The mechanism of SWOT analysis of the socio-economic development of the municipality is disclosed. SWOT analysis is considered as a method of strategic planning, which consists in identifying the results of the interaction of factors internal and external environment of the socio-economic development of the municipality and their division into four categories: strengths, weaknesses, opportunities and threats. The role of questioning and assessing the opinions of various respondents (population, entrepreneurs, authorities, public organizations) to confirm the authenticity of statistical data within the framework of identifying strengths and weaknesses, as well as opportunities and threats at the meso level. The example of the formation of key problems and competitive advantages of the municipality, which are the basis for the development of the general goal and strategic priorities of the long-term development of the municipality based on the SWOT analysis of the socio-economic development of the municipality, is shown. In particular, the realization of the potential of the district through the development of the agricultural sector and the processing industry, the growth of the local budget and the improvement of the life of citizens was proposed as the general goal of the development of the studied municipality until 2035. The possibility and expediency of applying the results of the SWOT analysis in the development of strategies and the formation of three scenarios of socio-economic development of the studied municipal area: target (optimistic), basic (moderate) and inertial (pessimistic) characterizing the trajectory, prospects and quality of development are substantiated. The practical significance of the presented tool is manifested in the promising application of its results for the development of long-term strategies for the socio-economic development of regions, regions and the state. The research experience can become an example for assessing the socio-economic development of other municipalities of the Russian Federation.

The present day strategizing is a single technological complex and a continuous process of creating a National strategy for socio-economic development. The National strategy is a comprehensive document containing the most important directions, mechanisms, methods of public administration, which are based on long-term priorities, goals and objectives of the policy of public authorities. In order to implement the National strategy, documents of the State strategic management system are developed, agreed on long-term socio-economic goals and priorities. Therefore, the creation of a mechanism of goal-setting at the present stage of Ukraine’s development is a key direction in the formation of a strategizing system. The article is concerned with examining the theoretical principles of goal-setting, determining the place and role of strategic goal-setting in the process of strategizing the socio-economic development at the national level. It is substantiated that strategic goal-setting is a system-creating factor of strategizing and a fundamental process of development or actualization of the National strategy and forms a tree of goals consisting of the following mandatory elements: strategic vision, mission, priorities, value, general goal, strategic goals, operational goals. The analysis of problems of goal-setting in the strategies of socio-economic development of Ukraine, including in the regions, is carried out and recommendations for improving the system of strategic goal-setting are proposed. On this basis, the author has developed a comprehensive mechanism of strategic goal-setting for practical use in the process of creating or actualizing the strategies of different levels. The proposed strategic goal-setting mechanism is directed towards taking into account the specifics of an actor of strategizing, defining the conceptual bases for strategizing, formulation and approval of the goal tree in the construction of the National strategy for socio-economic development, and also includes standards for public participation in the process of strategic goal-setting.

Based on the latest data, paper investigates the dynamics of global climate change and its impact on economic growth in the long-term. The notion of climate risk is considered. The main directions of climate risk management policies are analyzed aimed, first, at reducing anthropogenic greenhouse gas emissions through technological innovation and structural economic shifts; secondly, at adaptation of population, territories and economic complexes to the irreparable effects of climate change. The problem of taking into account the phenomenon of climate change in the state economic policy is put in the context of the most urgent tasks of intensification of long-term socio-economic development and parrying strategic challenges to the development of Russia.

The article explores the factors that allow the economies of the countries of the world to achieve sustainable economic growth at different stages of the country's economic development, depending on the level of GDP per capita. Among which are highlighted: basic factors, efficiency factors and innovative factors. For the Ukrainian economy, which is at the stage of focusing on efficiency, the issues of the place, significance and level of economic complexity of the Ukrainian economy and ensuring sustainable economic growth on this basis are considered. Economic diversification and complexity are defined as key drivers of long-term growth. The dynamics of the index of economic complexity in Ukraine is analyzed, modern trends are revealed. Directions and strategic approaches to the diversification of national production are proposed, which could have a significant multiplier effect, increase the complexity and level of knowledge in the economy. It also provides evidence on the relationship between socio-economic development, values of self-expression and democratic institutions. The conclusion is formulated: socio- economic development leads to the spread of the values of self-expression, and they, in turn, to the establishment and strengthening of democratic institutions.

