Appropriate Site Development is one of the Greenship criteria for maintaining or expanding urban greenery in order to improve microclimate quality, decrease CO2 and other pollutants, avoid soil erosion, reduce drainage system loads, and keep the balance between clean water and groundwater systems. The GREENSHIP concept is a solution to the decline of the green spaces of Gianyar regency, which has been due to the construction of hotels and villas for tourism. The Government of Gianyar Regency in Bali Province is committed to applying the concept by planning Gianyar Public Market as the first public facility that uses the idea. This study evaluated whether the application of the Green Building concept, particularly the one in the category of Appropriate Site Development, will be beneficial for the users and the surrounding environment. The evaluation used mixed-methods, which incorporated a case study approach. Two key persons were interviewed. The collected interview data combined with the secondary data were processed with the GREENSHIP rating tools. Results of the evaluation show that, in the category of Appropriate Site Development, the planning of Gianyar Public Market obtains 41.18% points. It means that the planning has not yet adequately fulfilled the criteria. Therefore, some efforts and improvements need to be taken and made to fulfill the criteria of the categories in which the planning has not yet obtained maximum points. One of such categories is technology application.

Abstract Selokan Mataram, a 31.2 km irrigation canal linking Opak and Progo Rivers in the Province of Yogyakarta, initiated and built by Sultan HB IX during the Japanese Occupation, has essential historical values and cultural heritage. It was built to provide water for agricultural activities in the area. At the moment, however, the Selokan Mataram is under the pressure of urbanization and rapid development. Such pressures are threatening its heritage values. This paper aims to examine Selokan Mataram from a cultural landscape perspective, examine the values of its cultural heritage, and document the pressures, threats, and efforts that the government has undertaken to preserve it. This research uses a case study approach, where data and information are obtained through secondary data, field observation, and interviews with multiple sources. The research argues that Selokan Mataram is a ‘cultural landscape’ that is important to Yogyakarta. It has and fulfills important values to be registered as a cultural heritage. At the same time, as one crucial cultural landscape, Selokan Mataram and the surrounding area is threatened by the rapid development of the city where the local government is not fully able to manage and control it. This research recommends that Selokan Mataram should be declared as a cultural heritage area, so that efforts can be further supported and strengthened to preserve it.

This study analyzes the urgency of implementing public administration ethics to realize good governance. This study uses a qualitative method with a case study approach. The data sources used in this study are primary and secondary data. Preliminary data was collected from interviews and questionnaires to respondents, while secondary data was collected through the literature study method. The location of this research is in one of the sub-district offices in the Sumedang District. Respondents who were given a questionnaire totaling 100 people living around the sub-district were selected based on the random sampling method. Based on the data and analysis of research results, it can be seen that sub-district employees in Sumedang District still have not implemented bureaucratic ethical governance properly. Government governance has not been able to absorb and develop more advanced management values. The problem arises because of the following: learning culture, processes, tools and techniques, and skill and motivation. This should be a concern, especially by the government, to create good governance, which is indicated by the high public trust in the government.

Industrialization, urbanization, and economic growth are among the major causes of environmental degradation. These factors are closely related to the construction sector. To curb the issue, the government has initiated tax incentives to encourage developers embracing green technology. Developers who entitled to these tax incentives should enjoy a considerable amount of tax savings, which can be employed for capital reinvestment. Consequently, this study aims to determine whether firms that specifically involve with the construction of green buildings and have received the tax incentives are more likely to achieve relatively better financial performance, as a result of tax benefits gained from the government assistance. For the empirical analyses, secondary data was employed. A total of 138 firm-year observations from 2015 until 2017 used to measure the firm’s characteristic of board size, asset tangibility, deferred tax balances, and leverage against financial performance. The Theory of the Growth of the Firm was used to interpret the relationship between the financial characteristics and firm performance. We obtain evidence that indicates there is no significant difference in the financial performance between the GBI and non-GBI firms. The deferred tax balance, a proxy of the investment tax allowances granted by the Malaysian government to the GBI firms, is shown to be ineffective in improving the financial performances of these firms. The finding of this study suggests that any form of tax assistance from the government for the construction sector has not benefitted its recipients and requires remodeling.
