The article is devoted to the problems of industrial services, namely, to changing their role in industrial production in the context of the fourth industrial revolution. Factors of growth in the sphere of services, which led to the dominance of this sector in the structure of world GDP and employment, are singled out. On the basis of statistical data, the analysis of the crisesworthiness of various types of economic activity was carried out. The mechanism of growth of the sphere of industrial services in the conditions of reindustrialization is shown through the organization of effective production of a new type ("smart plants") and the implementation of a customer-oriented policy of industrial enterprises.

The article is devoted to the development of theoretical and methodological foundations of the economic mechanism of providing industrial services as a way to improve the competitiveness of industrial enterprises. The importance of industrial services in improving the competitiveness of industrial enterprises (in the context of the fourth industrial revolution), the state and structure of the sector of these services in the Republic of Belarus are shown. The features of the development of the Internet of Things are considered, the specifics of the economic mechanism for the provision of industrial services and the existing trends in their development in the Republic of Belarus are shown. The directions for improving the economic mechanism for the provision of industrial services in the Republic of Belarus have been identified and practical recommendations have been made for its improvement in the context of the modernization of the national economy.

The purpose of the study is to identify the challenges, prospects and ways for the development of the manufacturing industry in Vietnam in the context of Industry 4.0, after COVID-19. The article examines the development of the manufacturing industry in the context of Industry 4.0. The research methodology includes comparative analysis, elements of positive and normative analysis. The study is based on statistical information available within the period of writing the article (till October 1, 2020). The data of Vietnamese and international research organizations and statistics bodies, in particular, the websites of World Bank and General Statistics Office of were used. The leading role of the manufacturing industry in achieving sustainable economic development in developing countries, including Vietnam, was determined. Based on an assessment of the levels of development of the manufacturing industry in Vietnam from 2011 to 2019 and the state of production of the main manufacturing industries under the influence of the coronavirus pandemic in 2020, urgent problems of the development of the manufacturing industry in the context of Industry 4.0 in Vietnam were identified. The coronavirus pandemic, on the one hand, is seen as the reason for the slowdown in production growth in the manufacturing industry, and on the other hand, as a condition for accelerating digital transformation in industrial manufacturing enterprises. The article identifies the main challenges and prospects for the development of the manufacturing industry in Vietnam in the fourth industrial revolution. The human resource challenge for the development of manufacturing in the context of the fourth industrial revolution was identified in some specific industries such as textiles, food processing, machinery and equipment manufacturing by analyzing the Report of 2019 about Industry 4.0 Readiness of Vietnam’s industrial enterprises. The main priority areas for improving the production of the manufacturing industry in Vietnam to achieve sustainable industrial development are presented. The results of the work can be used in the development of policies for the development of the manufacturing industry not only in Vietnam, but also in other developing countries

The diversity of human culture is fixed in its codes, that is, in models of relations, behavior and activities of people. Today, in the era of the fourth industrial revolution, one of the system-forming cultural codes - the hierarchical division of society into the elite and the masses is dramatically transformed. Understanding the new cultural realities in the transition of society to a new “digital” state is based on Alexei Leontyev’s theory of consciousness activity and the concept of “ideal” by Evald Ilyenkov. The methods of philosophical reflection analyze the change in the essential characteristics of the cultural subcode "elite - masses" when the conditions of society are changing. This cultural subcode itself is being transformed; a new “technological elite” is emerging based on nano-bio-info-cognitive technologies (NBIC-technologies). At the same time, and thanks to the same technologies and squeezing out the masses of people from the production process, more broadly, from the struggle for existence, the process of mass degradation and the reduction of thinking as a creative activity to stamps, while cliches and memorized patterns of movement are intensifying. Philosophical and culturalological understanding of the consequences of the technological revolution, the transformation of the cultural subcode "elite - masses" is an important area of research into the structure of the new type of social organization that is emerging in our lifetime.

Introduction. Industry 4.0 is a concept that is considered a new phase in the Industrial Revolution, closely related to the application of information technologies and the digital transformation of manufacturing. The main purpose is to be created a more holistic and more connected ecosystem, focused on supply chain management in industrial companies. Implementation of solutions in Industry 4.0 is mostly related to the concept of the Internet of Things (IoT). Mass deployment of this type of technology in industrial enterprises is the basis of the so-called Industrial Internet of Things (IIoT). Achieving interoperability in the IIoT requires the combination of two technologies: the Internet of Things and the Internet of People. Aim and tasks. This article describes the implementation of the concept of the Internet of Things in industrial enterprises, as a key technology factor for developing Industry 4.0. Results. A brief overview of the evolution of industrial production - from the beginning of the Industrial Revolution to the emergence of Industry 4.0 is made. The main principles for implementing Industry 4.0 solutions ensure that the entire production process is computerized. Industry 4.0 solutions are mostly associated with the concept of the Internet of Things (IoT) whose definition and essence are obtained in this article. Based on the various concepts of the IoT are presented solutions that can be used in the industry, namely: in consumer devices in technology used in public organizations in infrastructure applications in industrial applications, also called the Industrial Internet of Things (IIoT). Therefore, we can say that there is a significant potential for improving production processes as regards: optimization of operations, forecasting equipment support, inventory optimization, improving workers' security, shipping chain optimization, etc. Conclusions. The application of the Internet of Things in enterprises is an important and decisive step in the process of their digital transformation and transition to Industry 4.0. The interaction between humans and machines, carried out through Internet technologies, leads to the emergence of the Internet of Everything, which will be a basic concept in industrial production in the coming years. However, the role of man in the production process should not be completely eliminated, but solutions should be sought that support and intellectualize his work.

Small and medium enterprises (SMEs) have an important role in the development of countries, especially in developing ones like Vietnam, but access to capital of this type of business is always difficult, while the support of the Vietnamese government has not been effective or negligible. However, the fourth industrial revolution (industry 4.0) have created a new type of business — Fintech companies which provide SMEs an easier way to access capital. Nevertheless, the concept of Fintech is relatively new in Vietnam and the operation of these companies implicit certain risks. Therefore, in order to help SMEs take advantage of this non-bank capital resource, the authorities are asked to promulgate laws or decrees for business environment of Fintech companies.

The fourth industrial revolution gives hope for continuation of development of human society which has already led to sharp improvement of quality of life of billions of people after 1800. To achieve it, collaboration of a set of interested parties is necessary for performance of three main tasks: it is fair to distribute the benefits from technological breaks, to constrain their inevitable negative effects and to guarantee that new technologies will expand, but not to limit a possibility of all inhabitants of Earth. The fourth industrial revolution represents a new stage in development of humanity. Her base – three previous industrial revolutions, and driving force – the growing availability of the latest technologies. This revolution only begins therefore the mankind can – and is obliged – not only to develop new technologies, but also to create more flexible forms of government and positive values which will change how we live we work and we communicate. Customization, change of balance of forces between the value of experience of certain designers and value of digital models, decentralization of design and production, new requirements to certification – all these changes become a reality of the global competitive industry. Theoretical and practical aspects of development and implementation of the scenario of breakthrough technological development of the industrial enterprises in the conditions of the Fourth industrial revolution are presented in article. The characteristic and distinctive features of the Fourth industrial revolution is considered on the basis of what the conclusion is drawn that breakthrough technological development can give huge advantages to economy and society. When developing the scenario of technological breakthrough by authors it is offered to use bilateral approach which it is possible to call the strategy of scaling (zoom-in, zoomout). The most perspective directions which the industrial enterprises need to develop for implementation of the scenario of digital transformation today are allocated.
