The article proposes a model for forecasting the success of student’s learning. The model is a Markov process with continuous time, such as the process of “death and reproduction”. As the parameters of the process, the intensities of the processes of obtaining and assimilating information are offered, and the intensity of the process of assimilating information takes into account the attitude of the student to the subject being studied. As a result of applying the model, it is possible for each student to determine the probability of a given formation of ownership of the material being studied in the near future. Thus, in the presence of an automated information system of the university, the implementation of the model is an element of the decision support system by all participants in the educational process. The examples given in the article are the results of an experiment conducted at the Institute of Space and Information Technologies of Siberian Federal University under conditions of blended learning, that is, under conditions when classroom work is accompanied by independent work with electronic resources.

Education like others spheres of life of modern society is in the state of dynamic changes. New formats of universities as well as their missions and roles in the social and economic development are actively discussed by professional environment. A number of external and internal factors that determine the depth and scale of transformation have effects on the development of the system of higher education. The system of higher education is under the influence of the system and institutional dynamics, which dictate the need for changes. The activity of universities as centers of education, science and culture is one of the most important bases of social progress. This role becomes especially important in XXI century, which is based on new knowledge and principles of technological development. First of all a university takes new features in the current conditions of globalization. The fundamental task that needs to be solved in order to achieve the goals of a modern University is the change of meanings, goals and content of education by active participation in the internationalization processes of the system of higher education and by introducing reforms in educational process. Of course new economic conditions (global market and information technologies) require modifications. It was stated that the commercialization of University innovations in Azerbaijan is a relatively new direction, since the country is just adopts the path of an innovative economy. In this regard the transformation of a scientific idea to a product or a service faces a number of difficulties. It was investigated the problem of commercialization of the results of scientific activities of higher educational institutions in Azerbaijan. For the first time Azerbaijan State University of Economics has implemented its rebranding in the educational system of the country in order to strengthen the market position of the educational institution and realization of innovative marketing strategies. The University’s strategic goals were defined under the UNEC brand, and the brand development was successfully continued with the support of the scientific and expert community. An integrative educational environment is created in Azerbaijan State University of Economics and such environment ensures the unity of the “education – science – innovation – commercialization – production system”. It is important to note that UNEC strategy also provides for clustering of economical education and so that it provides for increasing the integration pace of the University into the world scientific and educational space. The article presents the innovative infrastructure of Azerbaijan State University of Economics connected with its integration into the global scientific and educational environment. The paper studies the matters of the international cooperation issues of the University with universities of such countries as USA, EU, Russia, Turkey, which expands the academic potential of the University and increases its competitiveness. The article substantiates the conclusion that the globalization of higher education increases the importance of commercialization of higher education institutions in the field of education and science. The article reveals the successful experience of UNEC University in the creation and implementation of joint educational programs, expanding academic mobility, attracting foreign applicants, conducting joint researches and international scientific events in partnership with universities in the EU, Russia and Turkey.

This article is based on a process evaluation carried out at the Department of Information and Library Studies (DILS) at the University of Wales Aberystwyth (UWA). The research investigated the effectiveness of the existing evaluation procedures for the BSc Econ in Information and Library Studies by distance learning. After briefly discussing the research process, the article then describes the findings in relation to the perceived gaps in the evaluation procedures, including the importance of disseminating the evaluation results. I t was found that changes to the course occurred in response to feedback from various sources and that evaluation data was used in ways that differ from their perceived purposes. Finally, the article relates these findings to the different concepts of quality found to be appropriate to a BSc ILS Distance Learning programme taught both on and off-campus.

The article discusses the issues of building a university management model focused on meeting the minimum accreditation requirements and legislative requirements in the field of higher education, ensuring the sustainable development of education. In the context of global informatization of the society, the information technologies are being introduced into the various fields of activity. The university management system did not stand aside. The authors propose the use of gamification technology through the automated tools that provide processing and analysis of big data, diagnostics of the quality of downloaded information. Gamification allows the target users to complete the assigned tasks subject to the certain rules and restrictions, which makes the process of performing them similar to a game. It simultaneously contributes to the development of the personnel, the creation of a process of rivalry, motivation and social interaction. Gamification allows the head of an educational organization to build a balanced model of organizational behavior, taking into account the model of behavior of the performers, to ensure the division of administrative and academic spheres of management. These aspects are important elements in the system of the sustainable development of education.

As long as they change their mindset, evolve from conservative ideologies of what a library professional is, and retain and improve upon the traditional library services while seeking to develop techniques and technologies that effectively handle the workflow of the information dissemination process in a Digital Age—adapting technologies such as the KATIE Index, the MEL System, and the LISA Informationbase for the physical and virtual collection management requirements—most library professionals will be able to focus on becoming information experts and establish their relevance at the very epicenter of business and education. Evolving into the information expert and leveraging new information technologies is where the future of library studies lays in this digital segment of the Information Age. The Universidad de Oriente was founded in 1958 and structured in five campuses, located in 5 different States in the northeastern region of Venezuela, with a current total enrollment of 43.000 students and 2500 teachers. A total of 20 libraries of different kinds served these students and professors till 1999. To introduce new information technologies to the libraries and all laboratories of the university, an intranet of the university with 32 networking systems was introduced for all campuses using Main Frame Relay technology. This case discusses the challenging job of creating consciousness about information literacy and university digital databases and digitalization of valuable documents.

Technological ecosystems are a widespread solution to address the challenges of the information technologies in organizations. It is important to have tools to correctly and quickly evaluate them. The Technological Ecosystem Map (TEmap) is a tool to intuitively interpret complex information maintaining both a global and a detailed vision of the technologies. It is a polygonal and structured representation of the main elements of the ecosystem. Each element is evaluated according to its maturity level, indicating how it contributes to fulfil the organization objectives. Each maturity level is represented by a colour, so that the TEmap takes the form of a heat map. The particular case of the University of Alicante is chosen to illustrate its construction. The TEmap is a simple but powerful way to identify the strengths and weaknesses of a technological ecosystem and the possible actions to improve the solution to the strategic questions of the organization.
