federation of issues of ownership, use and disposal of land, mineral wealth, water and other natural resources". The proposed recommendations and practical interpretations for Art. 72 include the need to expand the range of subjects of joint jurisdiction with mandatory inclusion in their number of municipalities (including monotowns), as well as citizens. This involves creating a mechanism for interaction between all these actors in the processes of preparing, discussing and implementing decisions in the sphere of the use of natural resources.

The article analyzes the migration situation taking into account the social and economic development of the Russian Federation. The statistical data on labor migration, illegal migration, as well as indicators of demographic development and the labor market have been adduced. The forecast of changing the demographic situation has been considered. The main trends in the distribution of foreign workers taking into account the professional-qualification structure have been revealed. The authors stated the growing role of migration in the formation of labor potential and its placement in the country’s territory. The main legal instrument in the sphere of migration, according to authors, is the Concept of the State Migration Policy of the Russian Federation for the period 2019-2025, approved by the President of the Russian Federation, which defines the goals, principles, tasks, main directions and mechanisms for implementing the state migration policy of the Russian Federation. The implementation of the Concept activities will improve the migration legislation, using labor market tools related to determining the needs of the Russian economy for foreign workers, simplifying the entry, exit and stay of qualified foreign specialists, entrepreneurs and investors, and the development of educational and academic migration. Improving the mechanisms for foreign citizens to work on the basis of patents from Russian individuals, to facilitate the territorial mobility of Russian citizens are important aspects of the state migration policy. First of all, economic trends in the management of the state migration policy should be aimed at a balanced distribution of labor resources in the territory of the Russian Federation. Special attention has been paid to the international cooperation in the migration field. Attention has been paid to international treaties, aimed at the implementation of labor activity of migrants, the suppression of illegal migration, as well as international treaties on readmission. The prospects of effective management of migration processes in the Russian Federation on the basis of interaction of various levels of power have been determined.

The authors of the article carried out a comprehensive analysis of the development of the migration sphere in modern Russia. The priorities of the implementation of the state migration policy, which continues its long, difficult path from formation to improvement and modernization, are identified. The results obtained made it possible to justify the need to increase the efficiency of state regulation of the migration sphere at the regional level, in particular in the Oryol region. Possible ways of increasing the effective management of national migration flows in Russia are given.
