The Arctic Circle, without a doubt, has turned into a region of various complexities and holds a huge prominence in the contemporary world; especially if one link it with discourses regarding energy, resources, and maritime issues which have helped in triggering wide international contestations. These discourses, consequently, are getting more proliferated as the polar ice melting. However, the existing paradigm carried about within the research of the region tends to be ignorant of those whom are marginalized, yet distinctly significant to the shaping of the Arctic environment, under the shadows of nation-states and high politics agendas: the indigenous peoples. This article, therefore, would contribute to the political discourse of the Arctic by elaborating the perspective of indigenous people in regards of the ongoing dynamics. Utilizing Critical Cosmopolitanism as a normative basis, as well as taking the approach offered by Critical Geopolitics, this writing will try to deconstruct how the nation state’s prolonged hegemony impacting the Arctic Circle, displaying the significance held by indigenous communities, as well as factors leading to its heighten representation—with a more through focus on Inuit Peoples in regard of their population and prominence within the discourse. This article reveals that the shifting global paradigm which, in time, echoing Cosmopolitanism values, such as inclusivity, paves a way to the growing representation to the indigenous peoples.

Developing democracy institutions and citizen participation in state affairs, the world community focuses on postcolonial studies, which allow us to identify new perspectives, set new priorities in various areas, in law and public administration among others. In Arctic countries, postcolonial discourse has an impact on the methodology of research related to indigenous issues, and this makes possible to understand specific picture of the world and ideas about what is happening in the world. Moreover, the traditions of Russian state and governance are specific and interaction between indigenous peoples and public authorities should be studied with a special research methodology which would reflect the peculiarities of domestic public law and aimed at solving legal issue and enrich public policy. The objective of the paper is to present a new integrated methodology that includes a system of philosophical, anthropological, socio-psychological methods, as well as methods of comparative analysis and scenario development methods to involve peripheral communities into decision-making process of planning the socio-economic development in one of Russia’s Arctic regions — the Yamal-Nenets Autonomous District and to justify and further legislatively consolidate the optimal forms of interaction between public authorities and indigenous communities of the North. In 2020, the Arctic Research Center conducted a sociological survey in the Shuryshkararea of the Yamal-Nenets Autonomous District, which seems to limit existing approaches to identifying public opinion about prospects for developing villages and organizing life of their residents. Our proposed methodology for taking into account the views of indigenous peoples can help to overcome the identified limitations.

The provisions of the federal Cannabis Act came into force on 17 October 2018, opening a new era of cannabis management in Canada. We examine cannabis in Canada through the lens of reconciliation and the rights of First Nations, Métis, and Inuit peoples. There is potential for Indigenous communities to benefit from cannabis legalization, but also a very real risk that the new legal framework will simply perpetuate existing injustices. We show that the new legislation is inadequate both in terms of lack of consultation with Indigenous communities, as well as in terms of substantive provisions — and omissions — in the legislation itself.

The dichotomy between nature and culture in heritage and conservation is inappropriate in the case of indigenous peoples. Many natural sites are often considered sacred and consequently of both spiritual and biodiversity conservation significance. However, this dualist definition is the one usually imposed by nation states. Until 2002, Thailand’s development strategies involving indigenous peoples were mostly connected to what was referred to as the ‘hill tribes’ problems’. These strategies were designed without respecting indigenous peoples’ world views and concepts of good life. Consequently, a fragmentary world view was created among indigenous peoples. These issues are reflected in the establishment of national parks and ‘heritage sites’ as the lack of participation and consent generated many conflicts such as land tenure disputes, resettlement of the communities, difficulties in acquiring citizenship and cultural loss. As a counteracting measure, indigenous peoples have been creating community museums and organizations at local, regional and even transnational level to sustain their cultures and territories. This article suggests that heritage can play a role in a wide range of social, political and economic endeavours in our contemporary world and is used both by nation states to legitimize their interests and by indigenous peoples to legitimize struggles for self-determination.

The Arctic region is in crisis from the effects of climate change. The impacts of climate change pose a particular threat to Arctic indigenous communities. Because of the disproportionate impacts of climate change, these indigenous communities are environmental justice communities. Part I of this article discusses how indigenous nations are environmental justice communities and discusses the unique factors that may apply to environmental justice claims arising in Indian country. The article then presents two case studies to explore how, if at all, these concepts have been previously applied to environmental justice claims brought by various Arctic indigenous communities. Part II addresses the Inuit Circumpolar Conference’s petition to the Inter-American Commission on Human Rights. Part III considers the Native Village of Kivalina’s lawsuit against numerous private emitters of greenhouse gases. These case studies underscore the failure of international and domestic forums’ consideration of the special situation of Arctic indigenous peoples as environmental justice communities.

