Effectiveness of Public Private Partnership Models on Housing Delivery: A Study of Three Selected Housing Agencies in Lagos State, Nigeria

This paper examines the influence of population growth on waste generation in Lagos metropolis, African’s most populous urban conglomeration. Using both quantitative and qualitative methods, the study analyses the pattern of household waste disposal, collection and transportation in Lagos State. It also examines the public-private partnership strategy adopted in waste management. The findings show that population growth significantly influences waste generation and management in Lagos metropolis. As the population increased, the volume of waste generated also increased in each LGA of Lagos State. The public-private partnership strategy has been effective in managing waste, but the Lagos State Waste Management Authority oversight was adjudged as less than satisfactory. The paper concludes that intervention is needed in terms of educating the growing population of the Lagos metropolis on the best waste management practices. It highlights the need for a more efficient and effective publicprivate partnership collaboration to solve this perennial social problem.

In recent years, cooperation between the state and private business is one of the prerequisites for implementing the strategy of economic development of Ukraine's economy. The separation of forms and models of public-private partnership depending on the industry, type of partnership and form of socio-economic significance of projects will ensure the creation of a platform for the formation of national competitiveness. The purpose of the article is to identify and analyze domestic and foreign models of public-private partnership, the formation of prospects, priority areas for their implementation and realization. To achieve this goal, a set of general scientific methods is used: theoretical generalization - to determine the nature and content of public-private partnership models, the method of scientific abstraction - to identify areas of application of models of cooperation between government and business, comparison - to identify models -logical - for theoretical generalization and formulation of conclusions. The analysis and generalization of public-private partnership models revealed the content of their classification proposed by the World Bank and taking into account the basic principles of risk sharing between the state and the private sector: "Management and lease contracts", "Concessions", "Projects from scratch" "And" Transfer of assets ". It is noted that the main PPP models used in the implementation of infrastructure projects in the European Union differ slightly from the above classification, mostly in the degree of involvement and transfer of project risks from the state to the private sector. The main models of public-private partnership in the European Union are analyzed, which according to the study include: service contract; management and operation contract; lease agreement; turnkey construction; design, construction, financing and operation. It is studied that in the United States three models of PPP are most often used: design and construction; design, construction and operation / maintenance; construction, operation and transmission. It is proved that for the full effect for the national economy it is necessary to implement the characteristic features of several of the analyzed models of public-private partnership. A promising area of ​​research is the need to improve approaches to implementing the principles of public-private partnership, given the study of structural classification of forms and models, the etymology of the concept of partnership in dynamic economic conditions, and the uncertain realities of today.

The development of public-private partnership in the Russian economy is conditioned on the need to ensure stable economic growth and improve the quality of life of the population. Imperfection of the regulatory legislation of the private-public partnership, lack of clearly defined terms and concepts, proportion and strategic importance of private-public partnership projects have predetermined numerous theoretical studies, the results of which confirm the high terminological uncertainty of the characteristics and systematization of models, forms and mechanisms of private-public partnership implementation. The study of the modern conceptual and terminological apparatus of private-public partnership allowed to clarify the concepts of “private-public partnership PPP model”, “organizational and legal form of private-public partnership”, “mechanism of implementation” and their relationship, to justify the criteria of differentiation and to identify the models of organization, participation in capital and contractual model as priority areas of interaction between the state and business within private-public partnership, on the basis of which the organizational and legal forms of partnership and mechanisms of their implementation are systematized. There has been shown the classification of models, forms and mechanisms of private-public partnership; it has been stated that “a weak points” are mechanisms of private-public partnership realization, in terms of detail upkeep and operation order, which is stipulated by lack of imperfection of regulatory documents and methodological recommendations, as well as unique terms of arrangement and realization of a private-public partnership project. It has been recommended to develop realization mechanisms using current legislation and foreign practices, taking into account the Russian economic environment and the nature of a certain private-public partnership project. There have been revealed extra virtues that allow to unify terminological and conceptual apparatus of private-public partnership.
