In this article is elaborated the actually question which is developed and discussed it the European Union is the European Social Model (ESM). It is a vision of society that combines sustainable economic growth with ever-improving living and working conditions. This implies full employment good quality jobs, equal opportunities, social protection for all, social inclusion, and involving citizens in the decisions that affect them. As the Euro-zone is struggling to move away from a dramatic slump in its economy and while the Lisbon Strategy and its potential for economic growth, strongly needs reactivation, the debates over the Europe have raised again the issue of a sustainable social agenda for the European Union. Recently, Europe's political leaders defined the ESM, specifying that it "is based on good economic performance, a high level of social protection and education and social dialogue". An important topic of the discussion nowadays is the Directive of the European Parliament and of the Council on services in the internal market so called "Bolkestein directive". The importance of this article is to give us the answer to the following question: would we have French goods available in French supermarkets all over Poland and no Polish services allowed in France? The EU would be unthinkable without the full implementation of the four freedoms. This is a good directive, going in the good direction.

In this article, we seek to provide a social quality–led analysis of some of the conditions that led to the UK population’s collective decision to leave the European Union in June 2016. We draw on interview data collected between 2010 and 2012 to argue that while not predictable, the seeds of the Brexit vote are well rooted in the conditions experienced by many of the working classes in Britain’s most deprived postindustrial communities. We argue that the ongoing decline in economic security, effective enfranchisement, social inclusion, and social empowerment have all had profound consequences for working-class communities and that the outcome of the Brexit vote was rooted, at least in part, in their subjective experiences and disenchantment forged in this ongoing decline.

Abstract Creative economy is a rather new concept that started developing during the last decade, being currently applied to a variety of activities and professions. It has become an important sector of the global economy, being sustained and promoted by the European Union, especially in the context of an innovative and knowledge-based society. Within this new type of economy, creativity, innovation and knowledge management are essential factors that lead to a smart, sustainable and inclusive development in regard to the creation of new jobs and to the social inclusion requirements. According to John Howkins (2001), the creative industries / sectors include art, research, advertising, movies, theatre, software, with the possibility of the concept of creative economy to be extended to other non-artistic and IT related fields, where improvements are expected to arise through innovation and creativity. The Global Creativity Index (GCI) and the European Innovation Scoreboard (EIS), are two benchmarking tools that measure the creativity and innovation degree of the countries in the European Union, placing Romania within the last positions, especially with respect to intellectual property rights and entrepreneurship. The research methodology consists of both qualitative and quantitative methods, while the research questions to be answered are What is the degree of innovation in Romania compared to other states? What can be done in order to increase the level of innovation in Romania? In this viewpoint, the paper analyzes the development of the creative industries / sectors in Romania, in the context of creative economy and innovation. The objective of the paper is to analyze the extent to which the concept of creative economy can be promoted and implemented in Romania, given its increasing importance at the international level, with countries such as the United Kingdom that already adopted strategies to sustain this kind of economy in the past years. In order to reach the above mentioned objective, the paper has been structured by starting with a brief literature review on the topic, followed by some best practice examples in order to have an overview of the international trends in the field. It includes as well the main challenges for the implementation of the concept of creative economy in Romania, accompanied by a set of conclusions and recommendations.

The welfare state takes a stand against the demands of modernization by seeking to care for society’s most vulnerable groups. People with disabilities are in a particularly vulnerable position, facing numerous obstacles to the labor market. Social enterprises, especially work integration social enterprises (WISE), can provide an important access point for their integration. The present analysis of five post-socialist countries in the European Union – Poland, Slovenia, Slovakia, Czech Republic, and Croatia – identifies several general characteristics essential for WISE development, such as the existence of some form of financing as well as certain legislative and institutional frameworks that remain underdeveloped. Lack of awareness and promotion of WISEs as well as a shortage of necessary skills have delayed WISE development in these countries, particularly in Croatia, where WISEs are few with small numbers of employees. This study provides recommendations for improving the situation of WISEs in Croatia in order to help them facilitate the employment and social inclusion of people with disabilities and other vulnerable groups.

