This study analyzes the urgency of implementing public administration ethics to realize good governance. This study uses a qualitative method with a case study approach. The data sources used in this study are primary and secondary data. Preliminary data was collected from interviews and questionnaires to respondents, while secondary data was collected through the literature study method. The location of this research is in one of the sub-district offices in the Sumedang District. Respondents who were given a questionnaire totaling 100 people living around the sub-district were selected based on the random sampling method. Based on the data and analysis of research results, it can be seen that sub-district employees in Sumedang District still have not implemented bureaucratic ethical governance properly. Government governance has not been able to absorb and develop more advanced management values. The problem arises because of the following: learning culture, processes, tools and techniques, and skill and motivation. This should be a concern, especially by the government, to create good governance, which is indicated by the high public trust in the government.

State civil apparatus has mobilized by a pair of the candidate, Ichsan Yasin Limpo and Andi Mudzakkar (IYL-Cakka) on the 2018 South Sulawesi Local Election in Gowa was very structured and massive. That case is proved by the victory of Them in Gowa around 68.38 percent. The support from Gowa's society for the nominating process is 260 650 IYL-Cakka identity. Based on the result of administrative verification showed that 0.5 percent are civil state apparatus's identity and the result of factual verification is 1.53 percent. Meanwhile, the state civil Also apparatus supported them with symbols of the candidate. It’s proved by a report of 37 cases of neutrality violation to the South Sulawesi Provincial of the General Election Supervisory. This research method used a descriptive case study approach. The Data on this research used primary and secondary data. The data were collected from several methods: observation, interviews, and documentary. The result of this study indicated resources that supported instruction to them have consisted of two categories: 1) the instruction to the collected identity cards and 2) the instruction to used symbols. The identity cards were collected by three elements: the winning team for IYL-Cakka, the Headman and their staffs, and the other elements (agricultural extension workers and educators). The instruction to used symbols created has been done with the group in social media for all of the government head offices and created the formal regular meetings outside the Gowa (like as benchmarking).

Elections for Regional Heads always experience the complexity of problems that lead to prolonged social conflicts without massive evaluation to minimize them. Not a few also happened, which involved various society and government institutions that participated in the contest. The research objective was to analyze and find the resolution of conflicts in Bulukumba Regency due to the democratic party of the Regional Head General Election. The research method is presented in a descriptive qualitative form with a case study approach. Primary and secondary data sources with data collection techniques, observation, interviews, and documentation. The analysis was data carried out through reduction, presentation, verification, and conclusions based on the data's validity. Among the conflict resolutions formulated, namely: a) local wisdom is the locomotive of peace to minimize social conflicts that lead to social disintegration. The implementation stage is a collective awareness built by the local community itself as an essential building for existing values and norms, b) The adaptation roles and of institutional functions in breaking down and applying rules is a potential superior as a latent function and a real function in preventing social conflicts that will occur, both micro and macro aspects that lead to movements preventive, persuasive and repressive role, and c) To suppress behavior deviant during the democratic party process, money politics must be stopped and avoided by the existence of associative relationships between the community and local wisdom values and the government through adaptive roles and functions. Accountability in providing public administration to the poor people in the Social Department of Makassar. This study was qualitative case study approach, while the instruments were the researchers themselves. This study showed that the accountability in providing public administration to the poor people had not run optimally. There were various approaches and alleviation programs for poverty that had not been able to change significantly. There was no continuous program during the official turnover. If the official was changed, then the policy would be changed, thus the programs were ineffective to minimize the poverty in Makassar. The policies and the supports were necessary from all the elements of construction and the involvement of entrepreneurs like stakeholders and community leaders. The government is necessary to take a role in uniting and bridging these issues. In addition, the strategic planning was necessary to involve society, not only as objects of development but also to be involved as the subject of development to alleviate the poverty in Makassar.

Whilst Luxembourg may be classified as a mini-state, its small size and population have not removed «politics» from public administration. Having outlined the legislative system, this article examines in detail the passage of the legislation for direct elections to the European Parliament focusing on the roles and functions of the relevant actors and institutions. This case study approach reveals a smooth parliamentary stage for legislation concealing a set of devices for resolving contentious or troublesome issues : special ad hoc committees to advise on legislative drafts ; parliamentary committees ; splitting legislation so that legislators are formally committed to a principle before they have seen the details ; the use of delaying tactics to preclude discussion of alternatives. In addition to demonstrating these, the case also examines the effectiveness of the three main institutions, the Council of State, the Chamber of Deputies and the Government, particularly the predominance ofthe latter, on major issues. In contradistinction, however, the Council of State, despite its formally weak status, is shown to exercise a positive influence.

