Competitiveness is a crucial factor in regional development process. The more open region of technology and information, the more competitive that region in regional competition. Because nowadays, competition not only between nations but also between regions. The purpose of regional competitiveness description is to analyze how technology and innovation have important role in productivity and also social welfare. This regional competitiveness will be explained by Regional Competitiveness Index that following Huggins Regional competitiveness model.

National and regional development to improve the economy and people's welfare is carried out with a sustainable concept based on natural resources and with an environmental perspective. To accelerate regional development in Central Java Province, Presidential Regulation number 79 of 2019 has been issued by setting 3 areas in Central Java as a focus, namely Bregasmalang, Kedungsepur and Purwomanggung and 5 other areas as supporting areas. To find out the results of regional development in all cities and districts in Central Java, a regional competitiveness index (RCI) was measured in 2019. From comparing the results of RCI in 3 focus areas and 5 supporting areas, it turns out that the RCI in the focus areas is not higher value than the supporting areas, Bregasmalang 5.86 was lower than Barlingmascakep 6.09; Purwomanggung 4.87 was lower than Subosukowonosraten 5.20, indicating that the policy to determine 3 areas for accelerated development of the region of Central Java Province is not fully evidence- based. The recommendation is that the policy for regional development in Central Java Province in the future is based more on evidence, the results of RCI.

The article presents a study on the assessment of the impact of science-intensive machine building on the development of the regional economy and increasing its competitiveness. Based on the analysis of foreign sources, a theoretical justification was given for increasing the regional competitiveness of the economy. The tools of regional support of enterprises of science-intensive machine building and the model of the organizational and economic mechanism for regional development of science-intensive machine building were proposed. It has been proven that the development of science-intensive machine building influences the competitiveness of the region.

The article deals with the competitiveness of regions in the face of climate change. The aim was to present the concept of measuring the Regional Climate Change Competitiveness Index. We used a comparative and logical analysis of the concept of regional competitiveness and heuristic conceptual methods to construct the index and measurement scale. The structure of the index includes six broad sub-indexes: Basic, Natural, Efficiency, Innovation, Sectoral, Social, and 89 indicators. A practical application of the model was presented for the Mazowieckie province in Poland. This allowed the region’s performance in the context of climate change to be presented, and regional weaknesses in the process of adaptation to climate change to be identified. The conclusions of the research confirm the possibility of applying the Regional Climate Change Competitiveness Index in the economic analysis and strategic planning. The presented model constitutes one of the earliest tools for the evaluation of climate change competitiveness at a regional level.

The numerous versions of endogenous explanations of economic growth emphasize the importance of technological change driving forces, as well as the existence of appropriate institutional arrangements. Endogenous growth theory contributes to a better understanding of various experiences with long-term growth of countries and regions. It changes the key assumptions of the Neoclassical growth theory and participates in the modern regional development physiology explanation. Based on these conclusions, the paper: a) explicates the most important theoretical postulates of the theory, b) explains the most important factors of economic growth in the regions in light of the Endogenous growth theory messages and c) emphasizes the key determinants of regional competitiveness which in our view is conceptually between the phenomena of micro- and macro-competitiveness and represents their necessary and unique connection. First of all, micro-competitiveness is transformed into a regional competitiveness; then regional competitiveness is transformed into a macro-competitiveness. In turn, macro - influences the microeconomic competitiveness, and the circle is closed. After that, the process starts over again.

The purpose of this work is to identify some issues of current sustainable development process in polyethnic border regions of Ukraine. The need to involve various domestic stakeholders (like local, regional and national authorities, businesses, households, education and research institutions, NGOs, regional development agencies) and representatives from neighboring countries in elaboration and implementation of sustainable development programs in border regions is substantiated. Conducted survey helped to identify the position of local NGOs representatives, involved into the different regional development projects, about the priority directions of sustainable development and obstacles for their realization in the polyethnic region. Certain peculiarities of sustainable development related to regional polyethnicity have been identified during the survey. Certain ways to increase the involvement of various ethnic groups in process of sustainable development in border regions have been proposed.

Decentralization in the field of local government is very necessary for regional development, it is highly recommended by local governments to improve the economy or form new regional planning. Different conditions between neighboring regions make cooperation as an alternative in the development process. This paper is a literature review of an inter-regional cooperation between local governments that can lead to development progress. In this paper an example is given of cases in the East Java Province in which the province has done a lot of cooperation between regions, but even so there are still many weaknesses that exist in the implementation of such cooperation so that development cannot be carried out properly.


The transformation processes occurring in the country, causing the uneven development of individual regions, are characterized by increased competition at the regional level. The consequence of the acquisition of economic independence by the regions of the Russian Federation is a reappraisal of its current position and basic functions, the implementation of which is aimed at asserting themselves and strengthening their reliable position in the market and socio-economic spaces of the country by increasing competitive advantages. The formation of competitive advantages of the regions based on the resource potential in the conditions of market relations is the main condition for increasing the efficiency of regional socio-economic systems, predetermining both the sustainable development of the region by ensuring a high level of economic performance and the life quality of the population, and further prospects for the development of environmental and institutional components. The purpose of the study is to assess the degree of influence of key components of the region’s resource potential on the gross regional product per capita as the main recognized indicator of regional development and regional competitiveness based on building an econometric model with the subsequent development of a projection of changes in the indicator of a specific region under the influence of quality and quantity resource potential. Regional Competitiveness be one of the issues in regional development policy since the enactment of regional autonomy. Based on the results of the efficiency analysis found 11 areas of the city and district have the efficiency and 4 districts do not have the efficiency. Regional Competitiveness in Central Java based Comparative Advantage and Competitive known regions that have a high comparative and competitive advantages consist of 4 areas. Regional Mapping Based on Efficiency and Productivity Local known areas that have high efficiency and productivity which consists of 4 areas. Based Competitive Advantage Regional Productivity is high and not found. Under the Regional Competitiveness and Regional Productivity high was not found. Based on Comparative Advantage and Regional Development area there are 4 high. Based Competitive Advantage and Regional Development of high there are 2 areas.
