Abstract Background: Irrigation scheme performance assessment is vital to evaluate the impacts of irrigation practices, to identify performance gaps and to improve system performances. However, irrigation performance assessment has not been carried out for Yelen irrigation scheme since its operation. Therefore, this study has been done with the purpose of identifying and understanding the current level of irrigation performance of Yelen irrigation scheme. The indicators of adequacy, efficiency, dependability, deficiency and equity were used to determine hydraulic performance. Primary data were collected through flow measurement using current meter and Parshall flume, transect walk, household surveys and group discussions, whereas Secondary data were collected from different sources. CROPWAT 8.0 model, SPSS, Microsoft excels and GIS software was used to analyze the data. Water delivery indicators were evaluated from the amounts of water which was actually applied and which should have been applied. Results: According to the results of the study, the value of adequacy, dependability, efficiency, deficiency and equity were found to be 0.84, 0.26, 0.93, 0.17and 0.34 respectively. Generally, the performance of the irrigation system is poor. It mainly resulted due to water scarcity, illegal water abstraction, sedimentation of canals and inadequate operation and maintenance provisions.Concussions: Therefore, adequate maintenance and suitable management approaches are required to improve the irrigation system performance. Under the water scarce situations, improving the performance of water delivery systems can offer an opportunity to realize field level water savings.

The conventional furrow irrigation system is inherently inefficient in wolaita zone, while the suboptimal management and operation (inflow discharge and cutoff time) are considered as one of the main reasons for satisfactory hydraulic performance. Addressing these issues, the furrow irrigation system which is only practiced in the study area was evaluated on three fields under routine farmer management in wolaita zone. The study consisted of field experiments and simulation modeling. Irrigation performance including application efficiency, Potential Application Efficiency, Adequacy and distribution uniformity, runoff ratio and deep percolation ratio of two irrigation events were evaluated using surface irrigation evaluation and simulation Model WinSRFR 4.1.3. The study revealed satisfactory irrigation efficiencies, with higher distribution uniformity and water losses. Therefore, hydraulic performance of the study area had a value of application efficiency (55% to 73%), low quarter adequacy (0.96 to 1.28) and low quarter distribution uniformity (0.89 to 0.96), runoff ratio (7% to 38%) and deep percolation ratio (1% to 25%) on farms. In addition, irrigation over irrigation status practiced was found in study area with the average low quarter adequacy of 1.14. The existing irrigation application efficiencies of irrigated fields at ETANA SSIS are poor having a mean value of AE and LQDU are 62% and 0.93.

This paper discusses the content of Q.S. al-Baqarah ([2]: 67-73). The data used in the preparation of this paper is the data that is primary and secondary. The primary source is data obtained from the core source. In conducting a study of a verse, it is clear that the primary data source is derived from the Qur'an,precisely on Q.S. al-Baqarah ([2]: 67-73). Secondary data is dataobtained from other sources that are still related to the problemand provide interpretation of the primary source. The method usedin analyzing this paper is the tahlili method. This method describesthe meaning contained by the Qur'an, verse by verse, and letterafter letter according to the order in the Mushaf. The descriptionincludes the various aspects which the interpreted verses contain, such as the meaning of the vocabulary, the connotation of thesentence, the background of the verse down, its relation to otherverses, both before and after. And do not miss the opinion that hasbeen given regarding the interpretation of these verses, whetherdelivered by the Prophet, companions, the tabi'in, as well as othercommentators. This study shows that in Q.S. (2): 67-73) there arevalues of moral education which include: 1) morals in asking, (2)morals to parents, (3) patience of educators, (4) educator honesty, and (5) obedience of learners.