Demographic crisis remains one of the main challenges to socio-economic development of Russia. The COVID–19 pandemic has aggravated preconditions for a possible recovery from depopulation. The present article substantiates the need to develop and approve the RF social doctrine upon completion of national projects in 2018–2024. The authors suggest their own approach to overcoming the socio-demographic crisis with regard to the long-term demographic dynamics in Russia. Various scenarios of the “post-coronavirus” future of both specific countries and the world as a whole are proposed.

The paper identifies the features of participation of Ukraine in neoliberal globalization processes, as well as the course of the 2020-2021 Global hiatus related to the current world financial crisis, COVID-19 pandemic and the “great lockdown” as its consequence. Among others, the study methods include the analysis of relevant scientific publications, screening and content analysis of analytical sources, statistical reports and open media. The research goal is to forecast possible ways of socio-economic development of Ukraine after the COVID-19 crisis using the potential options of the global future proposed by A.T. Kearney (2016). Using SWOT analysis, the prospects for the development of Ukraine and its regions are detailed according to the four very different potential scenarios: globalization 3.0, polarization, islandization and commonization, that highlight the scientific novelty of the research. The most probable (symbiosis of globalization and polarization) and the most preferable (commonization) scenarios are determined. At the same time, a contribution to the international scientific discourse on the Global hiatus concept was made, as well as to the discussion on the importance of increasing the regulatory impact of state, in particular on social issues and environmental protection, and to the discourse on rejection of neoliberal fundamentalism with further transition to post-liberalism and alter-globalization.

Relevance. Faced with globalization challenges, large modern cities need to develop their competitive advantages. One source of such advantages is clustering of urban economy. Questions dealing with cluster-based policies and classification of clusters operating on the regional and national levels have attracted much scholarly attention while there is still a research gap regarding urban cluster policies and comparison of city-based clusters. Research objective. The purpose of this study is to analyze the legal framework of cluster policies in Russia and Kazakhstan and to describe the criteria for classification and comparison of city-based clusters. Data and methods. The study used methods of systemic and comparative analysis, formalized methods of analysis of regulatory acts. The selected criteria are universal and can be used for cluster analysis in different countries. We considered strategies for socio-economic development of large cities in Russia and Kazakhstan from the official websites of city administrations as well as the regulatory acts of specific cities. Results. In both countries, clusters play a significant role in the development strategies of territories. The Russian and Kazakh governments take similar measures to support cluster initiatives. The regulatory legal acts of both countries emphasize the allocation of subsidies and co-financing of regional programs and R&D in clusters. The process of cluster creation in Russia started later than in Kazakhstan but was also more intensive. A popular specialization for clusters in both countries is information technologies and communications, which corresponds to the goals set by the national governments. Conclusions. In both countries, the number of clusters in large cities is increasing annually. Typically, clusters have 11-50 participants. In both countries, there are clusters of different specialization. Strategies for socio-economic development serve as the main documents for devising cluster policies of cities. The practical significance of the study is that it proposes an approach to classification and comparison of clusters that can be used in further analysis and for identification of cluster policy priorities.

Women plays a vital role in business and they are a major resource potential in entrepreneurship. Unfortunately, women entrepreneurs tend to face greater obstacles in access to credit, market knowledge, business needs and by the limits of trade agreements and the constraints of trade policies. Thus, there is a need for more efficient policies for the development of female entrepreneurship. The chapter offer analysis of state of the empowerment of women in the globalization. Then, the analysis of the theoretical foundations is for justifying the role of women as entrepreneur and promoter of gender equality and constraints that they are facing. Then, it is an opportunity to offer a brief overview about women in the socio-economic development in MENA region. Finally, the question is how to create policies for the business sector to promote their empowerment. A SWOT analysis is done to explore challenges and limits and offer some recommendations .This chapter is an opportunity to explore new area about the degree of adaptation of women's entrepreneur to the trade policies rules.

The work deals with the role of budgetary policy on socio-economic development of the country, the practical significance of budgetary policy improvement, the peculiarities of program financing, the problems of rationalization of budget resources, the existing reality and the main directions of improvement the effectiveness. The aspects of research are compared to the advanced international practice. The research is focused on the problems and the anti-rational usage of budget funds in the budgetary process, the peculiarities and efficiency of forming the program budget, the problems in the formation of expected results and budget performance indicators of the programs/sub-programs.
