Relevance. Faced with globalization challenges, large modern cities need to develop their competitive advantages. One source of such advantages is clustering of urban economy. Questions dealing with cluster-based policies and classification of clusters operating on the regional and national levels have attracted much scholarly attention while there is still a research gap regarding urban cluster policies and comparison of city-based clusters. Research objective. The purpose of this study is to analyze the legal framework of cluster policies in Russia and Kazakhstan and to describe the criteria for classification and comparison of city-based clusters. Data and methods. The study used methods of systemic and comparative analysis, formalized methods of analysis of regulatory acts. The selected criteria are universal and can be used for cluster analysis in different countries. We considered strategies for socio-economic development of large cities in Russia and Kazakhstan from the official websites of city administrations as well as the regulatory acts of specific cities. Results. In both countries, clusters play a significant role in the development strategies of territories. The Russian and Kazakh governments take similar measures to support cluster initiatives. The regulatory legal acts of both countries emphasize the allocation of subsidies and co-financing of regional programs and R&D in clusters. The process of cluster creation in Russia started later than in Kazakhstan but was also more intensive. A popular specialization for clusters in both countries is information technologies and communications, which corresponds to the goals set by the national governments. Conclusions. In both countries, the number of clusters in large cities is increasing annually. Typically, clusters have 11-50 participants. In both countries, there are clusters of different specialization. Strategies for socio-economic development serve as the main documents for devising cluster policies of cities. The practical significance of the study is that it proposes an approach to classification and comparison of clusters that can be used in further analysis and for identification of cluster policy priorities.

<p>Se pretende explicar y analizar las implicancias que ha tenido la inversión pública de los gobiernos locales y el gobierno regional en el Departamento de Puno sobre el desarrollo socioeconómico; en los últimos años<a href="file:///C:/Users/FORTUNATO/Desktop/aptos%20ria%2018n3/8-%20INVERSI%C3%92N%20P%C3%99BLICA%20alcides%20huamani%20peralta.doc#_msocom_1">]</a> , la gestión pública es cuestionado principalmente porque éstas no han mostrado mejoras significativas en el desarrollo socioeconómico a pesar del incremento de recursos. Se ha considerado información anual del 2007 al 2014, referida a gobiernos subnacionales; para el primer objetivo se ha realizado la caracterización de gobiernos locales y gobierno regional; para el segundo objetivo, se analiza las implicancias que tiene la inversión pública sobre el desarrollo socioeconómico, mediante un modelo econométrico. Se ha caracterizado a la gestión de los gobiernos locales y el gobierno regional, encontrando problemas en la ejecución de inversiones, como la falta de calidad en proyectos de inversión, hechos de corrupción, limitadas capacidades de autoridades y funcionarios, y problemas de transparencia y procesos participativos; se ha evidenciado que las inversiones públicas tienen efectos muy limitados o marginales sobre el desarrollo socioeconómico en nuestro departamento, esto se infiere de los resultados del modelo econométrico aplicado. Conforme a la evidencia empírica, los gobiernos subnacionales no han generado mejoras significativas en las condiciones de vida de la población y condiciones favorables para el sector privado.</p><p> </p><p> </p><p> </p><p><strong> </strong></p><p align="center"><strong>ABSTRACT.</strong></p><p><strong> </strong></p><p>We  try to explain and analyze the implications that had the public investment of local governments and the regional government in the Department of Puno about the socio-economic development; in recent years, was questioned mainly because they have not shown significant improvements in the socio-economic development despite the increase of resources. It has been considered annual information from 2007 to 2014, referring about sub-national governments; for the first objective it has been taken characterization of local government and regional government; for the second objective, it has been analized the implications that has the public investment on the socio-economic development, using an econometric model. It has been characterized the management local governments and regional government, finding problems in the execution of investments, such as the lack of quality in investment projects, acts of corruption, limited capacities of authorities and civil servants, and problems of transparency and participatory processes;  this shows that public investments have very limited or marginal effects on the socio-economic development in our department, this is the conclussion  from the results of the applied econometric model. The work deals with the role of budgetary policy on socio-economic development of the country, the practical significance of budgetary policy improvement, the peculiarities of program financing, the problems of rationalization of budget resources, the existing reality and the main directions of improvement the effectiveness. The aspects of research are compared to the advanced international practice. The research is focused on the problems and the anti-rational usage of budget funds in the budgetary process, the peculiarities and efficiency of forming the program budget, the problems in the formation of expected results and budget performance indicators of the programs/sub-programs.

