Functional-target management models of regional security (Part 2. Covering and adequate systems)

Работа направлена на развитие формального аппарата анализа и синтеза многоуровневых распределенных систем управления региональной безопасностью с целью повышения адекватности этих систем в условиях усложнения управленческих задач в этой области. В работе предложены математические модели управления региональной безопасностью , основанные на функционально-целевой технологии и теории иерархических многоуровневых систем. Модели обеспечивают формальную постановку задач и практическую реализацию процедур автоматизации структурно-алгоритмического синтеза адекватных систем информационной поддержки управленческой деятельности. Работа состоит из двух частей. В первой части рассматриваются формальные процедуры синтеза цепочек целей и действий в управлении региональной безопасностью. Во второй части обсуждаются вопросы синтеза моделей покрывающих и адекватных систем, обеспечивающих решение задач управления путем удовлетворения условий изоморфизма всех уровней их декомпозиции и функциональной организации системы. The study is aimed to development of the mathematical apparatus for analysis and synthesis of the multi-level distributed management systems of regional security for the purpose of system adequacy enhancement under management problems complication in this field. Mathematical models for regional security management based on the functional-target technology and the theory of hierarchical multi-level systems are proposed. Models provide formalized problem statement and practical implementation of automation procedures of the structural-algorithmic synthesis of appropriate systems for information support of management activity. Our research work consists of two parts. In the first part formal procedures of the chain synthesis of goals and actions in regional security management are considered. In the second part the model synthesis issues of covering and adequate systems, providing management problem-solving by isomorphism conditions settlement of the all problem decomposition levels and the system functional organization.

The article is devoted to the development of software of information and analytical support for regional security management. The authors formulate the concepts of configuration of a network-centric management support system and its dynamic configuration. The conceptual scheme of the configuration in the notation of ER diagrams and its implementation in the form of a configuration file is proposed. The technology for dynamic configuration of multi-level network-centric information and control systems is described. The technology is designed for automated deployment of a network of software agents and their parametric configuration depending on the context of the application problem being solved

The article represents research and work-out results in the field of applied agent-based decision support system development for regional security management. General problem statement of the regional security management information support is carried out. Modeling and automation tools of security manager activities within the region safeguarding process, interacting in the unified information environment, are proposed. A multi-agent technology for network-centric control information support of regional security has been developed. The technology is based on agent-oriented and system dynamics methodologies integration and use hybrid smart agents with integrated simulation toolkit.

Introduction. Under the influence of globalization and regionalization; the world economic development is becoming more dynamic but contradictory at the same time; creating new challenges and threats for both individual countries and entire regions. This exacerbates the urgency of forming flexible systems of security cooperation and finding solutions to regional and global security problems. Purpose. The purpose of the paper is to systematize research on regional and global security governance and a review of the balance of geopolitical forces in Europe. Methods. The research was carried out using the following methods: analysis and synthesis – to characterize the modern mainstream of theoretical intelligence in the field of regional security; comparative analysis – to compare the structures of regional security management in different parts of the world; deductions and inductions – to form a conceptual model of global governance; tabular and visual methods – for visual presentation of the material. Results. The paper considers theoretical approaches to the interpretation of regional security. It is noted that regional security governance is a set of institutions and activities at three levels: global; regional and national. A nomenclature of different types of regional security governance structures is presented; which includes a regional balance of power and ad hoc (informal) alliances; regional coherence; regional cooperative security; regional collective defense; regional collective security; pluralistic security community. It has been recognized that regional security management is provided not only by highly specialized or formal structures; but also by multi-purpose regional organizations; which initially pursued a combination of economic and political goals with growing security targets. Conceptual options for regional security governance at the global and regional levels are systematized. Based on the analysis of the mechanisms of global management; own vision of the relationship between the subjects of global governance processes is presented. Discussion. The crisis of recent decades has shown that no single group of global governance actors can act effectively to minimize global risks; which are both a challenge for business leaders and politicians in any country. That is why it is undeniable that global issues require global governance (especially in the field of security); the main goal of which should be to ensure global stability and sustainable development.

In this scientific study, the task is to consider the issues of methodological support of analytical procedures for managing economic security. The relevance of the issues under study is due to the need to ensure that the choice of methods for assessing the economic security of enterprises is consistent in the context of the real economic situation in society and the assessment of the degree of economic threats that occur in the activities of enterprises of various forms of ownership. Since the economic security of an enterprise is characterised as the state of security conditions for the implementation of its functions (through the introduction of resources, the implementation of the accumulated economic potential, prevention of hazards and risk management), therefore, an integrated economic security management system is based on an integrated system for assessing the general condition, and the latter, in a complex combination of methods assessment for the implementation of assessment objectives and the achievement of its goal. The purpose of this research work is to determine the prospects for high-quality methodological support of economic security management procedures. The leading approach to the implementation of the purpose of this research work is a combination of analytical and logical methods of researching the issues raised in its topic. The main results of this research should be considered: the development of a conceptual model for determining the level of economic security of an enterprise and the direction for setting the tasks of assessing composite systems of economic security. Prospects for further scientific research in a given direction were determined by the significance of the research topic in the context of the subsequent development of the economic situation in the country and the resulting need for a timely and correct assessment of the degree of risks of economic activity, as well as the proper provision of methodological procedures for their assessment. The applied value of this research work is in the possibility of practical application of the results obtained in theory in order to create opportunities for a qualitative assessment of the level of methodological support for the possibilities of analysing the effectiveness of managing the economic security of an enterprise, functioning in a real economic situation.

