Elections for Regional Heads always experience the complexity of problems that lead to prolonged social conflicts without massive evaluation to minimize them. Not a few also happened, which involved various society and government institutions that participated in the contest. The research objective was to analyze and find the resolution of conflicts in Bulukumba Regency due to the democratic party of the Regional Head General Election. The research method is presented in a descriptive qualitative form with a case study approach. Primary and secondary data sources with data collection techniques, observation, interviews, and documentation. The analysis was data carried out through reduction, presentation, verification, and conclusions based on the data's validity. Among the conflict resolutions formulated, namely: a) local wisdom is the locomotive of peace to minimize social conflicts that lead to social disintegration. The implementation stage is a collective awareness built by the local community itself as an essential building for existing values and norms, b) The adaptation roles and of institutional functions in breaking down and applying rules is a potential superior as a latent function and a real function in preventing social conflicts that will occur, both micro and macro aspects that lead to movements preventive, persuasive and repressive role, and c) To suppress behavior deviant during the democratic party process, money politics must be stopped and avoided by the existence of associative relationships between the community and local wisdom values and the government through adaptive roles and functions. State civil apparatus has mobilized by a pair of the candidate, Ichsan Yasin Limpo and Andi Mudzakkar (IYL-Cakka) on the 2018 South Sulawesi Local Election in Gowa was very structured and massive. That case is proved by the victory of Them in Gowa around 68.38 percent. The support from Gowa's society for the nominating process is 260 650 IYL-Cakka identity. Based on the result of administrative verification showed that 0.5 percent are civil state apparatus's identity and the result of factual verification is 1.53 percent. Meanwhile, the state civil Also apparatus supported them with symbols of the candidate. It’s proved by a report of 37 cases of neutrality violation to the South Sulawesi Provincial of the General Election Supervisory. This research method used a descriptive case study approach. The Data on this research used primary and secondary data. The data were collected from several methods: observation, interviews, and documentary. The result of this study indicated resources that supported instruction to them have consisted of two categories: 1) the instruction to the collected identity cards and 2) the instruction to used symbols. The identity cards were collected by three elements: the winning team for IYL-Cakka, the Headman and their staffs, and the other elements (agricultural extension workers and educators). The instruction to used symbols created has been done with the group in social media for all of the government head offices and created the formal regular meetings outside the Gowa (like as benchmarking).

This study analyzes the urgency of implementing public administration ethics to realize good governance. This study uses a qualitative method with a case study approach. The data sources used in this study are primary and secondary data. Preliminary data was collected from interviews and questionnaires to respondents, while secondary data was collected through the literature study method. The location of this research is in one of the sub-district offices in the Sumedang District. Respondents who were given a questionnaire totaling 100 people living around the sub-district were selected based on the random sampling method. Based on the data and analysis of research results, it can be seen that sub-district employees in Sumedang District still have not implemented bureaucratic ethical governance properly. Government governance has not been able to absorb and develop more advanced management values. The problem arises because of the following: learning culture, processes, tools and techniques, and skill and motivation. This should be a concern, especially by the government, to create good governance, which is indicated by the high public trust in the government.

Non-minimarket traders and convenience stores are getting weaker along with the presence of modern retailers. Non-minimarket traders are also called traders at mom and pop or mom and pop stores. This case happened not only in other cities or other countries, but also in Batam. The presence of modern retailers, especially retail Indomaret and Alfamart retail in Batam, gave a lot of changes to the mom and pop store. This article aims specifically of analyzing the situation faced by mom and pop stores in Batam after the presence of modern retailers, especially Indomaret and Alfamart. And to what extent does the influence of the presence of Indomaret and Alfamart affect shops and stalls in Batam City? The research methodology used to analyze is a type of qualitative research with a case study approach to the type of situation analysis. The type of case study of this study is trying to analyze the situation of a particular event or event. External situation analysis is a systematic review of the background of problems that are outside the organization. Types of external situation analysis include secondary data (literature studies), surveys, observations, and content analysis. From the results of the analysis it was found that the presence of modern retailers until 2018 cannot be rejected and resisted by those who have a direct interest because access through the government of a wide open city. As a result, hundreds of modern retailers, especially Indomaret retail and Alfamart retail, have been established in Batam city. The mom and pop store has been eliminated, ranging from four to five mom and pop stores that broke up and closed in every housing complex. The hope for the mom and pop store owners that still persists up to now is the government's interference with the quota limit on the number of modern retailers. Also the involvement of the government both financially and ideas to foster the community about healthy ways to compete in the market.

Humans construct various strategic actions and produce cultural products to overcome life problems during certain situations. In the context of the modern nation-state, regulations which are issued by the government in a country and are aimed to help members of their society to overcome life's problems can be called a cultural product. In response to the Belt and Road Initiatives/BRI initiated by the PRC government, the government under President Joko Widodo in the first period issued a Maritime Axis program aimed at building a number of infrastructures, ranging from ports, toll roads, airports, and industrial zones spread throughout Indonesia. This program is implemented under several regulations issued to facilitate the implementation of foreign investment absorption and development of various infrastructures with the aim of improving the economy, alleviating poverty, and reducing the number of unemployment. This article aims to analyse Indonesian government's response to Chinese investment in the BRI scheme which is related to cultural resilience factors. This article argues that in responding to BRI to develop infrastructure and industry, Indonesian government has not yet considered the factors of community cultural resilience. This article analyses six regulations issued by the government to regulate Sei Mangkei Special Economic Zone. Moreover, it uses a case study approach by observing the Sei Mangkei Special Economic Zone, to reveal the cultural resilience of the local community while facing investment inflows along with the impacts.

