As environmental uncertainty increases, incorporating resilience into project assessments, research recommendations, and future plans is becoming even more critical. This US Army Engineer Research and Development Center special report (SR) demonstrates how the concepts of resilience can be applied in a uniform framework and illustrates this framework through existing case studies on large inland river systems. This SR presents the concepts of resilience in inland river systems, the application of these concepts across disciplines, basic parameters of a resilience assessment, and the challenges and opportunities available for incorporating a more holistic approach to understanding resilience of the US Army Corps of Engineers mission areas on inland rivers. Finally, these concepts are demonstrated in several case studies in the United States to exemplify how these parameters have been applied to improve the overall performance of the system.

This Coastal and Hydraulics Engineering Technical Note (CHETN) describes a method for evaluating the received coverage from Automatic Identification System (AIS) shore sites and the availability of historic vessel position reports along the Ohio River. The network of AIS shoreside sites installed and operated by the US Army Corps of Engineers (USACE) and the US Coast Guard (USCG) receive information transmitted from vessels; however, reception of these transmissions is generally line-of-sight between the vessel and the AIS site antenna. Reception may also be affected by factors such as the quality of the transceiver installation aboard the vessel as well as the state of the equipment at the receiving site. Understanding how to define and quantify coverage gaps along the inland river system can inform research utilizing AIS data, provide information on the performance of the AIS network, and provide guidance for efforts to address identified coverage gaps

‘Soft power’ has been a concept that has generated great political and scholarly interest in China, as it raises the question of how to achieve cultural standing commensurate with the nation’s growing economic significance. But from the perspectives of communication and cultural studies, we can identify limits with both ‘soft power’ as a concept and how it understands culture and communication, and the assumptions made about the capacities of state cultural promotion through media to appeal to global audiences. Drawing upon case studies of the United States, the United Kingdom, Russia, India, Japan and South Korea, this article identified challenges and opportunities for China in growing its international cultural soft power in a ‘post-globalisation’ era.

The Illinois Marine Transportation System (IMTS) is a key component of the nation’s inland waterway system. IMTS is comprised of 27 locks and dams, 19 port districts, more than 350 active terminals, and 1,118 miles of navigable inland waterways traversing along the borderline or within the state of Illinois. However, the infrastructure of IMTS is aging and its conditions are deteriorating. To monitor the performance of IMTS and guide infrastructure investment to enhance safety, efficiency, and reliability of the system, a comprehensive performance measurement program is needed. To this end, the objective of this project is to create an integrated, comprehensive, and maintainable database that facilitates performance measurement of maritime freight to, from, and through Illinois. To achieve this objective, a review of the literature on maritime freight transportation both in the United States and abroad was performed. To gauge practitioners’ points of view, a series of phone interviews and online surveys of Illinois’ neighboring state DOT officials, officials from the US Army Corps of Engineers, Illinois port district authorities, and carriers operating in Illinois was also conducted. With the findings from the literature review and an understanding of state DOT practices, the needed and available data sources for a maritime freight performance measurement program were identified. Building on all the above efforts, a first-of-its-kind PM database for IMTS was designed and developed, along with a detailed user manual, ready for IDOT’s immediate use and future updates. In addition, opportunities for IDOT to use the database to conduct analysis are discussed. Key programmatic recommendations that outline the role of IDOT as a champion and as a facilitator are further included. The outcome of this project will help IDOT gain much-needed knowledge of and develop programs to improve IMTS performance, increase multimodal transportation network capacity, and expand the transportation and logistics sector of the state, which ultimately benefit the people and economy of Illinois.

An ethno-hydrography, studying the organization of space through water, can provide a key to understanding how people conceive their environments in a holistic way. Based on mapping as a dynamic process, different representations of river systems among the Tubu Teda, who live in the Tibesti mountains (Central Sahara), are described in this paper. I first discuss a large-scale subdivision of the mountains into drainage basins, and then representations of a sub-regional and local river system, including an engraving on a sandstone rock. Finally, I discuss these case studies in the context of holistic experiences of environments and the dynamic processes of mapping.

There is a long history of fish and wildlife management associated with Upper Mississippi River navigation dams owned and operated by the US Army Corps of Engineers (USACE). Many operational changes have been made to improve aquatic habitat, with recent emphasis on pool-scale drawdowns to enhance wetland benefits without affecting navigation or other uses. This special report describes projects successfully incorporating Engineering With Nature® principles in a review of the physical setting and historical fish and wildlife habitat management efforts using Upper Mississippi River System navigation dams. We reviewed 80 years of adaptation and lessons learned about how to integrate navigation operations and wildlife management. Several experiments have revealed the capacity to produce thousands of hectares of emergent and submersed aquatic plants, restoring much-needed riparian habitat for a variety of aquatic, wetland, and avian species.

A 3.5 million cubic meter beach nourishment project was completed along 16 kilometers of shoreline at Nags Head, North Carolina, 32 kilometers south of the US Army Corps of Engineers Field Research Facility at Duck. The project is the largest locally-funded nourishment accomplished to date in the United States. Three ocean-certified hopper dredges and one cutterhead suction dredge constructed the project between May and October 2011. This paper discusses the planning, design, and initial performance of the project. Nags Head is exposed to high waves from the northeast which generate net southerly transport over the long term. A key design issue for the project was the large gradient in erosion rates from north to south. Fill sections were varied accordingly based on documented volume erosion rates and model simulations for the area. Permitting involved over five years of environ¬mental reviews because of the need to work during fair-weather summer months in the relatively high-energy setting. The design also built on prior work in connection with a federal nourishment project scheduled for the area if and when funds become available. Two offshore areas strategically located close to south Nags Head were utilized for construction which proceeded efficiently under summer waves until late August when Hurricane Irene impacted the area. The hurricane and fall northeast storms produced rapid adjustment of the construction profile but no net loss of sand from the project area. Post-project surveys show initial profile equilibration was largely confined to the inshore zone inside the 3.7 meter (m) [−12 foot (ft) NAVD] contour. Depth of closure at decadal scales is estimated to be −7.3 m (−24 ft NAVD).

This paper explores trans temporalities through the experiences of incarcerated trans feminine persons in the United States. The Prison Industrial Complex (PIC) has received increased attention for its disproportionate containment of trans feminine persons, notably trans women of colour. As a system of domination and control, the PIC uses disciplinary and heteronormative time to dominate the bodies and identities of transgender prisoners by limiting the ways in which they can express and experience their identified and embodied genders. By analyzing three case studies from my research with incarcerated trans feminine persons, this paper illustrates how temporality is complexly woven through trans feminine prisoners' experiences of transitioning in the PIC. For incarcerated trans feminine persons, the interruption, refusal, or permission of transitioning in the PIC invites several gendered pasts into a body's present and places these temporalities in conversation with varying futures as the body's potential. Analyzing trans temporalities reveals time as layered through gender, inviting multiple pasts and futures to circulate around and through the body's present in ways that can be both harmful to, and necessary for, the assertion and survival of trans feminine identities in the PIC.

The article discusses issues related to the development and use of training means and facilities in order to improve the level of training of US Army personnel. An overview of the main simulators used in the US Armed Forces at present is given, and the prospects for the development of the United States in this area are presented.
