Abstract Background One of the most important challenges of the healthcare system in recent years have been physicians' dual practice in the public and private sectors. this study aims to investigate the factors affecting the physicians' dual practice in Iran. Methods In this qualitative study 41 stakeholders were selected by purposeful sampling. Data were collected using in-depth semi-structured interviews. The Framework analysis was used to analyze the data. Results Factors affecting the physicians' dual practice in Iran were classified into three main themes: "individual motivational factors", "structural factors" and "historical and cultural factors". Conclusions Getting a faculty position, the demand for private services and job security, and the continuous and guaranteed income are the most important motivations for physicians to work in the public sector. Greater financial and monetary incentives, more job independence, as well as private offices as a work identity and prestige were the most important motivations for working in the private sector.

The objective of this paper was to have a study on the perceptions of stakeholders of Public-Private Partnership (PPP) projects for factors affecting the attractiveness of road projects in India. A questionnaire survey was conducted among major PPP project participants of Indian PPP road projects. Fifteen attractive factors were shortlisted through a literature survey for designing the questionnaire. Collected data was analyzed with factor analysis and descriptive statistical analysis. The findings resulted in three components: effectiveness of the private sector, effective time and cost management, and the public sector’s economic benefit. Eight factors were identified as highly affecting the attractiveness of PPP in Indian road projects. PPP provides ample diversity of net benefits to both the public and private sectors. During the project development stage, both sectors have to formulate decisions based on appropriate assessment criteria. Therefore, the reflection of attractive factors will assist the public-sector to select PPP in the road sector. It also helps to establish the strategy for road projects using PPP.

The aim of this study has been to investigate and provide a deeper understanding of the motives of silence towards the participation in the work-related decisions, in both the public and private schools in the Jordanian capital (Amman). ‘100’ teachers were interviewed using the semi-structured interviews through the available communication means. The pre-set questions were directed to the sample of the study to identify both the situations related to the decisions and motives leading to silence and non-participation from the respondents' point of view. The motives were classified according to the factors to which they belong, as well as the situations were classified according to each stage of the decision-making process, where some specialists in the field of human resources management had been asked to help in accomplishing the classification. The results showed that the largest percentage of respondents faced at least one situation in which they chose to remain silent. Most of the situations mentioned were related to the first and last stage of decision-making process (identifying the problem and following up the decision). The results also showed that most of the motives were related to the organizational practices by the officials, where the total iteration is twice as the personal motives.

This article examines the factors that limit and support the capacity of developing states to regulate labor in the public and private spheres, as well as the role of international parties in strengthening that capacity. The purpose is to better understand the potential for a more coordinated approach informed by hybrid models of enforcement, which can contribute to closing regulatory gaps. Fieldwork was carried out in the garment sectors in South Africa and Lesotho during 2018, including 20 semi-structured interviews with industry stakeholders representing government, business, and labor. Findings indicate that the developing state has an important role to play in facilitating a more coordinated approach between systems of enforcement, including public and private enforcement agencies, national development agencies, manufacturers, buyers, and unions. The case studies indicate the potential of such an approach to, for example, improve inspection quality, accountability, and transparency. The state can play an active role in facilitating a hybrid approach to regulation that involves both state and non-state actors, with dialogue and coordination at the core of addressing broader challenges for enforcement.

Purpose To provide an employee perspective on ambassadorship in the context of corporate communication, the purpose of this paper is to explore how employees relate to and experience ambassadorship. Design/methodology/approach The study has a qualitative approach, and the empirical material consists of semi-structured interviews with, and focus groups of, employees of seven organizations in both the public and private sectors. The paper draws on a contemporary understanding of identity where identity is perceived as an ongoing reflexive process in which employees negotiate and construct of their selves through relating to role expectations and interacting with others. Therefore, ambassadorship is understood as a social-identity, or persona, that is referenced by employees in their identity work. Findings The findings indicate that employees embrace this persona as they imagine that external stakeholders, colleagues and managers expect it of them. However, the ambassador persona also gives rise to identity-tensions both during work and off work. Research limitations/implications The paper contributes a novel way to understand ambassadorship as well as highlighting some of the more problematic aspects of it and furthering the understanding of the concept. Practical implications The findings highlight that ambassadorship can have problematic consequences that needs to be addressed. They suggest that the employee perspective should be taken into consideration in internal communication education and training. Originality/value The paper contributes a novel employee perspective on ambassadorship.

