Purpose The purpose of this paper is to investigate how middle managers utilize performance measurement information in their work. More specifically, the study gives understanding on the impact of performance measurement, policies and procedures (formal controls), and individual intuition and experiential knowledge (informal controls) on strategy implementation and decision making. The study also identifies hindrances to the use of measurement information. Design/methodology/approach The study is carried out as a semi-structured interview study in Finnish companies representing five industries and 29 interviewees. Empirical data were analyzed deductively according to the research framework combining informal and formal management controls with two managerial processes. Findings The work of middle managers is clearly affected by informal controls. Much of the managerial work relies on individual intuition and judgment based on experience instead of performance information or formal instructions. The study also unveiled that top management sees the status of utilizing performance measurement information in a more positive light than do middle managers. This is the case especially in strategy implementation. Deficiency of measurement information was found to be a key factor hindering the use of measurement information but improper analysis of results is also a challenge. Research limitations/implications This study examined the work of middle managers widely in different positions and industries which means that the findings are rather explorative. Simplification was required in order to operationalize the complex tasks of strategy implementation and decision making. Further, more contextually focused research is required in order to understand better the contextual causes of the findings and to provide more understanding on the appropriate ways of improving the utilization of performance measurement information. Practical implications The practical contribution of this study lies in the detailed description of strategy implementation and decision-making processes based on observations in several large companies representing different industries. The study also suggests areas to which development efforts should be concentrated on in order to improve the use of performance information among middle managers. Originality/value This study contributes to the earlier literature by highlighting the usage of performance measurement information as opposed to developing new measures. In addition, the novelty value of the paper relates to the focus in the work of middle managers which has gained less attention in the previous research.

Teachers are an significant element in the development of assessment instruments. Assessing is, therefore, one of the competencies that must be possessed by teachers . The teacher's understanding of the assessment can be reflected in the assessment presentation on the Lesson Plans (RPP). This study examines the preparation of authentic assessment of the even semester Lesson Plan in the Indonesian language curriculum at five high schools in Bogor. The applied method in this research is qualitatively descriptive research. The purpose of this study is to describe 1) the accuracy of the formulation of the problem with the basic competence and indicator, 2) the completeness of the assessment instrument, and 3) the selection of assessment type. The results showed that 90.9% BC or indicator evaluation instrument is made while 9.1% is not made. This causes the teacher unable to know the level of students' understanding of the BC. Ninety percents (90%) of instrument evaluation is less precise; while 10 % of the evaluation instrument is less precise, less appropriate. Forty ( 40 %) of evaluation instruments are complete and 60% are incomplete (no scoring guidelines and answer keys). There are seven development forms of authentic assessment, namely performance appraisal, project appraisal, portfolio assessment, written assessment, attitude assessment, self-assessment, and product assessment. Here is an overview of the authentic assessment form used by teachers. 20% of all indicators are studied, in the form of performance appraisals, the type is the oral practice . Meanwhile, 80% is a written assessment, in the form of multiple choice test and description (short field and essay). This shows that most teachers do not take advantage of other forms of authentic assessment. Keywords: authentic assessment, basic competencies, indicators.

This study aims to: 1) determine the appropriateness of practicum performance appraisal instruments; and 2) find out whether there are differences in competency of laboratory skills among students. The instrument development procedure refers to the 4-D model with a research trial design using one shoot case study. Before the performance appraisal instrument was applied to 77 semester IV students Department of Biology Education, FSTT, Mandalika University of Education, a validation test was first conducted by an expert. Data collection techniques using validation, testing, and observation. The instruments used in this study were instrument validation sheets, observation sheets of action laboratory skills and tests of thinking laboratory skills. Data analysis using the one way ANOVA test continued with the LSD test. The results showed that: 1) the feasibility of performance evaluation instruments developed in the valid and reliable categories; and 2) there were significant differences in laboratory skills in the three groups at ɑ = 5% in the sufficient category. The conclusion of this research is the performance assessment instrument developed can be used to train student laboratory skills. The implications of this research are expected to contribute to improving the quality of practicum assessment instruments in learning in the laboratory.

Instruments are needed to document the evaluation carried out by the organization. Therefore, libraries need to pay attention to developa performance evaluation instrument to plan their human resources. This research explains an overview of stages in developing performance evaluation instruments in an organization, particularly libraries. Research methods. The research used a descriptive qualitative approach by involving the existing  performance evaluation dimensions. After that, the performance evaluation indicators were developed. Data analysis. The measurement of validity and reliability was valid when the correlation between items was >0.3 and when Cronbach alpha was > 0.6. The measurement of validity and reliability help to support the development of performance evaluation instruments. Results and Discussion. Of the 36 statements, only 27 items were valid and used in performance appraisal instruments. The items are arranged in a model of development of the performance evaluation instruments. Conclusion and recommendations. A good organization needs to pay attention to the right indicators in an assessment instrument. In its application, it is effective to use the 360 degree method, where employees are evaluated by other staff to ensure the balance professional perspective.

Practical performance assessment is an important part of the learning process, but several obstacles are found in its implementation. The objectives of this study are (1) to develop constructivism-based performance assessment instruments for class VII Yunior High School in  Life Organization subject,  (2) to describe aspects that need to be made in constructivism-based practical performance assessment instruments, and (3) to describe teacher responses in using constructivism-based practical performance assessment instruments. This research is a development research using a 4D model, the stages are defining, design, development and distribution. The trial subjects in this study consisted of 10 students for small group trials and 40 students for large group trials. The indicators used in the study include aspects related to the development of constructivist life-based practicum assessment instruments. Instrument used was a questionnaire to reveal the response of teachers and students to practical performance assessment instruments. The results of the data analysis showed that the content feasibility value is 86.31% at the intervals of 48.33 which means it is feasible to use. Most students gave a positive response to the assessment sheet given (96.67%), a small portion gave a negative response (33.3%). Because the average positive response of students is more than 75%, the performance assessment instrument is considered feasible to be applied.
