This research examines the inter-regional security cooperation between ASEAN and the EU with a specific focus on counterterrorism. The research methods are based on a comparison of regional counterterrorism governance between the two regions and a close reading of Plan of Actions for the enhancement of ASEAN-EU relations documents from 2007 to 2018. The results show that CT cooperation is about facilitating a more comprehensive security governance cooperation where European standards and experience are transferred to Southeast Asia for purposes of regional security and diplomatic relations. In addition, this research also shows that EU-ASEAN CT cooperation has not been geared specifically to combat radicalism, or as part of a Counter Violent Extremism program; rather, the inter-regional cooperation has mainly focused on building a common normative framework in responding to terrorism within the corridor of democracy and preempting the terrorist networks from exploiting connectivity networks. Finally, implementation of security and political cooperation between the EU and ASEAN tend to rely on the existing extra-regional dialogue fora within ASEAN as well as direct engagement between the EU and third parties comprising each of the ASEAN states.

The question of how governments deal with ethnic diversity is fundamental to the future of peace and democracy in Europe.  The way this question is articulated and addressed has changed significantly, as European governments and social actors respond to problems of regional security, domestic political contestation, and economic well-being.  After the collapse of the Soviet Union in 1991, the collaborative efforts of European organizations – primarily the Council of Europe (CoE), the Organization for Security and Cooperation in Europe (OSCE), and the European Union (EU) – provided a historic opportunity for the development of common European standards about minority inclusion across the whole spectrum of political and economic rights and opportunities available to state majorities.  Europeanization – which involved the deepening of transnational institutional structures in member states, the enlargement of the EU to include an increasing number of countries from the former Soviet bloc, and the diffusion of European norms and practices in the EU and its neighbourhood – had a profound impact on the evolution of state-minority relations across the continent.  Although Europeanization reaches all aspects of life in EU member and aspiring member states, the governance of ethnic diversity has evolved in diverse directions across the continent, rather than gradually converging toward common standards.

In 2014, in the course of the Revolution of Dignity, Ukraine consciously opted for European values. Thus, cooperation with one of the founding member states of the EU bears strategic importance. The author believes that the the interaction between the two countries is based on ancient relations between France and Ukraine. Apart from political relations, France and Ukraine are bound by creative endeavours of many artists. After celebrating the 25th anniversary since the establishment of diplomatic relations between our countries, the Ministers for Foreign Affairs of Ukraine and France opened an exhibition dedicated to the 100th anniversary of the foundation of Ukrainian diplomatic service. The author stresses that France was the first Western state with which Ukraine signed the 1991 Interstate Agreement on Mutual Understanding and Cooperation. Moreover, it was in Paris where the Charter of Paris for a New Europe was signed, the document which allowed Ukraine to join the CSCE as a full-fledged member. Taking into account the current development in the east of Ukraine, the author underscores that France and Germany were the initiators of the Normandy Format negotiations. France consistently supports the territorial integrity of Ukraine, while not recognising the annexation of Crimea and takes a firm stand towards Russia. The author mentions the establishment of the France-Ukraine friendship group, headed by Valerie For-Muntean. Apart from political cooperation, economic ties between the two states are also gaining momentum. Nowadays, Ukraine is examining modern initiatives of France in ecology, energy efficiency, etc. The article outlines the interation of the two states in the educational sphere. France is encouraging numerous riveting projects intercultural projects displaying the best specimens of modern Ukrainian art. New intercultural contacts are also gaining ground. The author highlights the main events held at the culture and information centre of the Embassy and reports about the multidisciplinary festival Week-End a l’Est – Kyiv. Yet another recent development has been the inauguration of the web platform Nouvelle Ukraine, whose aim is to raise awareness about Ukraine in France, contribute to the positive image of the country, and build economic and cultural contacts. According to the author, the cooperation of Ukraine and France is only beginning to gain momentum and has infinite potential. Significance The summit is an opportunity for reinvigorating the Berlin Process which has faded somewhat as the European migration crisis, Brexit and reform priorities put EU enlargement on hold. It is also a chance for the United Kingdom to emphasise its commitment to the region and support for multilateral approaches, especially that of the EU, despite the presence of Brexit as a significant complicating factor on all fronts. Impacts The summit will bring significant developments in the overlapping areas of regional security and reconciliation and political cooperation. The last-minute appropriation of the bilateral Macedonian-Greek name deal will add to the atmosphere of a successful summit. Getting premiers to sign significant documents would ensure that states not just NGOs are fully engaged and owning the Berlin Process.

