Health Management Challenges of the Pandemic - A Case Study from Recent Pipeline Repair Campaign

Abstract Avoiding an offshore COVID-19 outbreak while executing an urgent and intricate pipeline repair campaign is a significant challenge, especially in a country that is experiencing a COVID-19 positivity rate of more than 20% on daily basis. Any minor mismanagement of health management on the DSV (diving support vessel) may lead to a COVID-19 outbreak with the risk of shutting down the campaign and significantly impacting the business continuity objectives. Therefore, the major health management challenge is to avoid a COVID-19 outbreak on the DSV to ensure the well-being of personnel during campaign and to achieve the necessary pipeline repair. The approach taken was to deploy the DSV with team and tools/equipment as soon as possible to avoid a prolonged platform shutdown due to the pipeline leak event. In order to carry out the project, a detailed risk assessment taking account of medical, logistics and security considerations was undertaken in order avoid a COVID-19 outbreak on the vessel. The risk assessment enabled an adjustment to the quarantine requirements for the pipeline repair team before departure to the work location. A contingency plan was also developed to manage a scenario in which a member of the offshore team was infected with COVID-19, and in order to comply with applicable government regulation. Through the effective implementation of a detailed risk assessment, the company was able to complete the pipeline repair campaign without any offshore COVID-19 outbreaks. On the DSV there were 65 personnel working on multiple activities to execute the pipeline repair works on time and on budget. The site team made a diligent effort to follow the mitigations identified in the risk assessment, under the direction of company Business Continuity Management Team (BCMT). As a result of this effort, the company was able to resume production from the offshore platform in a timely manner. This paper discusses the effective implementation of detailed risk assessment on a DSV as part of company business continuity management amid COVID-19 pandemic in the country, including medical, logistics and security considerations. This project was implemented in a year-end period, beyond normal conditions and in a tight schedule.

Fitness as a healthy lifestyle implementation helps to improve the social, mental and physical well-being components. Several scientists have indicated that there is a connection between social belonging and physical activity (PA) as the structural component of a healthy lifestyle (Walseth, 2006; Walseth & Fasting, 2004; Antonsich, 2010; Yuval-Davis, 2006; Anthias, 2006; Pinquart & Sorensen, 2001; Everard et. al., 2000). That is why the goal of the research is to develop and apply a social belonging promotion programme for women in fitness programme and to determine the changes in the lifestyle structural component health promoting PA. 10 women involved in fitness classes in small groups (2-4 people) participated in the case study, where in addition to PA social belonging promotion events were organized for all women together. In order to evaluate the structural components of social belonging and PA level and type, questionnaires adapted in Latvia and a semi-structured interview was used. Applying the social belonging promotion programme for women in fitness creates statistically significant changes in such structural components as sense of commitment (p<0.01), perception of interpersonal relations (p<0.01). By additionally promoting social belonging in fitness, women perceive the group better, are willing to spend more time with it; that, in turn, positively affects the willingness to be physically and socially active on a daily basis.