<p>Radicalism has become a real threat faced by all countries in the world, including Indonesia. This condition occurs because radicalism is the origin ideology of terrorism which has been confirmed as an extraordinary crime for the world. So, the Indonesian government needs to pay special attention to counter the radicalism issue which is now growing rapidly in Indonesia. This article was written to analyze the Government, the Indonesian National Armed Forces (TNI), and the Indonesian National Police (Polri) roles in countering radicalism issues in Indonesia through good governance concept. This article is written based on the result of phenomenology research used literature study approach of various literature that is relevant to the research topic. Based on the study, the results show that the countering process of radicalism issues conducted by the government of the Republic of Indonesia has not been well managed, because there is no strong legal basis concerning radicalism in Indonesia. Additionally, the weak synergy between the TNI and the Polri, which is tasked to countering radicalism issues, is also become an obstacle for eradicate radicalism issues in Indonesia. Therefore, optimizing the role of the Government, TNI, and Polri are needed by prevention, mapping, detention, and contra radicalism actions. On the other hand, those three parties must strengthen their synergy and cooperative in performed their roles in maintaining public security and national security from the dangers of radicalism.</p>

Electronic government has proven a watershed in the domain of public administration, despite being difficult to pin down precisely. Indeed, the government-to-government (G2G) arena is one of the least studied aspects of this newly established field of knowledge, despite its importance in fostering cooperation and collaboration between government agencies, mainly with respect to the management of their knowledge, in order to increase the effectiveness of public administration. The main scope of this article is to present some key success factors for building G2G enterprises successfully. It also aims to show how public agencies themselves can benefit when they are electronically linked to others, thereby innovating and streamlining their working processes, in order to achieve greater agility and efficacy at reduced cost. In order to pinpoint the key G2G success factors, a single explanatory and successful case study approach was used, namely one involving the Brazilian Central Bank (BCB) and the Brazilian Justice Department (BJD). The BacenJud system developed by the Brazilian Central Bank was analyzed in a more detailed manner. This case—considered a success—shows how this G2G project made it possible for both the Brazilian Central Bank and the Brazilian Justice Department to achieve greater agility and effectiveness regarding the processing of legal demands made by the Brazilian Justice Department, thereby handing down its sentences at reduced cost. Furthermore, this study examined the factors that had a clear nationwide impact on the success of this endeavor in the realm of the Justice Department. Therefore, this article intends to answer the following research question: From the case study analyzed, what are the key success factors in the implementation of government-to-government processes between public agencies in Brazil?

Non-minimarket traders and convenience stores are getting weaker along with the presence of modern retailers. Non-minimarket traders are also called traders at mom and pop or mom and pop stores. This case happened not only in other cities or other countries, but also in Batam. The presence of modern retailers, especially retail Indomaret and Alfamart retail in Batam, gave a lot of changes to the mom and pop store. This article aims specifically of analyzing the situation faced by mom and pop stores in Batam after the presence of modern retailers, especially Indomaret and Alfamart. And to what extent does the influence of the presence of Indomaret and Alfamart affect shops and stalls in Batam City? The research methodology used to analyze is a type of qualitative research with a case study approach to the type of situation analysis. The type of case study of this study is trying to analyze the situation of a particular event or event. External situation analysis is a systematic review of the background of problems that are outside the organization. Types of external situation analysis include secondary data (literature studies), surveys, observations, and content analysis. From the results of the analysis it was found that the presence of modern retailers until 2018 cannot be rejected and resisted by those who have a direct interest because access through the government of a wide open city. As a result, hundreds of modern retailers, especially Indomaret retail and Alfamart retail, have been established in Batam city. The mom and pop store has been eliminated, ranging from four to five mom and pop stores that broke up and closed in every housing complex. The hope for the mom and pop store owners that still persists up to now is the government's interference with the quota limit on the number of modern retailers. Also the involvement of the government both financially and ideas to foster the community about healthy ways to compete in the market.

One of the efforts made by the government to increase development is by developing the field of investment, because economically investment is the first step in production activities. In this regard, to create a realization of sustainable investment, a conducive investment climate is needed. A conducive investment climate in the economy is a hope for the community, investors, business people and the government. This study aims to analyze and explain the strategies of the Banyuwangi Regency Government as an effort to create a Conducive Investment Climate that is useful for regional development. This research was conducted using qualitative methods with a case study approach. Data collection techniques that will be used in this study include interviews, focus group discussions, documentation and literature studies. The results showed that BanyuwangiRegency implemented regulations on investment by implementing several e-Government applications that had the function of transparency, accountability, and facilitating public services related to investment. E-government leads to good governance because government services are more transparent, effective and efficient so as to form public trust which has an impact on increasing investment interest by investors. The increase in investment was also caused by policies or regulations that favored the creation of a conducive investment climate.