This article provides analysis of the issues relating to movement towards new models for Indigenous-led conservation in light of Canada’s initiatives for greater protected areas representation through Target 1. We provide a background on Canada’s Pathway to Target 1, which is based on Target 11 from the Aichi Biodiversity Targets set forth by the Convention on Biological Diversity (CBD). We contemplate the past, present and future of colonization and reconciliation in Canada, and consider the influence of international declarations, programs and initiatives on the potential for the formation of Indigenous Protected and Conserved Areas (IPCAs). We then provide an analysis of “wicked problems” that Indigenous communities, governments, and other stakeholders in protected areas will need to navigate towards implementing the IPCA approach in Canada. We outline the different types of Indigenous involvement in protected areas and how they potentially fit within the principles for the development of IPCAs. We then turn our discussion to the need to refocus conservation on reconciliation by restoring nation-to-nation relationships and relationships between the land and peoples. The lessons we draw have potential parallels for other nation states, particularly those signatory to the CBD and with a colonial history, aiming for biodiversity conservation and reconciliation with Indigenous peoples through IPCAs.

‘Peoples of the Arctic’ focuses on the 4 million people that live north of the Arctic Circle, providing an important distinction between indigenous and settler residents, as over 1 million indigenous peoples live in the eight Arctic states. Archaeological evidence suggests that the first people in the Arctic arrived about 40,000 years ago as there were Upper Palaeolithic hunting communities in north-eastern Siberia. There is considerable diversity of indigenous peoples that have called the Arctic home. Arctic demographers predict that more and more Arctic peoples will be based in towns and cities, but in the Russian and North American Arctic there will still be dispersed and small-scale settlements. Indigenous peoples of the Arctic are culturally, economically, and politically active in all the Arctic states.

The Arctic is one of Russia’s treasures. However, Arctic economic development means that business is invading lands that are sacred to indigenous peoples. As a rule, regional authorities are interested in tax revenues from subsoil users, prompting them to decide the culture-or-mining dilemma in favor of the latter. But this does not mean that the price of this encroachment on indigenous lands remains uncalculated. Since its establishment in 2010, Yakutia’s Ethnological Expertise Committee has developed a tool for assessing the damage caused to indigenous communities by subsoil users. The problem of getting businesses to compensate indigenous communities has yet to be solved. This article seeks answers to the problem of fair compensation methods and explores modes of partnership and cooperation on traditional lands.

Abstract In today’s world the state-centric approach of security has been extended to includea human-centric approach. Since individuals are the ultimate victims of any securitythreats, a state is not secure if insecure inhabitants reside within it. The insecurityof individuals arises from various sources of threats, such as from “fear” aswell as from “want”. While often the concept is confused with that of human rights,the concept of human security embraces policy choices in order for the better implementationof human rights. In a sense therefore, it complements both the conceptsof traditional security and human rights. This article addresses the concept in thecontext of the Arctic and its people, particularly in the context of its indigenouspeoples. Obviously, because of differing meanings of the concept, the human securitythreats of the Arctic cannot be seen as similar to those of the other regions ofthe global south. This article nevertheless explores various human security concernsfaced by the Arctic indigenous communities. In addressing the concept of humansecurity in the context of the Arctic, the article affirms the normative developmentoccurred relatively recently in the human rights regime – which today includes a setof group rights called third generation human rights. These broadly include amongothers; the right to environment and the right to development. The presence of thesecategories of rights are therefore argued to ensure human security for which in theArctic perspective a right to self-determination plays a pivotal role, particularly forits indigenous communities.

The aim of the study ­ identification of factors that ensure the vital activity of indigenous small­numbered peoples of the North in the Arctic, as well as the analysis of their impact on the preservation and development of the ethnic group. Identifying problems and assessing the prospects for the development of indigenous people consists of 3 stages: analysis of foreign and domestic sources, the results of scientific research teams; systematization of statistical data, including information on the dynamics of the development of indigenous people (number, employment in traditional activities); the impact assessing of legal, economic and social factors on the preservation and development of indigenous people. A comprehensive analysis of a wide range of legal, economic and social problems of ensuring the traditional life of indigenous people within the Arctic zone of the Russian Federation (AZRF) has shown the need to improve legislative, financial and managerial actions to preserve them as a specific community, adapted to the extremely severe conditions of permanent residence beyond the Arctic Circle and as a unique phenogenotype, whose activity is closely conjugated with the environmental state of the macroregion and in fact is entirely dependent on it. The exclusive role of indigenous peoples in preserving the natural complexes of the Arctic in the 21st century for future generations was emphasized. Under the conditions of proliferation of technogenic and anthropogenic burden on the natural complexes of the macroregion, associated with the intensive development of fuel and power resources, deposits of rare and precious metals, development of coastal transport infrastructure and a multiple increase in the population in the Russian Arctic with a creation of “stronghold areas” the threat of the indigenous peoples’ disappearance appeared (Enets ­ about 200 people remain and less than 100 people – the Votes). Under the conditions of a large­scale, integral impact of man­made, anthropogenic and climatic factors on indigenous communities in the Arctic, their life environment and traditional management the need for urgent adoption of a complex of specific and targeted legal, economic and social measures aimed at ensuring and preserving their livelihoods is obvious.
