The development of the information society has led to the emergence of the phenomenon of the digital divide (the digital inequality). The article discusses the main methodological approaches to the definition of this concept, and also describes the author's approach to its identification and methods of detection. The authors identify the following factors that influence the digital divide: economic, social, technical, infrastructural, language factor, as well as the factor of knowledge and skills in the field of ICT. The significance of this phenomenon is explained by the fact that its influence on people's lives is enormous. Modern ICT are multifunctional and multitasking, penetrating into all spheres of human life. According to the authors, at this stage of the development of the information society and the electronic (digital) economy, it is necessary to develop a set of measures aimed at reducing the digital divide in order to prevent its deepening.

Creating a “digital profile” is one of the points of the Russian national program Digital Economy [1]. A single biometric profile creation system is becoming the infrastructure basis for the digital transformation of the entire economy [2]. The process of forming a digital society is associated with the total digitization of all forms and types of relationships. At the same time, it is necessary to take into account the features, threats and trends of this process.The purpose of this article was to study the essential features and application of digital profiling of the financial market, defining the applications of this method and methodological approaches by examining existing expertise in other areas, and industries.The article summarizes information about the use of digital profiling in various industries. Areas of the financial market for the application of profiling were identified. The general characteristics are formulated and the features of the development of a methodological approach to profiling in the financial market are revealed. The criteria and principles of forming a digital profile of a market participant, relationships and patterns for improving the models of identification of participants and the market profile as a whole are presented.

Current trends of globalization, digitalization of the economy, the introduction of information technology objectively gradually weaken the material component (traditional factors of labor - land, capital, labor) and, conversely, highlight the importance of the intangible component of competitive positions of economic entities. The study of the evolutionary development of competition theory and establishing the impact of modern technological changes on the content and nature of competition was the basis for substantiating the key provisions of modern theory of network intellectual information information, the content of which is to form hyperconnected intellectual information business systems. introduction of digital technologies, resources, competencies and business platforms provide intensification of intersectoral innovation and production cooperation, increase the speed and volume of information and knowledge, reduce the life cycle of innovation and generally contribute to the generation of dynamic competitiveness. Achieving strategic priorities for development and ensuring the competitiveness of enterprises, taking into account the digitalization of the market of construction works and services requires taking into account the specifics of innovation. The essential and substantive characteristics of the concept of "innovative convergence" are revealed, innovative incentives, motives, interests and tools of its implementation are established, which will create conditions for production at the enterprises of the branch with the use of BIM-technologies. Theoretical and methodological approaches to modeling the information technology architecture of the organization are proposed. Theoretical and methodological approaches to determining the formal features of an innovative organization in the context of the digital economy have been developed. The influence of intellectual potential and innovation culture on the innovative development of the organization in the digital economy is determined. The factors that generate in management information and identify the conditions that promote (hinder) the implementation of innovations are systematized.

The article is devoted to the study of the theoretical and methodological foundations of the development of a model of organizational and information support for the development of smart city strategy in a digital economy. The subject of the study is a set of theoretical, methodological and practical aspects to ensure the formation of a model of organizational and information support for the development of a strategy for smart cities in a digital economy. The purpose of the article is to develop theoretical and methodological provisions and substantiate practical recommendations for the formation of a model of organizational and information support for the development of a strategy for smart cities on a balanced scorecard in a digital economy.: to analyze the most progressive cities in the world to create and implement a strategy of smart cities in terms of leading international rankings of smart cities; to study and systematize methodical approaches to the assessment of smart cities according Objectives to international rankings in the digital economy; summarize the advantages and disadvantages of ranking smart cities; to offer a model of organizational and information support for the development of a strategy for smart cities on a balanced system of indicators in a digital economy. In the course of the research the following methods were used: abstract-logical analysis, theoretical generalization and systematization, system analysis. The paper analyzes the most progressive cities in the world in terms of leading international rankings of smart cities in the digital economy. Methodological approaches to the assessment of smart cities according to international rankings in the digital economy are summarized; their advantages and disadvantages are identified. It is proved that today there is no single methodological approach to assessing the rating of a smart city. A model of organizational and information support for the development of a strategy for smart cities on a balanced scorecard in a digital economy has been developed. Conclusions. A comparative analysis of the Top 10 smartest cities in the world in terms of leading international rankings; on the basis of the conducted analysis the components of the assessment of smart cities are systematized within the framework of the studied methodological approaches to the assessment of smart cities according to international rankings. a model of organizational and information support for the development of a smart cities strategy on a balanced system of indicators was developed, which is considered as an integrated assessment system; the information and analytical tools for assessing the level of balanced development of smart cities, is an informative basis for positioning the city on the selected components of a balanced scorecard are proposed.

