A fundamental principle of project quality management is that quality is planned into project and not inspected through project. In the context of host communities in developing countries with mineral exploration activities construction projects and contracts generally is a key provider of employment in both short, medium and long term and particularly for the locals, therefore the incorporation of quality management systems in project life cycle is paramount for sustainable development. Ensuring project quality plays an important role in socio-economic development of people as it provides the most basic infrastructure that promotes economic activities. Quality management systems (QMS) has significant value relating to project quality and cost reduction and a comprehensive quality management culture can promote project success, mutual beneficial relationship and organisational sustainability. This study provides empirical findings emanating from local vendor(s) understanding, compliance and implementation of quality management systems in a multinational oil company (MNOC) community assisted projects. The study utilised SPSS version 22 for the statistical data analysis and Goodness-of-fit-test interrogated the assumption that contractors are not complying with quality management systems in project execution. The study found inter alia that 65% of the vendors are registered as closed corporation (sole proprietorship), 15% were limited liability companies, while 20% belong to other category such as subcontractors. Furthermore, 98% of the 222 respondent are yet to develop a quality manual and a conceptual nominated vendor system (NVS) project quality model was developed to improve the contract award and project management status quo, with emphasis on the need for integration of quality management systems in project life cycle for the oil and gas host communities.

This research project was to investigate the motives for gaining an ISO 9001 certified quality management system in companies that serve the subsea sector of the oil and gas industries: is certification a strategic business tool or just a marketing badge? A literature review revealed that if implemented rigorously, ISO 9001 could deliver increased efficiency and improved business processes. Many authors stated that certification was gained principally to allow trading in the European and global markets, and, to gain entry to the Approved Vendors List of prospective customers. Primary research consisting of interviews with approximately 55 professionals across 12organisationsindicated that a majority agreed, stating that certification was gained for marketing purposes or to satisfy customer requirements. However many went on to say that their companies had subsequently realized the full benefits of ISO 9001. Therefore the motives for certification could be aligned. Secondary research also revealed that a number of firms operated an integrated management system. Findings of this project point to two conclusions. First, if ISO 9001 is implemented rigorously enough, companies can realize its benefits despite alternative reasons for gaining certification. Second, both motives for gaining certification can be aligned. This is a significant that is absent in the literature. All of the companies operating in this industry that were researched in this study had an ISO 9001 certified QMS. Because of the absence of publications on the use of ISO 9001 in the subsea sector of the oil and gas industries, further research into the possible alignment of the motives investigated in this project is warranted, and recommended. Additional areas for further research include integrated management systems rather than ISO 9001 quality management systems and limiting the scope of analysis to a current single subsea project, such as the Gorgon Project (Hatch 2013).

Since 2007, the pipeline industry has experienced a large increase in pipeline construction. Construction inspections performed by the Department of Transportation (DOT) Pipeline Hazardous Materials Safety Administration (PHMSA) have revealed numerous quality issues. These inspections, coupled with several pre-commissioning pressure test failures, first year in-service failures, and other material and construction problems, brought construction quality to the attention of the oil and gas pipeline industry. A proven method for improving quality in other industries is through the implementation of a quality management system (QMS). One widely accepted QMS used across industries is ISO 9001. Additionally, several QMS standards specific to the oil and gas industry have been developed. Due to the uniqueness of pipeline construction projects, PHMSA solicited proposals in 2013 for a research and development project titled, “Improving Quality Management Systems for Pipeline Construction Activities” which was awarded to and co-funded by DNV GL. This paper describes the QMS framework for pipeline construction activities and an accompanying guidance document developed by DNV GL. The framework and guidance document are intended to assist pipeline operating companies and contractors in the development and implementation of a company-specific QMS, with a goal of elevating the focus on quality to the level of safety. The framework adopts a risk-based, process approach, as defined in other QMS and management system documents, and follows the plan-do-act-check methodology. The QMS framework is designed to be scalable for a wide range of pipeline construction projects, including liquid and gas transmission pipelines and gas distribution lines. The framework includes the general management system components, as well as specific sections on implementation of a QMS for a pipeline construction project. The QMS framework and guidance document developed are intended to be used either as a stand-alone management system or as the quality component in a company’s corporate management system.

Dynamism and complexity of the structures of management in modern conditions require introducing mechanisms to improve various parameters in order to upgrade all management systems, increasing quality of services, growing competitiveness in the market sector. In this context, the system of quality management, which allows to implement an extensive list of production tasks, is of considerable interest, its effectiveness being the subject of applied research in the economy. The authors of the article proposed one of the options for assessing the effectiveness of implementing a quality management system using standard methods and indicators of production and management analysis applied at enterprises.

The purpose of this paper is to evaluate the effectiveness of ISO9001 through achieving its intended objectives and determine its impact on the performance dimensions of oil and gas drilling companies which are related to operations and HSE. 375 samples were obtained using a structured questionnaire from oil and gas drilling companies operating in OMAN to conduct an empirical study. A structured equation modeling (SEM) through SMART PLS was applied in order to determine the impact of ISO 9001 effectiveness on the performance dimensions of oil and gas drilling companies. The findings of this study reveal as identified in the literature, the dimensions of the ISO 9001 effectiveness which are evaluated by the degree of achievement of the standard’s objectives, namely (continuous improvement, customer focus, prevention of nonconformities, risk-based thinking, leadership & commitment and Competency framework) and reveals its significant contribution to the performance of the oil and gas drilling companies. The operational and HSE performance of the oil and gas drilling companies are directly and significantly influenced by ISO 9001 effectiveness. The findings of this study revealed that the R2 value for the first order constructs which are the six ISO objectives are all above the 0.7, implying that the six constructs significantly explain the second order construct ISO 9001 QMS effectiveness. The R2 for QMS effectiveness is 0.460 which means that, 46% of the variation in performance can be explained by effective quality management systems. The effect size f2 was calculated to assess the effect each latent construct has on Quality Management Systems. It has been revealed in this study that PNC has the highest effect on QMS followed by CI, RBT, L&C, CF and CFW respectively.  From the Q square statistic, it is inferred that QMS 9001 effectiveness has a high (strong) effect of 39% on performance. Finally, the Model fit was assessed based on the SRMR criteria by which it revealed a good fit of the model which was 0.052. These findings will support practitioners and decision makers to focus on quality related problems that might occur in their current or future projects to enhance their organization performance.

SummaryDuring the 20th century understanding for quality has changed and international and national requirements for quality have been published. Therefore also medical branches started to establish quality management systems. Quality assurance has always been important for medical laboratories. Certification according to the standard ISO 9001 and accreditation according to the standard ISO 17025 have been the proof of fulfilling quality requirements. The relatively new standard ISO 15189 is the first standard for medical laboratories. This standard includes technical and management requirements for the medical laboratory. The main focus is the proof of competence within the personnel. As this standard is accepted throughout the European Union an increase in accreditations of medical laboratories is predictable.

The authors' task was to analyze the development of quality management systems at the current stage in Russia, as well as at the previous stage in the USSR. As a result, we came to the conclusion that the factors stimulating the implementation of ISO 9000 standards are the need to promote products on the world market, as well as the possibility of receiving orders from the state. In the future, strict adherence to these standards will allow enterprises to significantly reduce the likelihood of lawsuits from consumers, which is important in the context of the development of the legislative framework and increased control over the business. The practical significance of the article is the possibility of familiarizing management and personnel with quality services, whose task is to prepare for certification for compliance with ISO 9000 standards in how this process took place in other companies. The originality of this work is to summarize the experience of implementation of ISO 9000 standards at enterprises and to analyze the factors contributing to or hindering this process.