The mobile phone, as a medium has influenced the ways in which we can interact with other media. It is considered like a channel between traditional and new media. Its specific characteristics, social functions and also its uses may vary in different contexts and cultures. The mobile phone, has contributed in increasing the idea of personal media, and the emergence of new kinds of media behavior. According to Morley (2002), communication technologies transform and rearrange relations between the domestic and the public space. In particular, mobile communication functions to broaden the sphere of the home outside the physical household; to blur the boundaries between the public and private spheres. In this study we aim to discuss through the literature review the role of the phone in the everyday life, and to know more about the different ways and reasons why 12-15 year old teenagers, part of Municipality of Shkoder, use mobile phone. This qualitative research is based on semi structured interviews with children. The identified problems consist in: First: The children use more mobile phones in order to use the internet and social networks and this makes it really difficult for their parents to control them. This exposes more the children towards negative effect of internet usage. The second problem is that parents do not have enough knowledge on the usage of new technology. Third: Children have taken information about the risk of internet from the media or by friends and they haven't discussed about this subject at school with teachers.

DEVELOPMENT PROJECTS AND RESISTANCE SPACES IN THE AMAZON: communities in areas of direct influence of port seasons in Rurópolis, state of Pará, BrazilLOS GRANDES PROYECTOS Y LOS ESPACIOS DE RESISTENCIA EN LA AMAZONIA: las comunidades en áreas de influencia directa de las estaciones portuarias en Rurópolis, estado dePará, BrasilRESUMOO presente trabalho tem como objetivo analisar a produção do espaço de comunidades diretamente afetadas por projetos de transporte de cargas na Amazônia oriental, tendo como recorte empírico as quatro comunidades (Santarenzinho, Livramento, Nazaré e Lago do Roque) da área de influência direta de três projetos de Estações de Transbordo de Cargas (ETC), que são denominados de ETC Rurópolis, ETC Tapajós e ETC Santarenzinho, localizados no município de Rurópolis, oeste paraense. Para realização dessa pesquisa, utilizou-se levantamento bibliográfico e documental sobre temas relacionados a esse estudo, bem como trabalho de campo com levantamento fotográfico, realização de entrevistas semiestruturadas e observação sistemática da paisagem. Entende-se que em parte da orla fluvial do município de Rurópolis coexistem as novas tendências de dominação econômica com as vivências ribeirinhas e agroextrativistas. Tal coexistência, entretanto, é, em grande parte, negligenciada pelas ações do poder público que se voltam para o reordenamento da região em prol do avanço do capital nacional e internacional em detrimento da (sobre)vivência de comunidades tradicionais. Destaca-se que em virtude da implantação desses projetos e dos interesses econômicos, do desrespeito à identidade e cultura desses povos, pelo poder público e privado, e da falta de proteção aos seus conhecimentos e territórios, a sobrevivência das comunidades pesquisadas passou a ser ameaçada. This study was conducted in four communities located in the area of direct influence of three projects of Transhipment Stations of Cargo (ETC). These ETC’s are denominate ETC Rurópolis, ETC Tapajós and ETC Santarenzinho, and are located in Rurópolis, a municipality in the West of Pará. In this study were used: a) a bibliographic and documentary research; b) a fieldwork with photographic survey; c) semi-structured interviews; and d) a systematic observation of the landscape. It is understood that in part of the Rurópolis riverside, the new tendencies of economic domination coexist with the riverside and agro-extractive experiences. This coexistence is greatly neglected by the actions of the authorities. These actions goals are to reorder the region favoring the national and international capital advancement. However, it has been noticed some side effects in the traditional communities. It should be acknowledged that the survival of the researched communities is threatened due to the implementation of these projects and the economic interests in the region because there is a great disrespect to the identity and culture of these peoples by the public and private power. Estos ETC se denominan ETC Rurópolis, ETC Tapajós y ETC Santarenzinho y están ubicados en el municipio de Ruropolis en el Paraense Oeste. En este estudio se utilizaron: a) investigación bibliográfica y documental; b) trabajo de campo con levantamiento fotográfico; c) entrevistas semiestructuradas; yd) observación sistemática del paisaje. Se entiende que en parte de la ribera del Rurópolis conviven las nuevas tendencias de dominación económica con las experiencias agro-extractivas y ribeira. Esta coexistencia se descuida en gran medida por las acciones de las autoridades. Estas están dirigidos al reordenamiento de la región a favor del avance del capital nacional e internacional en detrimento de las comunidades tradicionales. Cabe señalar que la supervivencia de las comunidades investigadas se vio amenazada debido a la implementación de estos proyectos y los intereses económicos en la región porque existe una gran falta de respeto a la identidad y la cultura de estos pueblos por parte del poder público y privado. PurposeThis paper examines how human resources (HR) professionals in the UK have supported employee wellbeing during the coronavirus disease (COVID) pandemic. It considers the extent to which HR professionals were prepared for the crisis and their readiness in supporting the wellbeing of their people.Design/methodology/approachSemi-structured interviews were conducted with 15 senior HR professionals working across the public and private sectors in the UK. Using an in-depth interview structure, the research explored how respondents both reacted to and managed the crisis in their respective organisations. Template analysis was used to analyse the data allowing a certain degree of fluidity in the establishment of ordered relationships between the themes.FindingsThis study finds that business continuity plans turned out to be useless during the pandemic because they focussed on data, not people. It highlights the tension between home-working and burn-out as online presenteeism increased due to staff changing their behaviour in response to self-surveillance. The paper emphasises the importance of soft skills and authentic leadership and the tensions in respect of equity.Research limitations/implicationsThe study was conducted with HR professionals in the UK, not internationally. Although the sample did include HR professionals from across the public, private and third sectors, the experience may not be representative of all those working in HR.Originality/valueThis research found that those organisations that had engaged in business continuity planning prior to the pandemic focussed on the retrieval and accessibility of data rather than people. This prioritises staff as a resource rather than emphasising people as an organisation's most valuable asset. Furthermore, the study found that staff worked harder and for longer periods of time as a consequence of self-imposed surveillance. Organisational responses were contradictory as despite implementing well-being strategies to promote physical and mental health, there was little evidence of an effective response to this online presenteeism.