The Object of the Study. Modern theoretical and methodological approaches to the assessment of social inequality. The Subject of the Study. Internationally used indicators to assess the digital divide. The Purpose of the Study is analyzing of the theoretical and methodological approaches used in international practice to assess digital inequality in order to find ways to improve the indicators which currently are used in the Rossiyskaya Federatsiya. The Main Provisions of the Article. This author examines the following aspects of the impact of digitalization on Russian society: changes in the availability of information resources for different categories of the population caused by the use of ICT, differentiation in special skills for using ICT, and differences in the dynamics of changes in the quality and standard of living. The process of theoretical and methodological understanding of the phenomenon of digital inequality began in the second half of the XX century. It was initially understood as an economic difference between people in terms of their access to certain technologies, however it gradually gained a more comprehensive conceptualization as a systemic phenomenon: a manifestation of structural social inequality in a network society. Today researchers identify three levels of the digital divide (or steps in its evolution), highlighting the growing role of digital skills as well as social connections, intellectual, motivational and wider – human capital in social stratification. The problem of the inequality between individuals on the matter of using digital skills to improve level and quality of life is exacerbated by Industry 4.0 implementation and realization of the Russian government project of the creation of the digital economy. Analysis of the current Rosstat data from the point of view of three levels of digital inequality showed significant improvements in its first level – every year ICT becomes more accessible for Russians. The increase in the number of users leads to a drop in the average indicators of digital skills proficiency, nevertheless the number of Russians using such technologies to improve their level and quality of life is gradually growing. However, additional work is needed in this direction to make the reduction of third-level inequality a sustainable trend. The analysis of indicators which currently are used in the Rossiyskaya Federatsiya to assess the development of the information society, carried out in the framework of this study, demonstrated their compliance with international standards. The theoretical and methodological problem of the statistical methodology used by The Rosstat was revealed: the current indicators do not allow to reflect the correlation between the employment of the population and it’s level of the digital skills. Therefore the indicators currently used in Russiya for digital divide evaluation do not allow to access the readiness of the population to the transition period between industrial revolutions which are always accompanied by the primary wave of technological unemployment in the process of creative destruction of social and economic systems. The Russian state program «Digital Economy» had the strategic target «to launch a regular monitoring to identify the needs of different groups of the working population in the formation of digital economy competencies with the involvement of employers» by June 2019. However checking of the governmental sites of the authorities, who are responsible for the implementation of the mentioned monitoring showed that it is still not ready or just doesn’t accessible for general public.

The phenomenon of the digitalization in the world economy is investigated in the article. The digital economy is the most important engine of innovation, competitiveness and economic growth in the world. The specific features of the modern digital economy are determined. The main indicators of measuring the level of digital economy are analyzed, the world countries’ leaders are defined. Study shows that each of the indexes has different methodological approaches to determining the level of digitalization and contains various factors. Highly developed countries have the best level of digitization of their own economies, because they have high-quality access to the Internet, a high level of scientific and technological capacity development and wide information access. The indicators of Ukraine as a digital economy are analyzed. Article shows that Ukraine as a European country is only at the beginning of its development of a high-quality digital economy. The links between national economy’s macroeconomic indicators development connecting with innovations are established.

The article is devoted to the disclosure of the scientific potential of the study of tax liability as an institution of tax law. The emphasis is placed on the need to transform the concept of tax liability, as well as on the development of elements of its structure and implementation features under the influence of interdependent processes of digitalization and globalization, as well as taking into account the trends in the tax system in Russia in the context of the COVID-19 coronavirus pandemic. Methodological approaches to further research and practical problems of legal regulation of the institution of tax liability in the context of the development of the digital economy are indicated. A conclusion is made about the theoretical and practical value of further comprehensive study of various fiscal parameters of tax liability.