As a developing country, the economy of Bangladesh is based on agricultural activities. Veterinary science and production have a significant impact on the socio-economic development of the country. The current study evaluates the sector in terms of Animal Feeds, Disease and Diagnostic Services, Preventive Veterinary Service, Clinical Service, Artificial Insemination, Wildlife Healthcare, Administrative Assistance, Legal framework and policy regime, Veterinary Public Health and Zoonoses, Research and Development for Veterinary Science, Licensing Veterinary Activities, Industrial Evaluation Based on ventures, and Veterinary education and research activities. Veterinary activities and economic development are positively correlated and affect poverty alleviation. The current study is a pioneering attempt to evaluate the area in the context of Bangladesh, which will essentially add value to the existing literature.

The article addresses the issues of solving a number of planning and forecasting problems of managing socio-economic development. The material presented is based on the general principles of regional planning and reflects the provisions formed taking into account international experience and on the basis of the domestic history of the development of macroeconomic process control systems using modern information technologies. An economic-mathematical model of two key processes of the region’s socio-economic system «basic education, health care, social protection» and «transport infrastructure» has been developed. The results of the calculations are illustrated by the example of the Irkutsk region. The practical use of the developed methodological approaches will make it possible to justifiably solve the tasks of strategizing the rapid development of the regions.

The paper describes the specifics of planning federal budget allocations for budgetary investments in 2019–2021.The relevance of the paper is due to the fact that Presidential Decree No. 204 of May 07.2018 sets the goal for Russia to break into the top five world economies and ensure economic growth rates exceeding the world rates while maintaining the macroeconomic stability. The subject of the research is federal budget allocations for budgetary investments. The purpose of the research was to assess the volume, dynamics, structure and legal support of budgetary investments to ensure their compliance with the objectives of the socio-economic development of Russia. Based on a dynamic structural analysis of the federal budget investments as well as a comparative analysis of fixed investments in Russia and developed countries, it is concluded that there is a need to enhance the fixed asset investments by increasing budgetary investment amounts along with encouraging private investing by the population and businesses. Apart from increasing capital investments from the federal budget, it is also important to update the budgetary investment structure with a focus on the main socioeconomic development targets. The analysis of the legal regulation in the field of budgetary investments showed the necessity to refine the existing legal framework to improve the quality of the budgetary investment planning. Following the analysis of factors hindering the growth of private investing, proposals were made on to how to improve the investment climate in the Russian Federation.