Providing security in biometrics is the major challenging task in the current situation. A lot of research work is going on in this area. Security can be more tightened by using complex security systems, like by using more than one biometric trait for recognition. In this paper multimodal biometric models are developed to improve the recognition rate of a person. The combination of physiological and behavioral biometrics characteristics is used in this work. Fingerprint and signature biometrics characteristics are used to develop a multimodal recognition system. Histograms of oriented gradients (HOG) features are extracted from biometric traits and for these feature fusions are applied at two levels. Features of fingerprint and signatures are fused using concatenation, sum, max, min, and product rule at multilevel stages, these features are used to train deep learning neural network model. In the proposed work, multi-level feature fusion for multimodal biometrics with a deep learning classifier is used and results are analyzed by a varying number of hidden neurons and hidden layers. Experiments are carried out on SDUMLA-HMT, machine learning and data mining lab, Shandong University fingerprint datasets, and MCYT signature biometric recognition group datasets, and encouraging results were obtained.

The article substantiates the theoretical and methodological principles of forming a methodological platform for diagnosing the economic activity of a trading enterprise as a basis for implementing a diagnostic process focused on the formation of special information used for making management decisions. It is noted that the diagnostics of economic activity of a trade enterprise as a component of management is a set of actions aimed at providing information support to management that requires from management staff systemic theoretical knowledge and applied skills of instrumental methods of identifying economic activity, trends, assessing causes of change, forecasting and the practical implementation of the identified opportunities to increase it, taking into account changes in the business environment and the needs of stakeholders. It is proved that the efficiency of diagnostics of economic activity is ensured by the appropriate methodology, which normalizes the organization of the diagnostic process, procedures and operations into a holistic system with clearly defined prerequisites, component composition and process of their implementation. The methodology framework is determined and the problem tree analysis of the formation of the methodological platform for diagnosing economic activity of trade enterprises is carried out. The architectural structure of the system of diagnosing economic activity of a trade enterprise through a combination of functional and support components, which are defining for productive functioning of the mechanism and efficiency of the diagnostic process, is considered. The sequence of stages of the diagnostic process and procedural aspects of verification of each of them is determined. It is proved that the efficiency of the process of diagnostics of economic activity is provided by an appropriate mechanism, which through a set of rules, special tools, methods and techniques launches and maintains a diagnostic study, thus ensuring the integrity of the diagnostic system. A conceptual model of the methodological platform for diagnosing economic activity of trade enterprises is developed, which integrates the identified preconditions and component composition of the methodology on the basis of systematicity and ensures the effectiveness of the process of obtaining information for management. The developed model allows to deepen and expand understanding of the essence of the system for diagnosing economic activity of the enterprise, its structure, regularities, the purposes and tasks of functioning, to provide high-quality instrumental support of the realization of diagnostic procedures and operations, to streamline the process of reception of the information for making management decisions focused on achieving target parameters of development of economic activity taking into account the dynamic changes in the business environment and consumer preferences.

In order to ensure the quality of practical implementation requires accurate data-based information support, a gradual evaluation system is needed to help make the right decisions in every action throughout the program. The evaluation approach used is the CIPP (context, input, process, and product). The aggravation of the crisis phenomena in the national economy and its further recovery are related to the management of the mechanisms to strengthen economic security, which should be based on the improved methodology of accounting and analytical support as the main source of the relevant and reliable information as to the risks of the business environment. The purpose of the research is to establish the institutional factors of accounting and analytical support of economic security management and justify their possible impact. The authors’ definition of economic security has been given and its place in the system of accounting and analytical support has been characterized. The spheres of the institutional influence on accounting and analytical support of economic security management and their manifestations have been determined. It has been assumed that the most fundamental factor that forms the foundation of economic security management on the basis of accounting and analytical support is the effectiveness and vector orientation of the system of strategic management of the enterprise, as the result of which the multidimensionality of accounting and analytical support in the process of strategic management has been characterized. Possible groups of factors that form economic security and the system of its accounting and analytical support have been considered. It has been established that accounting as a source to achieve trust, understanding and manageability of the economic environment and information support of the management processes embodies the features of an independent institution of socio-economic development. The decomposition of the institutional factor influence of accounting and analytical support of economic security management at the macro, meso and micro levels has been substantiated, which allows predicting the vector of changes and form a theoretical foundation for the development of the theory, methodology and organization of accounting and analytical support during the development of the measures to strengthen economic security of the enterprises.