<p>Religion functions are to build brotherhood, yet religions can also be a source of <br />conflict.The rejection of Piodalan Ritual carried out by Maha Lingga Padma Buwana<br />Community by a number of Mangir Lor Sub-village residents, is a socio-religious conflict. The research aims to find out and explain why there is the rejection of Piodalan Ritual, and how the government together with the community resolve the conflict. The research uses a case study approach. Data collection techniques include interviews, observations, documentation, and triangulations. Primary data sources are from structural officials of government and cultural leaders of the community. Secondary data sources are from documents, reference books, and historical records. Analysis of qualitative data in interactive and continuous manners includes data reductions, data presentations, and conclusions. The result shows that the conflict between Mangir residents and Mahalingga Padma Buwana Community is the lack of communication and different perceptions regarding the Piodalan Ritual. The government and the community resolve the conflict by utilizing the local wisdom values, rembuk desa (deliberation), rukun (harmony), and ngajeni (respect).</p><p> </p>

AbstractPurpose - This study aims to determine and analyze the effort of the Honai Prosperous Micro Waqf Bank in Papua in increasing community income in Heram District, Jayapura, Papua Province. Micro Waqf Bank is one of the government programs for low-scale communities.Method - This research uses a qualitative method with a case study approach. Primary data are collected from several informants who have related duties and functions such as managers, boarding school leaders, and customers from the Honai Sejahtera Micro Waqf Bank.  While secondary data includes data from documents, literature, and academic studies and research.  The data that has been collected is then processed and analyzed using a field analysis approach from Miles and Huberman.Result - The results of this study indicate that Honai Sejahtera Micro Waqf Bank improve the communities' income in Heram District by providing a loan for business capital using the Qardh. Besides that, the community felt the positive impact of their existence.Implication - Local Governments need to work together with LKMS to empower communities to escape poverty.Originality- This research focuses on increasing people's income through Islamic Microfinance Institution (LKMS) in Papua Province which has never been studied previously.

Five aspects in the development have been observed namely transportation, accommodation, food and beverage facilities, tourist attraction, souvenir. This study use qualitative study approach. The data used are primary and secondary data collected in several ways including observation, interviews, documentation and literature. This study focusing on identify potency of Ciseeng village, business opportunity and employment and marketing strategy to enhance local economy. Result show that there is open wide opportunity for Ciseeng village to enhance local economy through rural tourism, operated and managed by community. Motivation and commitment to learn and to grow are needed in this community. This study was conducted with the aim of giving input and encouraging creativity to the local community, the Government of Bogor Regency, the Tourism Local Community Leader to enhance local economy.

This paper discusses the rise of student social movements in response to the presence of a crisis of public legitimacy triggered by the failure of the government to carry out the functions of the state and failure to realize the welfare of society. The climax when the government and the parliament agreed to revise the rules regarding the authority of the Corruption Eradication Commission (Komisi Pemberantasan Korupsi, KPK) which was considered by many elements of civil society as weakening the KPK. This issue became the dominant discourse and triggered the presence of other issues and demands. The focus of this study is the #GejayanCalling movement initiated by a number of students in Yogyakarta who successfully attracted the sympathy and support of thousands of students and various elements of civil society to take to the streets. This paper uses qualitative research methods with a case study approach. The data collection is done through primary data through interviews with key informants and secondary data through literature studies. The results of the study revealed that the #GejayanCalling movement became massive and significant through the consolidation and political compromise undertaken by students in managing the movement to respond to public unrest marked by a crisis of public legitimacy towards the government. The protest was able to attract thousands of students because of the emphasis on the issue by overriding the role of certain figures, actors or organizations. Emphasis on issues rather than actors becomes an effective strategy in creating shared goals and collective action. Besides that, the use of social media as a repertoire of movements in framing issues is very contributing to strengthen demonstration. Penelitian ini membahas kebangkitan gerakan sosial mahasiswa sebagai tanggapan terhadap adanya krisis legitimasi publik yang dipicu oleh kegagalan pemerintah untuk menjalankan fungsi negara dan kegagalan untuk mewujudkan kesejahteraan masyarakat. Puncaknya ketika pemerintah dan parlemen sepakat untuk merevisi aturan mengenai kewenangan Komisi Pemberantasan Korupsi (KPK) yang dianggap oleh banyak elemen masyarakat sipil sebagai pelemahan KPK. Masalah ini menjadi wacana dominan dan memicu kehadiran isu dan tuntutan lainnya. Fokus penelitian ini adalah gerakan #GejayanCalling yang diprakarsai oleh sejumlah siswa di Yogyakarta yang berhasil menarik simpati dan dukungan ribuan siswa dan berbagai elemen masyarakat sipil untuk turun ke jalan. Makalah ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus. Pengumpulan data dilakukan melalui data primer melalui wawancara dengan informan kunci dan data sekunder melalui studi literatur. Hasil penelitian mengungkapkan bahwa gerakan #GejayanMemanggil menjadi masif dan signifikan melalui konsolidasi dan kompromi politik yang dilakukan oleh siswa dalam mengelola gerakan untuk menanggapi keresahan publik yang ditandai oleh krisis legitimasi publik terhadap pemerintah. Protes ini mampu menarik ribuan siswa karena penekanan pada masalah ini dengan mengesampingkan peran tokoh, aktor atau organisasi tertentu. Penekanan pada masalah daripada aktor menjadi strategi yang efektif dalam menciptakan tujuan bersama dan tindakan kolektif. Selain itu, penggunaan media sosial sebagai repertoar gerakan dalam membingkai isu sangat berkontribusi untuk memperkuat demonstrasi.