Purpose The purpose of this study is to explore the psychological well-being of people living around landfills, which constitutes a preliminary case study localized in Samarinda city, Indonesia. Design/methodology/approach This current study used a descriptive, participatory case study design. For data collection, interviews and participatory observation were used. Specifically, this case study took place in Samarinda City, Indonesia. Findings The psychological well-being of the people living around landfills was indicated very low in the light of psychological well-being such as personal growth, life’s goals and self-acceptance dimensions. Research limitations/implications Psychological well-being is part of an attitude of gratitude, thus making individuals happy and satisfied in life. The results of this study point to the fact that people who live around landfills have low psychological well-being due to lack of support from the community and government. In addition, with this research, people who live near landfills are very happy because they feel cared for and care about their condition. People who live near landfills expect the government and surrounding communities to know about their situation so that they become prosperous and well-being. In addition, providing medical team services, sending clean water and providing good solutions can help people who live near landfills. The limitation of this preliminary study was that researchers could deeply explore the lives of people in the next research. Besides, the next research can provide a camera or voice recorder in the state of only observation. In addition, the researcher can analyze more deeply in the next research. The final limitation was that participants could not have enough time to interact with, thus, the researcher could not collect the data to explore further. Practical implications Base on the result in this study, the government needs to have the policy to take care of those people who stay near landfills, for example, improving drinking water, establish the health management and giving a right to people to stay near landfills. Social implications By improving the growing environment, the people live near landfills can have some changes in their life. In addition, the negative stereotype and prejudice can be decreased and establish a more friendly society and increasing their well-being. Originality/value The participants were found to be problematic, primarily in managing their environment and influencing their personal growth. On top of that, the participants appeared to possess a lack exposure of to social interaction with other communities, which might cause them social gap and lack of caring perceived toward the surrounding environment, lack of better life’s goals, the disappointment of current conditions due to low educational and skill backgrounds. Nonetheless, the participants were still of gratefulness upon the situation for they were still granted health for studies to support their families. Besides, the participants did not show any positive attitudes toward themselves because of the disappointment of their condition and personal qualities.

Conducted a study of reliability issues operation of the airport. Defined the function of the reliability and operational readiness of the airport. Presented the concept of using function of operational readiness in the risk assessment for the continuity of the airport.

The flooding of the Chao Phraya River in Thailand and the Great East Japan Earthquake and Tsunami, both of which occurred in 2011, reminded us of the risks of business disruption and further impacts on national, regional, and global economies through supply chains when disasters occur anywhere in the world. Considering the increasing economic losses attributable to disasters, the fourth session of the Global Platform for Disaster Risk Reduction (2013) aimed to promote resilience and foster new opportunities for public-private partnerships as part of an overall approach to improving risk governance. Furthermore, it highlighted that a growing world requires a new approach to development action, emphasizing the private sector&rquo;s role in managing disaster risks. One of the most significant private sector contributions to disaster risk management is the creation of the business continuity plan/planning (BCP) and business continuity management (BCM) systems, which were standardized as ISO22301 and disseminated in many business enterprises around the world. However, a BCP or BCM system has been neither formulated for nor implemented in most local enterprises in industry agglomerated areas, even though these are located in areas vulnerable to disasters. Moreover, in the case of large-scale disasters, a business enterprise’s capacity may be too limited to mitigate damages and maintain operations through its own efforts, even if BCPs are prepared. The main reason for this is the disruption of public infrastructure and services. In order to minimize the negative economic impacts or economic losses, particularly in the case of a large-scale disaster that disrupts the fundamental infrastructure in certain areas, it is important to conduct risk assessment on a proper scale and to prepare scenario-based disaster management plans for area-wide damage mitigation. In addition, it is essential to have integrated resource management and strategic recovery plans to support each enterprise&rquo;s BCM actions in coordination with public sector activities. Considering this backgrounds, the Japan International Cooperation Agency (JICA) and the ASEAN Coordination Center for Humanitarian Assistance on Disaster Management (AHA Center) launched the “Natural Disaster Risk Assessment and Area Business Continuity Plan Formulation for Industrial Agglomerated Areas in the ASEAN Region” project in February 2013. The project introduced the new concept of the Area BCP, which, based on a risk assessment of the area, designates a framework and direction for coordinated damage mitigation measures and recovery actions by stakeholders, including individual enterprises, industrial area managers, local authorities, and infrastructure administrators, to allow business continuation of the industrial area as a whole. The project also established Area BCM as a cyclic process of risk assessment, sharing risk and impact information, determining a common strategy of risk management, developing the Area BCP, implementing and monitoring the planned actions to continuously improve the Area BCM system, and coordinating among stakeholders, in order to improve the capability for effective business continuity of the area. This paper aims to evaluate the progress of the project and to explore lessons from the applied process of Area BCM and its benefits.