The article is devoted to the study of the implementation of territorial cohesion policy in the European Union in order to achieve a secure regional coexistence. In particular, the regulatory and institutional origins of territorial cohesion policy in the EU are considered. The evolution of ontological models of cohesion policy has been outlined. Specifically, the emphasis is placed on the key objective of political geography – effectively combining the need for "territorialization" and the growing importance of networking. The role of urbanization processes in the context of cohesion policy is highlighted. Cross-border dimensions of cohesion policy in the context of interregional cooperation are explored. Particular emphasis is placed on the features of integrated sustainable development strategies.

Introduction. Under the influence of globalization and regionalization; the world economic development is becoming more dynamic but contradictory at the same time; creating new challenges and threats for both individual countries and entire regions. This exacerbates the urgency of forming flexible systems of security cooperation and finding solutions to regional and global security problems. Purpose. The purpose of the paper is to systematize research on regional and global security governance and a review of the balance of geopolitical forces in Europe. Methods. The research was carried out using the following methods: analysis and synthesis – to characterize the modern mainstream of theoretical intelligence in the field of regional security; comparative analysis – to compare the structures of regional security management in different parts of the world; deductions and inductions – to form a conceptual model of global governance; tabular and visual methods – for visual presentation of the material. Results. The paper considers theoretical approaches to the interpretation of regional security. It is noted that regional security governance is a set of institutions and activities at three levels: global; regional and national. A nomenclature of different types of regional security governance structures is presented; which includes a regional balance of power and ad hoc (informal) alliances; regional coherence; regional cooperative security; regional collective defense; regional collective security; pluralistic security community. It has been recognized that regional security management is provided not only by highly specialized or formal structures; but also by multi-purpose regional organizations; which initially pursued a combination of economic and political goals with growing security targets. Conceptual options for regional security governance at the global and regional levels are systematized. Based on the analysis of the mechanisms of global management; own vision of the relationship between the subjects of global governance processes is presented. Discussion. The crisis of recent decades has shown that no single group of global governance actors can act effectively to minimize global risks; which are both a challenge for business leaders and politicians in any country. That is why it is undeniable that global issues require global governance (especially in the field of security); the main goal of which should be to ensure global stability and sustainable development.

The Austrian government is extremely sceptical about the accession negotiations which are conducted by the European Commission on behalf of the European Union with Turkey and calls for the negotiation process to end. Serious reservations of Vienna have been raised by the current political situation in Turkey under the rule of President Recep Tayyip Erdogan, as well as by the standards of democracy in Turkey, which differ greatly from European standards. Serious deficiencies in rule of law, freedom of speech and independence of the judiciary, confirmed in the latest European Commission report on Turkey, do not justify, from Vienna’s point of view, the continuation of talks with Ankara on EU membership. In fact, Austria’s scepticism about the European perspective for Turkey has a longer tradition. This was marked previously in 2005 when the accession negotiations began. Until now, Austria’s position has not had enough clout within the European arena. Pragmatic cooperation with Turkey as a strategic partner of the EU, both in the context of the migration crisis and security policy, proved to be a key factor. The question is whether Austria, which took over the EU presidency from 1.7.2018, will be able to more strongly accentuate its reservations about Turkey and even build an alliance of Member States strong enough to block Turkey’s accession process.

AbstractThe article examines security issues of the Transcaucasian region with the focus on nonmilitary and trans-border security threats and a regional security community that also includes non-state security actors of the region, such as not-recognised autonomous entities, nations, ethnic groups, minorities, etc.This approach to regional security shifts the focus of policies from balance of power to closer regional integration and cooperation, as well as joint provision of regional security. Despite many objectives and existing obstacles to this scenario of regional development, the author sees it to be the only way toward a stable and long-term security in the region. The article argues that closer regional cooperation and integration would allow to accommodate interests and security concerns of non-state actors of the region and would bring the fate of regional issues back in the hands of the regional powers and create bases for sustainable and lasting peace in the region.
