An essential determinant of the economic growth of regions and amalgamated hromada is budgetary security, the weakening of which causes the strengthening of financial imbalances of territories and the emergence of budget risks and threats in different time lags. The paper aims to assess budgetary security of regions and amalgamated hromada in Ukraine in an unstable economy. The assessment of budgetary security and risks of areas and amalgamated hromada is carried out based on a multidimensional statistical analysis of budget indicators, calculation of the aggregate indicator of budget risks, and the level of budgetary security by a multiplicative method. The study sample included the regions of Ukraine and 22 amalgamated hromada in terms of cities of regional significance, urban, township, and rural territorial assemblies, which are represented by different areas in Ukraine. According to the assessment, Poltava, Kyiv, Zaporizhzhia, Dnipropetrovsk, and Mykolaiv oblasts are characterized by a low level of budget risks, which indicates high budget stability. On the other hand, the strengthening of budget imbalances, deterioration of the strength of local budgets, in particular in 2019–2020 in urban amalgamated hromada (Druzhbivska and Malovyskivska (6-8 points)); in village areas (Malynivska (5 points), Steblivska (7-7 points)); in rural amalgamated hromada (Chmyrivska (8-7 points)). The study results can serve as an analytical basis in the practice of local governments in the development and justification of regional and local budget policies, the nature of inter-budgetary relations, the formation of regional development strategies, etc. AcknowledgmentsThe study has been conducted within the framework of Applied Research “Financial determinants of the provision of economic growth in the regions and Amalgamated hromada based on the behavioral economy” with the support of the National Research Foundation of Ukraine (M. In the past five years, President of Indonesia has intended to improve the Indonesian economya through the creative economy sector. The creative economy is parallel with Micro, Small and Medium Enterprises, where more than 90 percent Indonesian people put their livelihood. Therefore, the positive growth of the creative economy industry in Indonesia will faster stimulate local and national economic growth. Consequently, it is necessary to have the right policies, especially facilitation from the central government to local governments, which directly dealing with the Indonesian civil people. For example, through the Special Allocation Fund which properly encourage the creation of business leverage for MSMEs engaged in the creative economy industry. This study answers how central government transfer funds in the form of Special Allocation Funds can stimulate the creation of this acceleration of creative economic growth, especially in the pandemic era which bases its business on digital marketing. Using the simultaneous panel method of the local budget industrial sector (APBD sector) and central fund transfer (TKDD) for 34 provinces and other indicators such as labors, household consumption, the construction cost index, and investment in the form of PMTB from the 2014-2019 period, this study results in the significance of all these variables on the growth of the creative economic subsector. The output of this study shows that DAK has the most significant effect in increasing the economic growth of the creative economy in 34 provinces. In addition, investment and household consumption are the biggest levers in supporting the high growth of the creative economy. This is in accordance with the economic theory of the potter model and the neoclassical Solow growth model where investment and technology are important factors in the acceleration of economic growth. Given the condition of the Indonesian people, where most of which are MSMEs in the creative economy sector, investment through DAK to finance the technological transfer and research development is very significant. This was also confirmed through further research in this study in a qualitative method which conducted in-depth interviews with one of the Heads of Bakung Kidul Village, Cirebon. In the interview, there were several important inputs for the evaluation of transfer fund policies that support economic productivity in the creative economy sector, especially in the Tourism Village Area which was built 2 years ago. The results of this qualitative study were also enriched by interviews with DAK policy maker from the Directorate General Fiscal Balance, Ministry of Finance and MSME business actors who were also victims of the Covid-19 pandemic that hampered the Indonesian economy.

