Households’ Evacuation Decisions in Response to the 2011 Flood in Thailand

This study aims at clarifying households’ responses to the flood in Thailand. The result of this study helps fill the gap in literature about the factor affecting a household’s decision to evacuate in response to the flood, as such a decision varies with the type of natural disaster. The result of the study confirms that more vulnerable people are less likely to evacuate. However, they are more likely to evacuate, if at least one of their household members has reduced mobility. People in flood-prone areas exhibited moral hazards. Furthermore, people with relatively secured employment statuses are more likely to stay in the flood-prone area, to minimize their losses from the flood. If households with management-level employees received real-time and accurate updates about the flood, the decision to evacuate would be freely decided by such households, which can minimize their losses. Similarly, real-time and accurate data about potential damages and losses can reduce moral hazards. Thus, it is necessary for national and local governments to understand area-specific characteristics of people and linkages between societal vulnerability and economic resilience. The study’s implications highlight the importance of developing disaster management strategies in an integrated area-based approach.

<p>Over the last few years, several socio-hydrological studies have investigated the dynamics of risk generated by feedback mechanisms and interactions between floods and societies, with a focus on either changing reservoir operation rules or raising levees. In this study, we propose a new socio-hydrological model of human-flood interactions that represents both changes in the operating rules of reservoirs and updating of the levee system. Our model is applied to simulate three prototypes of floodplain management strategies: green systems, in which societies cope with flood risk by resettling outside the flood-prone area; technological systems, in which societies cope with flood risk also via structural measures, such as levees; and green-to-techno systems, in which societies shift from green to technological approaches. Floodplain dynamics are explored simulating future scenarios in the city of Brisbane, Australia. Results show that flood risk is strongly influenced by the flood memory of reservoir operators and their risk-awareness levels control the development of communities. Furthermore, scenarios of more frequent and higher magnitude events prove to enhance social preparedness levels in green systems, while technological systems experience much higher losses.</p>

Abstract Increase recovery from mature oil reservoirs requires the definition of enhanced reservoir management strategies, involving the implementation of advanced methodologies and technologies in the field's operation. This paper presents a digital workflow enabling the integration of commonly isolated elements such as: gauges, flowmeters, inflow control devices; analysis methods and data, used to improve scientific understanding of subsurface flow dynamics and determine improved operational decisions that support field's reservoir management strategy. It also supports evaluation of reservoir extent, hydraulic communication, artificial lift impact in the near-wellbore zone and reservoir response to injected fluids and coning phenomenon. This latest is used as an example to demonstrate the applicability of this workflow to improve and support operational decisions, minimizing water and gas production due to coning, that usually results in increasing production operation costs and it has a direct impact decreasing reservoir energy in mature saturated oil reservoirs. This innovative workflow consists on the continuous interpretation of data from downhole gauges, referred in this paper as data-driven; as well as analytical and numerical simulation methodologies using real-time raw data as an input, referred in this paper as model-driven, not commonly used to analyze near wellbore subsurface phenomena like coning and its impact in surface operation. The resulting analyses are displayed through an extensive visualization tool that provides instant insight to reservoir characterization and productivity groups, improving well and reservoir performance prediction capabilities for complex reservoirs such as mature saturated reservoirs with an associated aquifer, where undesired water and gas production is a continuous challenge that incorporates unexpected operational expenses.

<p>The present paper relates to the design of a cable-stayed footbridge, composed by ready made elements and with span suitable to various urban and building areas. At present, in order to find a solution to traffic problems, local governments look for many ways to alleviate city’s main roads, increasing public transportation and designing dedicated underground pedestrian routes. Although this subways already built are not really used by pedestrians, which prefer wide-open spaces, such as skyways also designed for people with reduced mobility. In this context the described footbridge, with access ramps designed in accordance with accessibility standards, represents not only a good solution for cycle and pedestrian mobility problems, but it is also easy to transport and to be installed, due to its modular elements. The access ramps are suspended to pilons with inclination depending by the required bridge lengths and they can be assembled in different configurations in order to be well integrated also in limited space areas. Finally a particular focus is dedicated to cables, with dismountable end terminations designed to reduce transportation space and costs</p>

The research was carried out with the aim to find out the behavior of farmers towards risk and the factors that influence it. The research sample was 100 paddy farmers in flood-prone area paddy fields in Pangandaran District, West Java Province, Indonesia. Farmer’s behavior towards risk was analyzed using quadratic utility functions, while the factors that influence farmer’s behavior towards risk were analyzed using logistic regression. The results showed farmers 87 was risk neutral, while 13 farmer risk takers were farmers. Education, familys size and income significantly influence farmer’s behavior towards risk; while age, experience, land area, production risk, price risk, income risk and group did not significantly influence farmer’s behavior towards risk.

Annotation Purpose. Improving the efficiency of entomophages production by developing innovative approaches for it management. Methods. System approach, intelligent information technologies. Results. Innovative approaches for it management of entomophages production have been developed, which consist of: determining and ranking the factors that have the greatest impact on the quality of entomological products, and factors that lead to substandard products; the creation of structural and parametric complexes for assessing product quality; real-time assessment of the intensity of entomocultures development processes; automation of management abiotic parameters stepwise development of insects (temperature and relative humidity of the box for growing of insects) in real time; determining the quality of entomological products in conditions of incomplete information, taking into account the impact of a combination of abiotic and biotic production parameters; calculation of optimal values of production parameters in conditions of uncertainty; systematization of knowledge about the interaction of heterogeneous parameters in the production of entomophages. Conclusions. The proposed innovative approaches to manage the production of entomophages can increase its efficiency by forming optimal management strategies, using the technological experience of specialists and modern intelligent information technologies in particular, SCADA-systems, fuzzy logic theory and cognitive analysis. Although Bangladesh’s immense steps in preparing the disaster management policies following the values of good governance issue, the quantity to which these policies have productively been executing at the local level remnants mostly unknown. The objectives of this investigation were dual: firstly, to inspect the roles and efficiency of the local-level governance and disaster management organization, and lastly, to recognize the obstacles to the execution of national the policies and Disaster-Risk-Reduction guidelines at the local community level. The authors applied qualitative research and case Study approach, using techniques from the Participatory Rural Appraisal toolbox to collect data from local community members as well as government and NGO officials. From the finding of the study, it was revealed that interactive disaster governance, decentralization of disaster management, and compliance by local-level institutions with good governance principles and national policy guidelines can be extremely effective in reducing disaster-loss and damages. According to coastal community members, the local governments have generally failed to uphold good governance principles, and triangulated data confirm that the region at large suffers from rampant corruption, political favoritism, lack of transparency and accountability and minimal inclusion of local inhabitants in decision-making – all of which have severely impeded the successful implementation of national disaster-management policies. This study contributes to these research gaps, with identification of further research agenda in these areas. The paper deals with International Sendai Framework that called for enhancement of local level community resilience to disasters. Thus, it contributes to numerous policy and practice areas relating to good disaster governance. The study identified the specific manifestations of these failures in coastal communities in Bangladesh. These results underscore the vital need to address the wide gap between national DRR goals and the on-the-ground realities of policy implementation to successfully enhance the country’s resilience to climate change-induced disasters.