The organisational structure of hybrid organisations is affected by multiple institutional influences, considering power flows and organisational processes from the public and private sectors. Given this dynamic, the process of knowledge creation presents some particularities. This article aims to understand the specificities of knowledge creation in large hybrid organisations characterized as large structures with multiple institutional influences, based on a case study of a Brazilian organisation — SESC. Data collection was based on four sources: (i) documental research; (ii) questionnaire with evocative phrases; (iii) structured interviews; and (iv) direct observation. The content analysis technique was used to codify and interpret information. The results offer significant contributions for these hybrid organisations, indicating that they need to access how the bureaucratic model inhibits their knowledge creation, while restricting tacit knowledge sharing, causing the lack of sense of urgency and reducing autonomy and creativity.

AbstractCoastal wetlands are among the most productive and valuable ecosystems worldwide, although one of the main factors affecting their survival is the coexistence between agriculture and conservation. This paper analyses the complex balance between agriculture and conservation coexistence in El Hondo Natural Park (Alicante, Spain) coastal wetland by examining stakeholders’ narratives, perceptions, and interactions. The aim is to highlight the concurrence between socio-economic progress and socio-environmental justice perspectives by identifying those driving factors motivating stakeholders’ conflicts while expanding stakeholders’ behaviour and interaction when discussing the current and future management of this socio-ecological system. Data were collected between April and June 2019 from semi-structured interviews and questionnaires to river basin authorities, regional governments, municipalities, irrigation communities, union farms, regional and local ecologist groups, and social movements; and scrutinized through qualitative data analysis and descriptive statistics. Stakeholders discussed the main driving factors identified through the local newspapers to motivating current conflicts and confronting perspectives in El Hondo Natural Park: (1) the origin and evolution of the coastal wetland, (2) the provision and value of ecosystem services, (3) the management of water scarcity and water quality standards, (4) the guarantee and management of public and private investment, and (5) consequences of a natural park declaration. Likewise, the triple-loop analysis of stakeholders’ representativeness, relevance and collaboration highlighted examples of stakeholders’ underrepresentation and power imbalance, a negative assessment of the stakeholders’ actions, and how agreements are based on both stakeholders’ predisposition to collaborate and affinity.

This article starts with background information on the Slovenian healthcare system and the description of the evolutionary process and privatisation reforms that bring a mix of public and private healthcare services. The authors' aim is to conceptualise existing modes of public and private healthcare provision and discuss possible implications for user choice and accessibility of services. A descriptive and exploratory case study approach was employed. Literature and document analysis was complemented by secondary data and semi-structured interviews. The results demonstrate four modes of healthcare services in relation to public-private delivery. The ‘public non-profit' type refers to publicly financed and delivered services. The ‘private within public' type addresses services provided within and by the public sector for patients who pay out-of-pocket. The ‘private for public' type deals with services provided by private entities with concessions. The ‘private for-profit' type refers to completely private provision (without concession) of self-pay services. The strengths and weaknesses of each mode with respect to choice, space-time accessibility, financial accessibility and quality of services are critically discussed. The results of the study show that private healthcare services significantly complement and compete with public sector. In addition, there is a risk that uncontrolled mixing of public and private modes of practice may bring about unethical behaviour and corruption.