The purpose of the article is is to determine strategic guidelines and priority directions of sustainable socio-economic development of rural communities and territories in the conditions of power decentralization and self-government reform in Ukraine. Research methods. The techniques of the abstract-logical method, analysis and synthesis, induction and deduction, analogy and comparison were used to generalise the study's theoretical and methodological aspects. In analytical studies, some economic and statistical methods were used to diagnose the trends in the development of rural communities and territories in the context of decentralization of power (comparative analysis, averages and relative values, statistical groupings, trend analysis, graphical method, index analysis, etc.)—some forms of abstract-logical tools allowed to formulate intermediate and final conclusions and proposals. Research results. It is proved that the sustainable development of rural communities and territories presupposes the unity and balance of its four components: economic, social, ecological and institutional. The economic component should be based on obtaining the maximum aggregate income while maintaining and increasing the working aggregate capital and production volumes of competitive products; social - on creating the optimal social conditions and improving the quality of human life as the primary value of the society; ecological - on the balance of biological and natural systems, the integrity of the biosphere and ecosystem and their ability to self-reproduction; institutional - on strengthening the institution's role in ensuring sustainable socio-economic development of rural communities and territories. Together, they constitute strategic guidelines for sustainable socio-economic development of rural communities and territories and provide specific priority directions. Scientific novelty. In the article, the complex of strategic guidelines and priority directions of sustainable socio-economic development of rural communities and territories in power decentralization and self-government reform at the primary level on four components have been improved (economic, social, ecological and institutional). This will substantiate the methods and mechanisms of implementation of state policy to ensure its. Practical significance. The defined and substantiated strategic guidelines and priority directions set out in the article can be taken into account in developing effective targeted government policy aimed at sustainable socio-economic development of rural communities and territories in Ukraine. The article summarizes the current state and main trends of external migration of the population from Ukraine to the Republic of Poland, in particular in the aspect of labor migration. The political and legal regime of border crossing between countries is described. The characteristics of key economic and social parameters that determine the migration environment in the Ukraine – Poland system are given. Indicators of border crossing by Ukrainians to Poland, residence of Ukrainian citizens on the territory of Poland, their place in the gender structure of the population of this country, naturalization are given. The results of the analysis of tendency characteristics of external labor migration from Ukraine to the Republic of Poland in terms of the number of submitted applications and received permits for temporary stay and employment of Ukrainians in Poland are reflected. The specifics, as well as problematic aspects of external labor migration from Ukraine to Poland in the context of socio-economic development of countries, as well as European integration of Ukraine. The shortcomings of increasing labor migration from Ukraine to Poland, such as the rapid increase in the number of Ukrainian citizens living in Poland, including in the structure of foreigners, have been identified; increasing the number and increasing the dynamics of applications submitted and permits obtained for temporary stay of Ukrainians in Poland, especially for reasons of work and study; growing intentions of Ukrainians and increasing the number of permits obtained for the right to perform long-term work in Poland; further strengthening the attitudes and attitudes of Ukrainians regarding the intensification of their plans and intentions regarding the implementation of various forms of migration to Poland; increase in the number of naturalization practices of Ukrainian citizens by Poland, which is evidence of the growing threat not only of high migration rates, but also changes in citizenship by domestic migrants. The practical significance of the research results lies in the formation of information and analytical support for the formation and implementation of state policy regulating migration processes in the migration system Ukraine – EU to accelerate Ukraine’s European integration processes and realize the potential of socio-economic development. The scientific novelty of the study lies in the scientific approach to solving the problem of development and realization of migration potential in the Ukraine – EU system on the example of the recipient – the leader in attracting labor migrants from Ukraine – the Republic of Poland.

Subject. The article focuses on the updating of individualism as a natural ontology of modern liberal economy. Objectives. The aim is to explore the possibility of realizing the real potential of the paradigm of individualism, which may have various forms of manifestation, and may position itself as a new, qualitatively holistic and productive "being". Methods. The methodological perspective and the disciplinary matrix of the study are based on the use of creative potential of the dialectics of "essence and phenomenon", as well as the possibilities of logical and epistemological analysis of modern functional models of socio-economic development. I perform a content analysis of modern domestic and foreign sources of data. Results. It is possible to verify the controversial nature of the judgment about the obsolescence of the neoliberal paradigm of methodological individualism, where it is necessary to distinguish between the dysfunctional monetary-plutocratic form of individualism and the essence of individualism as such, which contains unrealized creative potential of a possible new "being". I offer an approximate outline of the new qualitative integrity of the individualistic concept, where the spiritual-moral and value-semantic attractor becomes the "center of gravity". Conclusions. At present, the individualism needs fundamental updating. The scientific and practical significance of the article’s provisions consists in the attempt to continue the discussion within the search for the most effective model of socio-economic development, the formation of a new subject field, and concretization of the phenomenology of methodological individualism as an ontology of modern political economy analysis.