The article deals with the structure and conditions of national innovation system of Ukraine, trends and conditions of generation of knowledge. In Ukraine, the potential of the subsystem for generating and disseminating knowledge is not used effectively enough, although there are significant prerequisites for its development. The sub-index of education of the Index of Knowledge Economy in Ukraine is quite high compared to the sub-index of information and communication technologies development. Analysis of the sub-indexes of the Global Competitiveness Index shows that Ukraine consistently occupies a fairly high position in terms of human development, but the value of the sub-index of macroeconomic stability in the country is unsatisfactory. Ukraine faced obstacles to the formation of a third-generation national innovation system, some of which it inherited from the Soviet Union. The national innovation system can become a field for the development of stable economic growth of the country. Therefore, by 2025 it is planned to implement the Concept of development of the national innovation system, which includes a subsystem of knowledge generation and dissemination. The article analyzes the purpose and objectives of the Concept, presents the possible consequences of implementation in three scenarios. Since the implementation of the Concept is only partial, the article considers the factors that hinder it. The structure of the national innovation system, which consists of two subsystems, is considered. One of them is the subsystem of knowledge generation and dissemination. It is represented in Ukraine by the National Academy of Sciences of Ukraine, universities, and research centers. The structure of the National Academy of Sciences is considered separately in the article. More attention is paid to the activities of higher education institutions, which today not only involves the dissemination of knowledge, but also the generation of new business ideas and innovative solutions. The article substantiates that at the regional level, local governments need to adopt international experience in solving socio-economic problems with the assistance of academic entrepreneurship. It is noted that among the important areas of development of the regions of Ukraine is smart specialization and increasing the digitalization of education and other spheres of public activity. Consolidation of efforts of local self-government bodies, state authorities, business structures, educational and scientific institutions should be the key to success.

The author reveals the main aspects of the scientific and information activities of the V.O. Sukhomlynskyi State Scientific and Pedagogical Library of Ukraine, in particular, pays attention to the development of a structural unit that carries out scientific information and analytical activities to support the education of Ukraine. The article provides an analysis of recent studies and publications on informatization and technological education, presents scientists who have made a significant contribution to the development of this area. According to the purpose of the article, the scientific community is presented for familiarization with information and analytical resources of the V.O. Sukhomlynskyi State Scientific and Pedagogical Library of Ukraine and revealed the main aspects of information and analytical activities of the V.O. Sukhomlynskyi State Scientific and Pedagogical Library of Ukraine. Information and analytical resources are characterized by such basic components as – Scientific papers of the V.O. Sukhomlynskyi State Scientific and Pedagogical Library of Ukraine; Analytical Bulletin in the field of education and science ;. Analytical reviews of the V.O. Sukhomlynskyi State Scientific and Pedagogical Library of Ukraine; Reviews of the results of scientific activities of institutions of the National Academy of Sciences of Ukraine and others. The author emphasizes the relevance of the creation and functioning in the V.O. Sukhomlynskyi State Scientific and Pedagogical Library of Ukraine Department of Scientific Information and Analytical Support of Education (DSIASE). It is noted that DSIASE was created to provide basic and applied research in the vector of planned research work of the library. It is argued that in the V.O. Sukhomlynskyi State Scientific and Pedagogical Library of Ukraine there is an organizational and production system for the implementation of information and analytical support of education, which provides the scope of scientific activities of the institution. In the perspective of information and analytical activities of the library, the author notes the research search for innovative sources and support for education on the effective modernization and reform of education in Ukraine.

The national economy is closely related to the demographic structure of the society. Therefore, in the face of demographic changes, it is necessary to assess the influence of these changes on economic growth. This article presents an estimation of the impact that the future changes in the demographic structure will have on the economic growth of Ukraine, represented by the rate of changes in GDP per capita. The decomposition of GDP per capita and making the components of this decomposition dependent on the demographic structure allowed an empirical analysis, which used a variety of econometric and statistical techniques and was based on a population forecast prepared by the Ptoukha Institute for Demography and Social Studies of the National Academy of Sciences of Ukraine. As a result, it was determined that the impact of the changes in the demographic structure on Ukraine’s long-term economic growth will be highly diverse over the studied period (until 2060). However, considering the entire period of the analysis, the negative effects of the changes in the demographic structure on the economy will be counterbalanced by the positive effects of these changes.

The report is based on the first results of the study "The History of the Evangelical Christians-Baptists in Ukraine", carried out in 1994-1996 by the joint efforts of the Department of Religious Studies at the Institute of Philosophy of the National Academy of Sciences of Ukraine and the Odessa Theological Seminary of Evangelical Christian Baptists. A large-scale description and research of archival sources on the history of evangelical movements in our country gave the first experience of fruitful cooperation between secular and church researchers.