The European Union has no unilateral legislative capacity in the area of social policy. However, the European Commission does play the role of guide by providing a discursive framework and targets for its 28 Member States to meet. Since the late 1990’s, the EU’s ideas on social policy have moved away from the traditional social protection model towards promoting social inclusion, labour activation and investing in children. These new policies represent the social investment perspective, which advocates preparing the population for a knowledge-based economy to increase economic growth and job creation and to break the intergenerational transmission of poverty. The EU began the gradual incorporation of the social investment perspective to its social dimension with the adoption of ten-year strategies. Since 2000, it has continued to set goals and benchmarks as well as offer a forum for Member States to coordinate their social initiatives. Drawing on a series of interviews conducted during a research experience in Brussels as well as official documents, this paper is a descriptive analysis of the recent modifications to the EU’s social dimension. It focuses on the changes created by the Europe 2020 Strategy and the Social Investment Package. By tracing the genesis and evolution of these initiatives, the author identifies four obstacles to social investment in the European Union's social dimension.   Full text available at: https://doi.org/10.22215/rera.v10i1.263

After implementing one of the toughest austerity programs in the European Union during the financial crisis, Romania returned to continuous economic growth for eight years (2012−2019), not before concluding between 2011−2013 two preventive agreements with Troika to reduce its macroeconomic imbalances. This continuous economic growth was also reflected in the achievement of the national targets under the Europe 2020 Strategy. In order to better coordinate economic and budgetary policies, the European Union has launched the European Semester. Although the main objective of the latter was to coordinate Member States' efforts to implement fiscal budgetary policies aimed at preventing macroeconomic imbalances and controlling public finances, after 2015, the European Semester began to incorporate social policy objectives, especially in the area of employment and social inclusion policies. By using the index of commodification/ decommodification of social policies developed by Paul Copeland, I illustrate, by analyzing the National Reform Programs and Country Specific Reports, that half of the policies taken in the two areas were towards partial commodification or commodification, and other significant measures towards commodification and decommodification, e.g. types of policies addressed to vulnerable groups trying to (re)integrate them into the labor market, even if in conditions that do not necessarily lead to social inclusion. Investing any resources and energy in integration policies today could contribute to making the European Union a more prosperous, cohesive, and inclusive place for society. However, notwithstanding the efforts made, third-country nationals continue to fare worse than domestic citizens in terms of employment, education, and social inclusion outcomes. The article examines and subsequently reviews various trends in integrating foreigners (primarily third-countries nationals and asylum seekers) on social and economic level after the outbreak of migrant and refugee crisis in 2015 until the present day. Our research suggests that the concerned group of immigrants continue to face barriers in the education system, on the labour market, and in accessing decent housing and adequate health care. All of the aforementioned aspects have become the main focus of all parties involved. Through funding, initiatives, and specific measures undertaken by both the EU and Member States with NGOs strengthen and support integration across key policy areas, albeit deficiencies are still observed.

For the past decade the European Commission has urged EU member states to pursue ‘flexicurity’ policies aimed at achieving employment growth and social inclusion. However, the economic crisis and turn to austerity across the EU has presented the flexicurity model with a substantial challenge. This article argues that since 2008 labour policies across the EU have exhibited shared tendencies, but support for measures that might contribute to the achievement of the security aspects of flexicurity has been substantially weakened. In developing this argument, the article presents findings from a cluster analysis and detailed investigations of labour policies in EU member countries. The article also discusses the implications of the findings for comparative institutional analysis. It highlights differences in the approaches of countries that are commonly treated as members of the same institutional family, as well as similarities in the policies adopted by countries commonly associated with different ‘varieties’ of capitalism.

The article reviews various definitions of poverty which describe this phenomenon on the basis of not only monthly income and material deprivation but also considering the multidimensional quality of life of the poor population. The paper analyzes the evolution of the concept, different types and levels of poverty and discusses the chief differences between opposing theoretical views. The first part of the paper focuses on culturalist approaches to poverty and presents summarized findings on family patterns and personal characteristics of the poor documented in a wide range of anthropological and sociological studies of this group. As recently the concept of social exclusion is increasingly replacing the concepts of poverty and marginalization the paper goes on to present current definitions of the new paradigm, main indicators and properties of social exclusion, as well as the meaning of this concept from the perspective of strengthening social cohesion and programs aimed at social inclusion promoted by the European Union.
